M00146-16-T-9011 Additional Question

GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS 11/4/2016

1. The solicitation states "The Contractor shall be ISO 9001 or AS9100 certified and must have obtained certification from an accredited Registrar approved by the International Accreditation Forum (IAF) or the ANSI-

ASQ National Accreditation Board". In the Government’s response to Questions, the Government stated “The

Contractor shall be ISO 9001 or AS9100 certified and must have obtained certification from an accredited Registrar approved by the International Accreditation Forum (IAF) or the ANSI-ASQ National Accreditation Board.” Are vendors required to have either ISO 9001 or AS9100, or both?

Government Response: The PWS is correct as written. Vendors are required to have either ISO 9001 or AS9100, not both. The previously answered question provided amplifying information that was meant to provide background as to the reason why the certifications are required, and was not meant to indicate that both were required.

2. It says in 1.5.3.3 half a day must be at least 4 hours, what if the Govt requires someone to stay over 2 hours?

Also where would six hours fall since a full day must be 8 hours?

Government Response: The purpose of limiting billing to 4 hour increments (equating to half and full days) is to avoid decimal / rounding problems within the government's accounting systems. The contractor can adjust the timing of its invoicing against CLINs 0009 and 1009 such that the billing is in full or half day increments.
