PERFORMANCE WORK STATEMENT

Performance Work Statement Wildlife Translocation

Marine Corps Recruit Depot - Parris Island, SC (MCRDPI) Natural Resources and Environmental Affairs Office (NREAO)

1. Background MCRDPI is attempting to re-establish populations of Southern Fox Squirrel (SFS) as part of a comprehensive restoration plan and stewardship of the Depot’s natural resources. The study continues work initiated last year and is centered on a conservation/mitigation partnership in which two parties are interested in using translocations to increase biological integrity and ecosystem services, but have very different land use requirements. This project will help us to proactively manage these resources around the recruit training mission per the Depot’s Integrated Natural Resources Management Plan and MCO 5090.2a, Chapter 11 – Natural Resources Management. The Eastern Diamondback Rattlesnake (EDB) is a species of concern and is under review for proposed listing under the Endangered Species Act (ESA). Therefore, this work may result in information and data that can aid in managing and protecting the EDB, maintain compliance with the Endangered Species Act, as well as protect the recruit training mission.

Baseline work with our population of the EDB was initially related to the 202K Grow the Force Environmental Assessment in 2008. Almost 10 years of monitoring have been completed by the same contractors that initiated the work/study in 2008. Results are indicating that our maritime (coastal) rattlesnake population is behaving differently than the inland populations. Additionally with recent hurricane-related timber management activities, there are concerns that human/EDB interactions could increase. Therefore, further monitoring, tracking, population evaluations and translocation/relocation work are necessary to fully understand this species, habitat management actions and recruit training activities so that we can manage it and its habitat more effectively.

The current PWS 7889689is follow on work to last year’s translocation efforts off-Depot to determine if this is a viable alternative of reducing the population. This phase of research is concentrating on off-Depot relocation or translocation to determine if this is a feasible alternative to reducing the Depot’s population, increasing an off-Depot site’s population and at the same time ensure that those individuals can survive in the new location.

2. Objectives Southern Fox Squirrels were translocated to Parris Island in 2016 (N = 27) and 2017 (N = 35) from wild populations in Beaufort County, SC. In 2018/2019, the translocated southern fox squirrel population on the MCRDPI will be monitored using radio telemetry and camera traps. Project goals are to continue monitoring translocated fox squirrels on the MCRDPI to assess survival and recruitment to determine whether additional translocations onto the installation are necessary. We will re-trap animals released in 2016, 2017 and any subsequent offspring, re-fit with radio collars and monitor movements. We will use camera traps to collect key demographic data on non-translocated, viable wild populations. Specifically, we will focus on female age at maturity and reproductive output and use a Leslie matrix approach to determine viability of the MCRDPI fox squirrel population.

The utility of translocating in Eastern Diamondback Rattlesnakes (Crotalus adamanteus; EDB) as a management protocol for the Marine Corps Recruit Depot Parris Island (MCRDPI) will be examined/tested. Two cohorts of adult EDBs were translocated off the MCRDPI in 2016 and 2017. The EDB population on the MCRDPI will serve as the donor population for a third translocation cohort, of which 10-15 adults will be translocated to Nemours Plantation in Beaufort, (North Beaufort County) and the James W. Webb Wildlife Management Area in Garnett, SC (Hampton County). This location/property owner must be willing to accept these animals, allow them to free-range and monitor/track or allow for monitoring and tracking for at least a year. Adult EDB’s will be translocated that have been radio-telemetrically monitored for at least one year prior to translocation. Following translocation, monitoring of snakes will be continued for one year using radio telemetry. Free-ranging EDB’s will be equipped with VHS radio transmitters (models: SI-2, 11g, Holohil, Inc.; R1535, 15g, ATS) via surgical implantation. Snakes will be radio located 3-5 days each week.

The objective of our study is to use EDB rattlesnake translocations to increase ecological integrity by maintaining and increasing native biodiversity at both sites, and to mitigate human caused mortality of a federal candidate species. A central theme of the study is that conservation must integrate public approval and human land use at a landscape-scale to successfully maintain/restore ecological integrity and thus maximize ecosystem services. A main goal of our "integrated landscape approach" is to use translocations to better match native biodiversity to current land use practices. Specifically, we will increase PI's native biodiversity by repatriating fox squirrels, and eventually wild turkeys and bobwhite quail (the first stage of which will be fox squirrels). Further, these charismatic species may be used as outreach tools to better inform the public about conservation and increase public acceptance. Additionally, our integrated landscape approach will use eastern diamondback rattlesnake translocations to reduce local densities, potentially mitigating the risk of negative human-rattlesnake interactions on PI, while repatriating or subsidizing the free-ranging rattlesnake population on the accepting wildlife habitat property.

This project will result in the development of a management model to guide Depot natural resources personnel in reducing the probability of negative human-EDB interactions. Radio telemetry (RT) research will complement current efforts on PI aimed at reducing negative rattlesnake-human encounters. The monitoring data collected from the previous work along with this project will be used to assess pre-treatment EDB movement patterns, life history and habitat associations. This study will further aid MCRD natural resources personnel given human safety issues stemming from military activities (personnel, training and development) in EDB habitat on the MCRD.

Specifically, this work will continue to 1) determine year-round EDB habitat use on the MCRDPI; 2) model seasonal differences in EDB population densities within the current MCRDPI timber management regimes and training areas; 3) help determine whether potential EDB redistribution off Depot is feasible and, if so, can help to prevent or mitigate negative human-snake interactions; 4) increase MCRDPI’s biodiversity by re-establishing Southern Fox Squirrel, as well the accepting property’s biodiversity by enhancing Eastern Diamondback Rattlesnake populations.

3. Scope The results of this project will enable the Depot natural resources personnel to better manage: 1) the natural resources around the training mission; 2) the habitat necessary to support wildlife in which we are charged with managing; 3) help to better protect personnel from EDB interactions; 4) and potentially increase the biodiversity of the Depot.

10.1 CONTRACTOR ACCESS TO MCRD PARRIS ISLAND, SOUTH CAROLINA

1. INTRODUCTION

The Commanding General (CG), MCRD/ERR PI grants the privilege to gain access to the Depot, conditionally, to those individuals or organizations that meet the minimum qualifications and conform to regulations. CG, MCRD/ERR PI retains the responsibility to suspend or revoke access privileges if necessitated by and action deemed contrary to maintaining good order and discipline aboard this installation. In order to gain access to Marine Corps Recruit Depot, Parris Island (MCRDPI), SC, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access.

All contractor personnel, to include delivery personnel, who perform work on Marine Corps Recruit Depot Parris Island, SC (MCRDPI) for the cited contract must adhere to the RAPIDGate Access or Non-RAPIDGate Process to gain access MCRDPI provided in paragraphs B and C. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License, registration, and insurance. If an individual has a foreign driver’s license, said individual must also provide a valid Passport. The contractor shall understand and comply with Depot Order 5512.12A Access Control Regulations.

1. RAPIDGATE ACCESS

RAPIDGate is a standard identity management and perimeter installation access control solution for the access management of vendors, contractors, suppliers and service providers who are not authorized a Common Access Card (CAC). Any and all costs associated with RAPIDGate access is the sole responsibility of the contractor.

A new protocol being implemented to fulfill this NCACS requirement is the RAPIDGate system. The system meets Presidential Directive HSPD-12- Policy for a Common Identification Standard for Federal Employees and Contractors and Public Law 110-181 (FY 2008) SEC 1069 Standards for Entry to Military Installations in the United States requirements by providing background checks of contractor personnel. The rationale for implementation of this system is to increase security while reducing impacts to the contractor community by improving efficiencies for base entry.

For contractor employees that meet the background check criteria, a personal badge that affords base access (and/or multiple base access) for one year will be issued to each. Alternatively, a contractor may elect for the 90-day RAPIDGate program option. While Contractors are not required to participate in this program, those Contractors who choose not to participate will be required to obtain a separate pass through the MCRDPI Security Manager. This process is outlined below in Section C. Foreign national contractors must have a work visa before being authorized to perform any services on Parris Island. Foreign national truck drivers must have a passport or fast card in order to deliver goods aboard the installation. The Contracting office must be informed at least 2 days prior to delivery if a foreign national truck driver will be used.

The Government does not guarantee the contractor’s successful enrollment or the successful enrollment of any contractor employees in the RAPIDGate program. Delays may result from choosing to access the installation by obtaining a one day pass each day required for access to MCRDPI. The Government will not be held responsible for any access delays associated with using the RAPIDGate Program or the Non-RAPIDGate Process listed below. If you have any questions regarding the RAPIDGate Program aboard MCRDPI, or to begin pre-enrollment, please contact RAPIDGate at 877-727-4342. More information about the enrollment process can be found in the attachment titled “RAPIDGate Program Enrollment Information.” If you have any questions pertaining to your contract, please contact the Contracting Officer identified on your contract and/or Contract Specialist administering your contract. Any questions regarding the MCRDPI access control policy changes may be addressed to Depot Security Manager at 843-228-4091.

1. NON-RAPIDGATE ACCESS

The contractor shall submit a written request on company letterhead to the Contracting Office listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base if choosing not to use RAPIDGate. The format for the letter will be provided by the Contracting Office. In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The Contracting Office will endorse the request and forward to the Depot Security Manager Office for processing. This information must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.

A criminal background check conducted by the MCRDPI Security Manager’s Office shall be required for all contractor personnel not using RAPIDGate who make frequent visits to or perform work on the MCRDPI cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access will be denied if it is determined that the personnel requesting access are within one of the following categories:

1. On the National Terrorist Watch List.

1. Illegally present in the United States.

1. The subject to any outstanding warrant or criminal summons.

1. Has knowingly submitted an employment questionnaire with false or fraudulent information.
