BLDG 400 - COURTROOMS

AUDIO AND VISUAL EQUIPMENT AND INSTALLATION

1.0 Purpose. The purpose of this requirement is to obtain audio and visual equipment to support Marine Corps Recruit Depot Parris Island’s (MCRDPI) Building 400, Courtrooms. This audio and visual equipment purchase will also include installation.

2.0 Background. The Legal Services Support Team (LSST) is moving into newly, renovated Building 400. Building renovation is scheduled to be completed in October 2016. There will be two (2) courtrooms, one (1) small and one (1) large that will be used for trials that must have courtroom audio and visual equipment to be operable.

3.0 Scope. This PWS provides the operational requirements and overall system design for the multimedia and audiovisual capabilities required for MCRDPI’s LSST courtrooms.

4.0 General Requirements. The contractor will design, install, test, and provide training for the courtroom audio and visual equipment. Attachment one (1) provides required Contractor Furnished Material (CFM) and Government Furnished Equipment (GFE) that is available for this requirement. Attachment two (2) provides an AV drawing for the courtrooms. If there is a disconnect between attachments (1) and (2), attachment (1) takes precedence. All CFM A/V equipment must be compatible with the GFE used by the contractor. The objective is to maximize the use of current existing equipment (GFE). Offerors are not required to re-use existing equipment (GFE) and may elect to use CFM only; this path must be clarified in the attachment three (3) – CFM matrix, to be provided with the offeror’s quote.

Contractor will provide quote on the following solution:

4.1 Audio Visual Summary. Contractor will provide comprehensive courtroom design based on the information provided. The AV system shall consist of the following sub systems: audio reinforcement, evidence presentation, control system, and digital recording for two (2) courtrooms.

4.1.1 Audio. This system will include microphones located at the judge, clerk, bench, witness, lectern, and attorney’s areas, well (number of drop mics will be dependent on size of court room), and jury area for two (2) courtrooms at building 400, MCRD, Parris Island, SC. These microphones shall connect to the existing digital signal processor (DSP) audio mixer. The digital signal processor mixer is responsible for routing, adjusting levels, provide echo cancelling, equalizing and switching audio signals. Contractor will provide two new audio amplifiers to distribute the signal to speakers to be located throughout the court-rooms. Contractor will provide four (4) recording channels to interface with the digital recording system for each court room.

4.1.2 Recording sub-system. The digital recording software and hardware are existing. Contractor will provide eight (8) channels of audio for recording at each of the court reporter’s locations in both courtrooms.

4.2 Video Summary. Video for the system will consist of distributed LCD displays in the courtroom and a display located at the Remote Witness location, two (2) evidence feeds at each attorney table, six (6) evidence feeds in the jury panel, and the presentation lectern (in the larger of the two court rooms). All courtroom video will utilize XGA video standards and connections. Video input and output feeds will be at a resolution of 1024x768 @ 60 Hz. Inputs at the attorney tables will include one VGA connector input for video and one 3.5 connector for audio (cable that will be installed by Contractor is designed for laptop usage). Outputs will generally be VGA connectors for video. The government requires digital media. The government requires both HDMI and VGA connections.

4.2.1 Control System. Contractor will provide a control system to control the audiovisual equipment in the large court room. The system shall feature two (2) 10” color touch panels to be located at the judge and the lectern. The clerk can also use the judges touch panel. The system will control the following basic functions: sources selection, jury viewing, volume, VTC control, transport functions, screen up/down, and system on/off.

4.2.2 Control System – User Interface. User interface is possible with touch panels located at the judge and lectern locations. An additional connection is available at the reporter location.

4.2.3 Touch Panel Design. User interface touch panels are custom designed for each project, based on the needs of the Government. A preliminary touch panel will be prepared by Contractor and present to Government for approval prior to install. Requested revisions will be integrated by completion of install. Contractor will accommodate one further revision post-install at no additional charge.

4.3 Equipment Enclosure. Contractor will use the existing equipment closet adjacent to the member’s panel in the large court room. The equipment closet will house the audio mixers, audio amplifier, video switcher, video codec, annotation device, control processor, and network switch. Contractor will provide a power strip with surge suppression.

4.4 Power Conditioning. Temporary Voltage reductions and electromagnetic interference (EMI) transients are the number one cause of control system and digital signal processor failure. The benefit of “off the shelf” surge protectors do not accommodate the ground reference requirements of high end processors found in these devices. Every system designed by Contractor that contains an integrated control system or digital signal processor is specified to include a power conditioner to protect these delicate instruments.

5.0 Tasks.

5.1 Installation shall being when MCRDPI Bldg 400 is certified for occupancy. The current target date for installation is Nov 2016.

5.2 The contractor shall deliver, furnish for government use, or furnish for contractor use at a federally controlled facility, (only personal computer products, televisions or imaging equipment that), at the time of submission of quotes and at the time of award, are EPEAT bronze-registered or higher.

5.3 Contractor will provide up to a total of two (2) hours training during the span of one visit to job site for the proposed system. The Contractor Project Manager will coordinate with the Government to set the date and time of training. Training for appropriate use of courtroom audio video will occur no later than one (1) week from project completion. All required personnel will be made available for system training.

5.4 Applicable Documents. Contractor will provide comprehensive O&M manuals within 30 days of project completion, including system schematics, control system source code, quick reference guides, and owner’s manuals for each component.

5.5. Contractor Quality Assurance. At completion of install a walkthrough will be performed for both court rooms between Contractor and Government. Outstanding issues will be identified and documented at this time. Upon completion of outstanding items and final testing, the Government receipt installation.

5.6 Post-Award Kickoff Meeting. The contractor shall schedule a post award kickoff meeting to be held at MCRDPI within two (2) weeks of contract award.

6.0 Location and Hours of Work

Location of installation is building 400 aboard Marine Corps Recruit Depot, Parris Island, SC.

The contractor is responsible for conducting business, between the hours of 0800 – 1630 local Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. Alternate work hours advantageous to the best interests of the government shall be mutually agreed upon prior to implementation.

7.0 Security. All technical data provided to the contractor by the Government will be protected from public disclosure in accordance with the markings contained thereon. All other information relating to the items to be delivered or services to be performed under this contract may not be disclosed by any means without prior approval of the authorized representative of the Contract Officer. Dissemination of public disclosures includes, but is not limited to: permitting access of such information by foreign national or by any other person entity, publication of technical or scientific papers, advertising, or any proposed public release. The contractor shall provide adequate physical protection of such information so as to preclude access by any person or entity not authorized such access by the Government.

8.0 Warranty. A warranty for (1) one year stating after completion of installation

9.0 Point of Contact. The point of contact will be made available at time of contract award.

10.0 CONTRACTOR ACCESS

1. INTRODUCTION

The Marine Corps Recruit Depot/Eastern Recruiting Region policy allows no weapons or illegal drugs to be brought aboard our military installations. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License registration, and insurance. If an individual has a foreign driver’s license, said individual must also provide a valid Passport. The contractor shall understand and comply with Depot Order 5512 Access Control Regulations. The contractor shall obtain vehicle pass, if required, for all contractor personnel who perform work on the Marine Corps Recruit Depot Parris Island, SC (MCRDPI) cited in the contract.

1. RAPIDGATE ACCESS

RAPIDGate is a standard identity management and perimeter installation access control solution for the access management of vendors, contractors, suppliers and service providers who are not authorized a Common Access Card (CAC). Any and all costs associated with RAPIDGate access is the sole responsibility of the contractor. Information regarding RAPIDGate enrollment and costs can be found at http://www.rapidgate.com.

A new protocol being implemented to fulfill this NCACS requirement is the RAPIDGate system. The system meets Presidential Directive HSPD-12- Policy for a Common Identification Standard for Federal Employees and Contractors and Public Law 110-181 (FY 2008) SEC 1069 Standards for Entry to Military Installations in the United States requirements by providing background checks of contractor personnel. The rationale for implementation of this system is to increase security while reducing impacts to the contractor community by improving efficiencies for base entry.

For contractor employees that meet the background check criteria, a personal badge that affords base access (and/or multiple base access) for one year will be issued to each. Alternatively, a contractor may elect for the 90-day RAPIDGate program option. While Contractors are not required to participate in this program, those Contractors who choose not to participate will be required to obtain a separate pass through the MCRDPI Security Manager. This process is outlined below in Section C.

The Government does not guarantee the contractor’s successful enrollment or the successful enrollment of any contractor employees in the RAPIDGate program. Delays may result from choosing to access the installation by obtaining a one day pass each day required for access to MCRDPI. The Government will not be held responsible for any access delays associated with using the RAPIDGate Program or the Non-RAPIDGate Process listed below.

1. NON-RAPIDGATE ACCESS

The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base if choosing not to use RAPIDGate. The format for the letter must be in compliance Depot Order 5512. In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The contracting officer will endorse the request and forward to the Depot Security Manager Office for processing. This information must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.

A criminal background check conducted by the Depot Security Managers Office shall be required for all contractor personnel not using RAPIDGate who make frequent visits to or perform work on the Marine Corps Recruit Depot cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access maybe denied if it is determined that the employee(S):

1. Is on the National Terrorist Watch List.

1. Is illegally present in the United States.

1. Is subject to any outstanding warrant.

1. Been issued a debarment order and currently ineligible to enter any military installation.

1. A habitual criminal offender.

1. Been convicted of a felony within the past ten (10) years.

1. Been convicted of a crime involving drugs or drug paraphernalia within the past five (5) years.

1. Knowingly submitted a false of fraudulent information in connection with an employment questionnaire.

1. A registered sex offender.

1. Displays or has displayed conduct that the Commanding General deems prejudicial to the good order and discipline of this installation.

No physical badge will be issued. If a contractor’s proposed employees requiring access meet the required criminal background check, a one (1), 30 day vehicle pass will be provided to the contractor upon arrival at MCRDPI. After thirty (30) days, passes of no more than four (4) days will be issued thereafter for up to one (1) year from when the background check was conducted or when the contract ends, whichever is sooner. Upon arrival at Parris Island, the contractor must provide Driver's License, valid registration, and current insurance. The contractor requesting access must be on the MCRDPI RAPIDGate alternate list. Contractors not using either the RAPIDGate or this process will be denied access to MCRDPI.
