Engineering, Analytical, Technical and Business
Services for the Marine Corps Warfighting Laboratory
1. INTRODUCTION
1.1. This requirement is to provide a full range of engineering, analytical, technical, and business services for the Marine Corps Warfighting Laboratory (MCWL). While the core services required under the scope of this contract is known, the incidental tasks required in the option years is not specifically defined.
1.2. Presently, MCWL is responding to growing requirements for experimentation and Overseas Contingency support applying streamlined acquisition techniques, and seeking the expert services of an industry partner to achieve operational goals. MCWL requires technical services that respond to these challenges and requirements with a comprehensive, flexible solution. Such a solution must consider an integrated technical and management approach that demonstrates vision, depth of capabilities, and the flexibility to respond to the changing environment. MCWL will rely heavily upon these services to support its evolving mission. The mission of the MCWL is to enhance Marine Corps warfighting abilities by: conducting concept-based experimentation to develop and evaluate Tactics, Techniques, and Procedures (TTPs) for the Combat Developer; conducting Advanced Technology Demonstrations for technology user assessments; and providing technology solutions support to the operating forces to fight the Overseas Contingency. MCWL is currently organized in the following Divisions: Office of the Chief of Staff (Command Element), Science & Technology (S&T) Plans, Operations, Experiment, Technology, Wargaming, Counter-Improvised Explosive Device (CIED), Center for Emerging Threats and Opportunities (CETO), Concepts, and Joint Concept Development and Experimentation (JCDE). Note that JCDE, Wargaming and CETO are not part of this requirement.
2. BACKGROUND
2.1. MCWL was created in 1995. The mission of the Lab has evolved over the years with an experimentation focus and a broader mandate to develop the future vision and map the future capabilities for the Marine Corps as an integral part of the combat development process. MCWL is responsible for developing new operational concepts, TTPs and technologies to prepare Marines for combat. MCWL is a part of the Marine Corps Combat Development Command (MCCDC) and is located on Marine Corps Base, Quantico, Virginia.
3. SCOPE
3.1. This PWS identifies and defines the contract tasks to support the MCWL. MCWL is engaged in a broad based program of experimentation pursuing 21st Century concepts for warfighting in the littoral battlespace. MCWL experiments with warfighting TTPs and supporting technologies in fulfillment of a MCWL Campaign Plan (MCP) comprised of many phases. Each phase may terminate with a major, force-on-force Advanced Warfighting Experiment (AWE), which is typically preceded by several Limited Objective Experiments (LOEs) and Limited Technical Assessments (LTAs). This PWS provides support to MCWL in the planning, execution, analysis and evaluation of these experiments. It also provides support in the identification, monitoring, development and evaluation of technologies to enhance current and future warfighting capabilities whether or not they are associated with these experiments. This PWS is primarily focused to support the following MCWL Divisions; Operations, S&T Plans, Technology, Experiment, and CIED.
