GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS 11/7/2016

1. The Government provided responses lead to another question: Reference Q&A #16 of Attachment11, dated 2

November, The newly added CLINs (0009 and 1009) require that the pricing be input as a daily amount. While there could be any number up to a maximum of eleven (11) different positions working on any given day, we respectfully request that the Government provide a standardized breakdown of the positions with associated hours that would allow all offerors the opportunity to price these CLINs on a level playing field. Absent this information, only the incumbent would have any knowledge of the types of positions that would typically work as well as the number of hours associated to each.

Government Response: PWS Section C-1.5.3.3 defines after hours support as hours "... other than normal FRC East operating hours. After hours include Third Shift, Saturdays, Sundays, and Holidays. For informational purposes, After Hours Work represents roughly 8% of the total effort." The vast majority of after hours support is for

Saturdays, followed by support on Sundays. Third shift support is very rare, only occurring 1 or 2 times per year, if at all. A standardized breakdown of after-hours support is not possible as the exact labor mix is variable (i.e., generally on weekends that include a Federal Holiday on a Friday or Monday, weekend support may be reduced or not be required at all). This variability was the main reason for breaking out after hours support as a separate CLIN with a fixed priced per day worked. As with prior Q&A # 16, staffing data was gathered from the original A-76 study, and updated as the Government's requirement changed over time. Although the contract itself does not require a specific number of personnel on for after hours support (predominantly consisting of weekend support), either in total or in specific service areas, the general staffing model for weekend support is that it is a reduced mix of support similar in composition to the overall level of support.

2. Please clarify as to why vendors are pricing 435 days per year for this After Hours Work?

Government Response: On average, the government requires 420 days per year for After Hours Work. This was increased to 435 in order to ensure full support and cover any variance. Typical staffing structure varies, with

Saturdays usually being a mix of 4 to 7 personnel and Sundays being a mix of 2 to 4. Using the average number of

4 man days per day, multiplied by 104 total weekend days, equals 416.
