STATEMENT OF WORK (SOW)
PERFORM LOAD TEST ON RAPPEL TOWER AND FASTROPE STATIONS
AND CERTIFY CWD Dando Civ Chad W SOW is for load testing of Rappel Tower and Fast Rope Testing…what is “Certify”
Background
This requirement is to provide all labor, equipment, materials, transportation, and supervision necessary to perform load testing to determine the adequacy of the anchor points on the Rappel Tower and Fast Rope Stations, Building 4001 located at Marine Corps Recruit Depot, Parris Island, South Carolina (MCRDPI).
Contract duration shall be one (1) base year with four (4) Option years.
Each one of the six (6) stations are assigned a letter (i.e. A, B, C, etc) and each anchor point is numbered. The following drawing represents the marking of each rappel system and anchor point. Design for system components. (1) Connectors are drop forged, pressed or formed steel, or made of equivalent materials. (2) Connectors have a corrosion-resistant finish, and all surfaces and edges are smooth to prevent damage to interfacing parts of the system. (3) Lanyards and vertical lifelines which tie-off one employee have a minimum breaking strength of 5,000 pounds (22.2 kN). (4) Self-retracting lifelines and lanyards which automatically limit free fall distance to two feet (0.61 m) or less have components capable of sustaining a minimum static tensile load of 3,000 pounds (13.3 kN) applied to the device with the lifeline or lanyard in the fully extended position. (5) Self-retracting lifelines and lanyards which do not limit free fall distance to two feet (0.61 m) or less, rip stitch lanyards, and tearing and deforming lanyards are capable of sustaining a minimum tensile load of 5,000 pounds (22.2 kN) applied to the device with the lifeline or lanyard in the fully extended position. (6) Dee-rings and snap-hooks are capable of sustaining a minimum tensile load of 5,000 pounds (22.2 kN). (7) Dee-rings and snap-hooks are 100 percent proof-tested to a minimum tensile load of 3,600 pounds (16 kN) without cracking, breaking, or taking permanent deformation. (8) Snap-hooks are sized to be compatible with the member to which they are connected so as to prevent unintentional disengagement of the snap-hook by depression of the snap-hook keeper by the connected member, or are a locking type snap-hook designed and used to prevent disengagement of the snap-hook by the contact of the snap hook keeper by the connected member. (9) Horizontal lifelines, where used, are designed, and installed as part of a complete personal fall arrest system, which maintains a safety factor of at least two, under the supervision of a qualified person. (10) Anchorages to which personal fall arrest equipment is attached are capable of supporting at least 5,000 pounds (22.2 kN) per employee attached, and are designed, installed, and used as part of a complete personal fall arrest system which maintains a safety factor of at least two, under the supervision of a qualified person. (11) Ropes and straps (webbing) used in lanyards, lifelines, and strength components of body belts and body harnesses, are made from synthetic fibers or wire rope.

Objective
Load test the anchor points on the Rappel Tower Fast Rope Stations in accordance with the prescribed 5,000 Ibs. load per OSHA 1910.66 App C (1), ANSI Z359 and 29 CFR1910.66 Section I (c) (10) appendix C located at building 4001 aboard MCRDPI.
Scope
The Contractor shall perform load testing on the Rappel tower and Fast Rope Stations system by rigging the stations similar to the method used in training. The Rappel Tower and Fast Rope Stations points shall be tested to determine the adequacy of the anchors points. GENERAL REQUIREMENTS:
The Contractor shall provide all labor, equipment, materials, transportation, removal of debris off base and supervision necessary to perform load testing to determine the adequacy of the anchor points on the Rappel Tower and Fast Rope Stations, Building 4001 located at Marine Corps Recruit Depot, Parris Island, South Carolina. (All ropes shall be provided by MCRDPI.)
The Contractor shall perform load testing on the Rappel tower and Fast Rope Stations system by rigging the stations similar to the method used in training. The Rappel Tower and Fast Rope Stations points shall be tested to determine the adequacy of the anchors points.

Performed Test in accordance with the prescribed 5,000 Ibs. load per OSHA 1910.66 App C (1), ANSI Z359 and 29 CFR1910.66 Section I (c) (10) appendix C.
Each anchor point is required to withstand a load of 5000 lbs.
The Contractor shall verify compliance Statement of work, quantity and location to ensure accuracy.
The Contractor shall submit a report of CWD Dando Civ Chad W To Who? testing by a licensed certified Structural Engineer.

Then lets have FMD specifiy which quarter for the load testing instead of leaving it open ended. contract as specified by the Facilities Maintenance Division.

CONTRACTOR MANPOWER REPORTING
Enterprise-wide Contractor Manpower Reporting Application (eCMRA) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for load testing of the Rappel Tower and FAST Ropes via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY;
(5) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
