2. Small Business Set-Aside: This requirement is 100% set-aside for small business concerns. The NAICS assigned to this requirement is 335999 with a corresponding size standard of 500 employees. Therefore, quotations from large business concerns will be excluded from evaluation.
3. Quotation due date/time: Quotations submitted in response to this requirement must be received at the location specified in paragraph 1) of Addendum to FAR 52.212-1 (See Section L) no later than 3:00 PM (EST) on 13 July 2015.

6. Content of Vendor’s Quote: At a minimum, the vendor’s quote must include all of the information requested in paragraph 3) of the Addendum to FAR 52.212-1 located in Section L. The information must be presented in the same order as listed in the instructions.
7. Evaluation of Quotes: Quotes received in response to this requirement will be evaluated in accordance with the information provided in Section M- Evaluation Factors for Award.
8. Site Visit: A Site Visit relating to the above requirement is scheduled to be conducted on 28 May 2015 at 10:00 AM at the Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC. See paragraph 4) of the Addendum to FAR 52.212-1 located in Section L.

PURCHASE DESCRIPTION/SPECIFICATION FOR A REPLACEMENT DC DRIVE
FOR THE HELICOPTER BLADE TEST FACILITY
FLEET READINESS CENTER EAST
1.0 SCOPE: This specification defines the Government’s requirements for the design, manufacture, delivery, and installation of a new 4000 horsepower direct current drive system (hereafter referred to as DC drive) that will replace the existing Reliance Electric Co. 12-pulse solid state drive system located at the Helicopter Blade Test Facility, Fleet Readiness Center East, Cherry Point, NC. This will be a turnkey project that will include removal or reuse of the existing switchgear, transformer, and drive system; site preparation, installation of new switchgear (if removed), transformer, and drive system, drive commissioning; and acceptance testing.
1.1 Background: The Helicopter Blade Test Facility (hereafter referred to as Whirl Tower) at Fleet Readiness Center East (FRCE) is used to dynamically balance and trim helicopter blades that are overhauled at the depot. Blades are tested by attaching them to a three-hub rotor head and rotating them at a specified rpm, varying their pitch angle, and measuring their resultant flight characteristics. The most commonly tested blade is rotated at 185 rpm with an overspeed test at 115% (213 rpm). Other types of blades currently tested are rotated at 198 and 255 rpm (overspeed tests at 228 and 293 rpm). All blades currently being tested are rotated counterclockwise but the whirl tower is capable of rotating both directions. Manual operator controls (rotation direction switch, motor Start/Stop switches, speed control potentiometer, and E-STOP switch) are located on the operator’s console. The existing Reliance Electric Co. drive system was installed in 1997 and was originally configured to control a 1500 hp DC motor. In 2001 the 1500 hp motor was replaced with a new 2350 hp TECO-Westinghouse DC motor and the Reliance drive was re-configured to control the new motor. The existing system includes a Disk Operating System (DOS) computer with AutoMax and SIGMA software applications for drive configuration and user interface. Although parts and support are still available, based on the age of the drive system and increasing frequency of maintenance issues, FRCE has decided to replace the drive system. In preparation for future whirl tower workload with increased load requirements, FRCE has decided to upgrade the drive system to be capable of controlling a DC motor with an expected sustained load of 4000 hp and a peak load of 6000 hp. During installation the new drive will be configured to control the existing 2350 hp DC motor. The motor will be replaced as a separate project in the future. The Contractor’s design shall include replacing the existing power feeders and reusing the existing motor leads. The Drive and motor data is shown in the table below:

2.3 Order of Precedence: In the event of conflict between the text of this specification and the references cited herein, the text of this specification shall take precedence. Nothing in this specification, however, shall supersede applicable laws and regulations unless exemption has been obtained.
3.0 REQUIREMENTS
3.1 General Information.
3.1.1 Power feeders. The existing 2/0 power feeders entering Building 1792 underground that supply 12470 VAC to the switchgear shall be reused. The feeder cable from Station C to manhole 87D shall be upgraded to 3#4/0 cu, 15KV, MV105, 133% EPR insulation, copper tape shielded cable and 1#2/0 600V cu Gnd. This feeder distance is approximately 500 feet. The 15KV connections at C station and the drive shall be 15KV terminators, taped 15KV Tee splices shall be used in MH 87D. The UG feeder conduit size is 4 inch.
3.1.2 Motor Cabling. The existing armature and field cables exiting Building 1792 underground to the motor shall be reused. The armature circuit has six, 750 kcmil, RHH, 90°C cables per pole (12 cables total). The field circuit has one, #4 AWG, THHN, 90°C cable per pole (2 cables total).
3.1.3 Motor. The existing TECO Westinghouse 600 VDC 2350 hp motor shall be reused until it is eventually replaced with a 4000 hp DC motor as part of a separate project in the future. The motor rotation of the 2350 motor is reversible and the 4000 hp motor that will eventually replace it will also be reversible.
3.1.4 Current Production Material. The 4000 hp DC drive system shall be new and use the latest state of the art design. It shall be a current production design using proven design concepts and equipment that have performed satisfactorily under actual operating conditions by Government or private industry. Products and materials such as prototypes, pre-production models or experimental units are not permissible. Modifications of existing (standard) designs are permissible as far as accessories or other minor features are concerned, provided the system, as modified meets all performance requirements.
3.1.5 Contractor Responsibilities. The Contractor shall be responsible for removal of the existing equipment and ensuring that all necessary site preparation, installation, set-up, initial calibration (if required), acceptance testing, and personnel training are completed so that the DC drive system can be used by FRCE personnel to perform all whirl tower operations upon completion of acceptance testing. The Contractor shall also clean up and dispose of any and all waste generated during the removal of the existing whirl tower DC drive system and installation of the new DC drive system at the FRCE.
3.2 Crane Requirements. All crane operations, if required, must comply with FRCEASTINST 11450.1E.. The Contractor shall provide the Facilities Engineering Acquisition Division (FEAD) Crane Inspector, (252) 466-4738, at least ten (10) calendar days advance notice of Contractor owned crane operations to prevent inspection delays. The crane may travel to the work site and be set up, but no lifting shall occur until the crane has been inspected by the FEAD Crane Inspector or the FRCE weight handling equipment (WHE) Certifying Official (Juan PadroOctaviani, juan.padrooctaviani@navy.mil or (252) 464-7661). The Contractor shall submit a completed FRCE 11262/1A (Certificate of Compliance) to the FEAD crane inspector for approval. Once approved, the Certificate of Compliance shall be posted in the crane cab or with the FRCEASTINST 11450.1E Section 14 rigging gear being used. The FEAD Crane Inspector or the FRCE WHE Certifying Official, upon successful inspection of the Contractor's crane, shall complete the FRCE 11262/1, (Contractor Crane or Rigging Operation Checklist). Lifts may proceed once this checklist is completed, provided that no deficiencies are noted. A copy of this form will be provided to the FRCE WHE Certifying Official, the FEAD Crane Inspector as well as the Contractor. The crane operator shall provide accident reports and critical lift plans to the project manager as required in accordance with FRCEASTINST 11450.1E.
3.3 Performance Characteristics.
3.3.1 Direct Current Drive Rating Requirements.
3.3.1.1 Continuous Horsepower. The continuous horsepower rating shall be 4000.
3.3.1.2 Overload Capability. The one-minute horsepower rating shall be at least 150% of the continuous horsepower rating.
3.3.1.3 Speed. The base speed rating of the 2350 hp motor is 150 revolutions per minute. The top (field weakened) speed rating of the 2350 hp motor is 380 revolutions per minute. The 4000 hp motor that will eventually replace it is expected to have the same speed ratings.
3.3.1.4 Motor Rotation. Motor rotation shall be reversible.
3.3.1.5 Armature Voltage. Motor armature voltage rating of the motor shall be 600 VDC.
3.3.1.6 Environmental Conditions. The equipment room in Building 1792 is not temperature or humidity controlled. If the Contractor’s design requires controlled environmental conditions, the Contractor shall include the necessary equipment as part of their design.
3.3.2 Control Interlocks. The Contractor shall include all existing control interlocks, sensors, operator controls and indicators. Existing control interlock and sensor wiring may be inspected by the Contractor and reused if determined to be in good condition and suitable for the Contractor’s design. The Contractor shall design and install any and all additional wiring, circuitry or any other components required to interface and interlock the new drive to the existing whirl tower system.
3.3.3 Switchgear. The Contractor’s design shall can reuse or include a new, appropriately rated switchgear designed to accommodate the installation of a transformer and DC drive that will eventually be used to control a 4000 hp DC motor. If the switch is reused, the fuses shall be changed to match the rating of the new drive transformer.
3.3.4 Transformer. The Contractor’s design shall include a new, appropriately rated transformer capable of supplying the power needed for the new DC drive that will eventually be used to control a 4000 hp DC motor.
3.3.5 Interface Computer. The Contractor shall install a new interface computer for the drive with appropriate drive configuration and monitoring software. The computer shall be manufactured by a nationally recognized computer manufacturer. The computer shall include, as a minimum, the following features:
a) Central Processing Unit (CPU). CPU shall be the latest technology Intel available at the time of Contractor's quote.
b) Memory. Computer shall have sufficient memory capacity to perform all processing functions without degradation of performance but not less than two gigabytes.
c) Hard Disk Drives. The primary hard disk drive shall have a minimum of 250 Gigabytes with a formatted capacity of 200 or better. After initial installation of the operating system and all Contractor delivered software, the hard disk drive shall have a minimum of 65 percent capacity remaining.
d) Spare hard drive. Spare hard drive shall have 50 % unused capacity remaining after installation of all software. The drive shall be loaded with the complete accepted version of operating system and application software so that in the event of main hard drive failure the spare hard drive can be quickly installed to maintain test cell capability.
e) DVD-RW drive. DVD-RW shall have read and write capability and shall be able to backup and restore software and stored images.
f) Operating System. The operating system shall be the latest version of Microsoft Windows 7 available at time of manufacture.
g) Software. The computer shall be loaded with all software necessary to configure and monitor the DC drive. All software shall be licensed to FRCE.
3.3.6 Reliability: The expected usage of the whirl tower DC drive is approximately 2000 hours per year (8 hours per day, 5 days per week). The whirl tower DC drive and its mechanical, electrical, computer components, and instrumentation shall be designed for minimum mean time between failures of at least 1000 hours and shall be designed for a minimum useful life of ten (10) years.
3.3.7 Maintenance: Maintenance of the whirl tower DC drive shall be consistent with present maintenance philosophy and procedures and shall not require development of additional maintenance systems or reporting procedures. The Maintenance Manuals described in Paragraph 3.10.6 shall contain diagnostic procedures for isolating and correcting faults, and replacing parts. The Technical Manuals shall contain clearly outlined preventive maintenance tasks with specified periods/cycles for performance of tasks. The Contractor shall ensure capability for maintenance support for at least the minimum expected useful life of the DC drive.
3.4 Removal of Existing Equipment.
3.4.1 Non-Destructive Removal. The Contractor shall non-destructively remove all of the whirl tower drive system electrical equipment currently installed in Building 1792, to include the switchgear (if not reused), transformer, and drive system. Interconnecting cables may be destructively removed at the Contractor’s discretion. Equipment shall be retained and weather protected at the work site until successful completion of final acceptance testing of the new DC drive system. The 2/0 power feeder cables entering Building 1792 underground from the sectionalizing station and the motor leads exiting Building 1792 underground to the motor shall disconnected in such a way that will allow them to be reconnected to the new equipment during installation.
3.4.1.1 Switchgear. If not reused, the Contractor shall non-destructively remove the existing Federal Pacific Company metal enclosed switchgear. Rough dimensions: 7 ft (h) x 2 ½ ft (w) x 2 ½ ft (d). Approximate weight: unknown.
3.4.1.2 Transformer. The Contractor shall non-destructively remove the existing Federal Pacific Transformer Company dry-type 2000 kVA transformer (primary 12470V, secondary 575V). Rough dimensions: 8 ft (h) x 8 ft (w) x 2 ½ ft (d). Approximate weight: 13,000 lbs.
3.4.1.3 Drive. The Contractor shall non-destructively remove the all of the existing Reliance drive components. The existing Reliance drive system includes two individual 1000 hp drives (0-Degree and 30-Degree), and two iron core reactors. Rough dimensions of the two main drive enclosures (combined): 7ft (h) x 25ft (w) x 2ft (d). Approximate weight (combined): 6350 lbs.
3.4.1.4 Reactors. The Contractor shall non-destructively remove the two (2) existing Control Transformer 250 micro-henry iron core reactors. Rough dimensions of the two reactors (combined): 4 ft (h) x 4 ft (w) x 2 ft (d). Approximate weight: unknown.
3.4.1.5 Cabling. The Contractor shall remove all of the interconnecting cables. Interconnecting cables shall not be reused. Interconnecting cables may be destructively removed at the Contractor’s discretion.
3.4.1.6 Wire Trays. At the Contractors discretion, the existing wire trays can be inspected and reused if determined to be sufficient to support the load required by their design. However, the Contractor assumes full responsibility for ensuring that the wire trays are capable of supporting the load required by their design.
3.4.2 Disposal. The Contractor shall be responsible for proper disposal of all equipment and material removed from the whirl tower offsite in accordance with local, state, and federal regulations upon successful completion of acceptance testing.
3.5 Site Preparation. The Contractor shall develop a Site Preparation and Installation Plan in accordance with Paragraph 3.10.3.
3.6 Installation. The Contractor shall perform installation in accordance with the Site Preparation and Installation Plan described in Paragraph 3.10.3. The Contractor shall install the new power feeders, new switchgear (or upgraded fuses), transformer, drive, cables, interface computer, and other necessary drive system components. Unless otherwise specified herein, or where the Government gives special approval, all resources (e.g., labor, material, tooling, and equipment) required and/or used during manufacture and installation shall be provided by the Contractor.
3.7 Drive Commissioning. The Contractor shall be responsible for configuring the new drive to control the existing TECO-Westinghouse 2350 hp DC motor.
3.8 Acceptance Testing. The Contractor shall prepare an acceptance test plan in accordance with Paragraph 3.10.12. The requirement of this specification is to develop a drive design suitable for controlling a 4000 hp DC motor but there will only be a 2350 hp DC motor at the time of drive acceptance testing. The Contractor shall test the drive to the fullest extent possible in order to ensure that their drive design will meet the expected future requirements. The Contractor shall identify performance characteristics that are unable to be verified and present documentation to support drive capability to meet the full specified performance.
3.9 Design and Construction.
3.9.1 Materials: Materials shall be as specified herein. Direct contact between dissimilar metals, especially brass, copper, or steel in contact with aluminum or magnesium, shall be avoided. When dissimilar materials are used a barrier shall be required.
3.9.1.1 Castings and Forging: All castings shall be new, free from blowholes, porosity, hard spots, shrinkage defects, cracks, and other defects. Forging shall be free from scale, inclusions, cold shuts, mismatching, and other defects. Strength and other essential properties of the castings, forging shall be adequate to meet the performance requirements specified herein.
3.9.1.2 Fastening Devices: All screws, pins, bolts, and other fasteners shall be installed in such a manner to prevent change of tightness. Fastening devices subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed.
3.9.1.3 Measurement systems: The U.S. Customary System of Units (US) or the International System of Units (SI) shall be used in the design and construction of the DC drive. In this specification, all measurements, dimensions, sizes and capacities are given in the U.S. System.
3.9.2 Electromagnetic Radiation: Conducted and radiated electromagnetic interference shall be suppressed so normal operation of the machine and other adjacent electrical equipment shall not be affected. Non-magnetic materials shall be employed where necessary to assure no interference with facility or equipment operations.
3.9.3 Nameplates and Product Markings: All words on instruction, indicating and name plates shall be in the English language. Characters shall be permanently applied, in boldface, on a contrasting background. The plates shall be made of corrosion resistant metal.
3.9.3.1 Nameplate: A corrosion resistant metal nameplate shall be securely attached to the DC drive. If the DC drive is a special model, the model designation shall include the model of the basic standard DC drive and a suffix identified in the manufacturer’s permanent records. The captions may be shortened or abbreviated, provided that the entry for each caption is clear as to its identity.
3.9.3.2 Identification Marking of Military Property: The DC drive shall be identified as per DFAR 252.211-7003, MIL-STD-130, and all applicable documents within the standard, with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text.
3.9.4 Safety: Covers, guards, and other safety devices shall be provided for all components of the DC drive that present potential safety hazards. The safety devices shall not interfere with operation of the DC drive. The safety devices shall prevent unintentional contact with the guarded component and shall be removable to facilitate inspection, maintenance and repair. The Contractor shall follow all applicable safety and health guidelines described in US Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1).
3.9.4.1 Fail-Safe Operation: All energy sources shall be designed for fail-safe operation and shall be appropriately guarded, insulated, isolated, shielded, or grounded for safe operation.
3.9.4.2 Human Engineering: All operating controls shall be located convenient to the operator at their normal workstation. The DC drive shall be designed and manufactured to minimize the possibility of human error and injury (i.e. back injury) and to ensure human/machine compatibility.
3.9.4.3 Lockout/Tagout: A single point disconnect for lockout/tagout shall be provided for the DC drive. This lockout/tagout point shall isolate all energy sources in the machine. Any residual energy shall be able to be bled off. The Contractor shall provide a written Lockout/Tagout procedure as described in Paragraph 3.10.8.
3.9.4.4 Noise Restriction: The DC drive will be located in the equipment room inside Building 1792. Only authorized Maintenance Personnel should be inside the equipment room while the drive is running. If the Noise transmitted from the DC drive produces sound levels greater than 84 dB(A) or 140 dB peak sound pressure level the equipment shall be marked in accordance with OPNAVINST 5100.23G.
3.9.4.5 Asbestos Restriction: Asbestos and materials containing asbestos shall not be used on or in the DC drive.
3.9.4.6 PCB Restriction: Equipment or materials containing polychlorinated biphenyl (PCB) shall not be used in the DC drive.
3.9.4.7 ODS Restriction: Equipment or material containing Class 1 Ozone Depleting Substances (ODS) shall not be used except when approved by the Navy Senior Acquisition Executive, Assistant Secretary of the Navy For Research, Development, and Acquisition.
3.10 Documentation and Deliverables. Documentation and deliverables shall be provided by the Contractor as part of the installation. All updated drawings, or new drawings, shall be in the format of STEP/IGES for 3 dimensional and DWG and DXF for 2 dimensional drawings. The Contractor shall be responsible for generating new documents associated with the drive upgrade, or to create an update to existing documentation that complies with the requirements of this section. All documentation created as a part of this contract shall have Government specific purpose rights. All text documents shall be in an editable MS Word format and an editable Portable Document Format (.pdf). Drawings shall be delivered in (.dwg and .dxf) format as well as in Portable Document Format (.pdf). All documentation shall be delivered with three (3) hard copies and one (1) copy on CD/ DVD.
3.10.1 Data Rights.
3.10.1.1 Specific purpose rights shall be provided to the Government for technical data, software, and drawings. The Government requires rights to the technical data, software, and drawings that allow it to maintain and upgrade the items throughout the planned lifecycle. In addition, the Government’s license to the technical data rights, license, and drawings will allow future competitive procurement of replacements and upgrades. When an upgrade or re-procurement is contemplated, the Government will have the right to provide drawings, software code and technical data to vendors who have signed a non-disclosure agreement allowing use of the data, code, and drawings only to create a competitive procurement package. The technical data, software, and drawings will not be used to award a sole source contract to a competitor. These data rights shall pertain to all documentation and drawings pertaining to the system to be acquired through this procurement.
3.10.1.2 No data, materials, information or other items (hereinafter singularly or collectively "Items") created or provided expressly for this purchase description/specification shall be used by the Contractor for any purpose other than those that are in support of, or for performance under, this purchase description/specification without the prior written permission of the Contracting Officer. The Contractor is obligated to protect from unauthorized use or disclosure all Government confidential or classified material and/or Government-owned proprietary, and/or Personally Identifiable Information or Personal Privacy, Items obtained in the course of performance under the Government contract, as long as such Items remain proprietary, confidential, sensitive or classified. Any information obtained in the course of duties, or the performance of services, under this contract including, but not limited to, information that may be made available for use that relates to the technical data, trade secrets, processes, operations, style of work, or apparatus, or to the technical data, statistical data, amount or source of any income, profits, losses, or expenditures of any person, firm, partnership, corporation, or association is included in this clause (and with Items). Contract personnel shall not publish, divulge, disclose, or make known Items in any manner, or to any extent not authorized by the Contract without first receiving the written permission of the Contracting Officer. When the Contractor's need for such Items ends (including all database or GFI/GFE/GFM items), the Items shall be returned promptly (within 10 business days) to the appropriate Government program personnel. However, the obligation not to discuss, disclose, release, reproduce or otherwise provide or make available such Items, or any portion thereof, shall continue, even after completion of this contract/order. Any actual or suspected unauthorized use, disclosure, release, or reproduction of any Items or violation of this agreement, of which the company or any employee is or may become aware, will be reported promptly (within one business day) to the Contractor's program manager, who will inform the Contracting Officer within 5 business days of receiving such report.
3.10.2 Plan of Action and Milestones (POA&M) Report. The Contractor shall provide a POA&M report to identify Contractor performance dates of all major events from contract award to completion of contract requirements. The final report shall be submitted within thirty (30) calendar days from date of contract award. The report shall be reviewed and approved by the Government. The milestones shall be prepared using a recognized project management technique (preferably Microsoft Project). The Government and the Contractor shall review the report on a monthly basis. The Contractor shall notify the Government of any proposed changes to the POA&M. All changes to the POA&M must be reviewed and approved in advance by the Government. The POAM shall detail such items as system design concept, system development, software design concept, software development, engineering, procurement of major hardware, assembly, operational debug, factory acceptance, shipment, installation, and site acceptance test.
3.10.3 Site Preparation and Installation Plan. The Contractor shall provide a clear and concise site preparation and installation plan. The plan shall include a detailed description of all demolition, site preparation, and installation work, a detailed site layout, general equipment specification (i.e. size, weight, etc.), any required structural modification or additions, utility requirements and location, pertinent electrical details, and any other details required for site preparation and layout. As part of the site preparation and installation plan the Contractor shall include facilities preparation instructions. The preliminary draft of the plan shall be delivered to the Government at the Joint Design Review (JDR). The final site preparation plan shall be submitted at least 60 days prior to installation. Contractor format is acceptable upon Government approval. The Contractor shall provide, with the Site Preparation and Installation Plan, detailed information concerning any equipment that applies a load to a facility structure, wall or roof. If use of a crane or rigging is part of the Contractor's Installation Plan, the Contractor shall have the Installation Plan reviewed and certified / stamped by a Professional Engineer (PE). Prior to submission to the Government, if the use of crane or rigging is part of the Installation Plan, the Contractor shall contact the Fleet Readiness Center - East Weight Handling Certifying Official providing the PE certified Installation Plan to the Weight Handling Certifying Official in order to ensure that the plan is accurate, complete, and approved. The Contractor shall submit information for approval to the Government in accordance with the Contractor submitted and Government approved POA&M (Paragraph 3.23.4). 3.10.4 Engineering Documentation. The Contractor shall provide complete drawings of the 4000 hp DC drive system, including a Block Diagram, Physical System layout, Electrical/Electronic Schematics, and Mechanical Drawings. All diagrams shall be cross-referenced to each other, and include component, identity, locations, and I/O channels entry points. The document shall further break down the system diagrams into component schematics, I/O channel signals, power distribution, and wiring connections. Wiring tables shall be provided for all plugs, jacks, and terminal boards with their associated signal designation. The document shall provide a list of all switches, relays, indicators, and controls and how it relates to the above diagrams and their locations. Supplemental manuals or copies shall be provided during training on the materials presented to demonstrate how to use the manual to perform system troubleshooting. The Contractor shall provide one (1) electronic copy of all drawings and three (3) hard copies. The drawings shall provide detailed materials and design specifications used in the manufacture and installation of the drive system. All manufactured components required for testing, shall have a set of complete specifications and must contain all detailed information required to manufacture the components. Within each drawing there shall be the Drawing Number, Part Number, and Bill of Materials (BOM). All views required to manufacture the component, material, current revision of the drawing, and finish requirements (if none required, state “No finish required”). The Contractor shall apply ASME Y14.100-2013 “Engineering Drawing Practices” drawing standards. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf). Engineering Documentation shall be delivered thirty (30) calendar days prior to JDR.
3.10.5 Detail Design Description . The Contractor shall include a Detail Design Description (DDD) as part of the system hardware design documentation. The DDD shall summarize and then describe in detail the design, function, and operation of the system starting from the system, major subsystems, assemblies and components work individually and interface together to accomplish the requirements of the system. The DDD shall include the input requirements for each component or subsystem such as electrical power and operating limits. It shall also list the outputs of each component and subsystem and the conditions and limits of an acceptable output. The DDD shall describe the conditions, descriptions, and requirements for all indicators, switches, controls, relays, and alarms in the System. The DDD description shall identify all components with system-wide designation traceable to the Engineering Documentation. Contractor suggested format is acceptable upon Government approval. The DDD shall be supplied to the Government as part of the data submission for the JDR, at least thirty (30) calendar days prior to the JDR. Final delivery of the DDD shall be approved prior to the start of FAT. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf).
3.10.6 Maintenance Manuals. The Contractor shall provide maintenance manuals. The maintenance manuals shall include information on diagnostic, periodic, and preventive maintenance of the drive system. This shall include pre-operational checks, critical voltage checks for the data acquisition system power supplies, data base checks, and hard drive storage space. Supplemental manuals or copies of this manual shall be provided during training on the materials presented to demonstrate how to use the manual to perform maintenance on the system. The preliminary Manual shall be due at the JDR. The final manual shall be due at FAT. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf).
3.10.7 Provisioning Technical Documentation. The Contractor shall provide Provisioning Technical Documentation for the drive. This document shall show all replaceable parts in the systems, their location, and part number or vendor for part replacement. It shall also list frequently consumed and long lead-time parts that should be maintained for un-interrupted system use. The Contractor shall provide a listing of separately priced critical spare parts (i.e. those parts which would adversely affect the capability to operate the drive). All parts and components shall be identified and referenced back to Engineering Documentation for location and signal flow. The first submission shall be fifteen (15) days prior to the joint design review. The final submission shall be approved by the Government no later than ten (10) calendar days before final acceptance testing. 3.10.8 Energy Control-Lockout/Tagout. A written procedure for locking out all energy sources shall be provided to the Government at time of equipment delivery in accordance with 29 CPR 1910.147. The preliminary Manual shall be due at the JDR. The final manual shall be due at FAT. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf).
3.10.9 Operators Manual (OM). The Contractor shall provide an Operators Manual that describes all aspects of operator-level drive operation, to include all controls and indications required to operate the drive, how to power-up/down the drive, and how to perform typical operator interface functions. Contractor format is acceptable upon review by the Government. The preliminary OM shall be delivered thirty (30) calendar days prior to (JDR). The (OM) must be approved prior to the start of FAT and be in final format. The Government may request minor change to this manual for areas that are discovered during FAT. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf).
3.10.10 Software Application Manual. The Contractor shall provide complete documentation for the software applications required to maintain and operate the drive and drive interface computer. The documentation shall include instructional background information on the software(s), how to use it, troubleshoot it, operate it, and install it as well as installation media (CD). Reference information including command manual, error messages, program calls, quick reference guide, software tools manual, and utilities shall also be provided. This document covers all software, firmware, and configurable items, components, or devices in the system. It shall provide all configurations as delivered, including version, or default values. It shall describe how to verify all software configurable items are as delivered. It shall describe how to configuration parameters, and add/delete test parameters. It shall describe how to modify Alarm parameters. The document shall have a description on how to backup the system totally or backup selectively listed critical files required for system operation. It shall describe how to perform administrative functions, User passwords, configuration control, etc. It shall describe how to add, modify, or delete Input/Output channels. It shall describe how any system or components integrate with the drive configuration/interface programs. It shall describe how the software communicates with other system components, drives, transducers, databases, reports, LAN, serial, parallel, USB, etc. The document shall have a list of all known developed errors messages and alarms and what it took to create them. It shall provide details on all software installed on the computer and its purpose. The documentation shall include system startup, login, operation, shutdown, and error recovery procedures. The document shall describe all limitations of the software or configurable items. The first submission shall be delivered sixty (60) calendar days before final acceptance testing. The final submission must be approved by the Government prior to final acceptance testing. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf).
3.10.11 Version Description Document (VDD).
The Contractor shall record, list, describe all software changes made, software defect or symptoms, and the files changed, starting from the day of installation of the system at FRCE Cherry Point. The version of each software application shall be controlled and clearly identified on the system. Revisions of the software shall be updated for each change in the VDD and on the system. The VDD shall be made available to the Government monthly, starting from the installation of the DC drive. The final delivery will be at the end of Acceptance testing. Contractor format shall be editable MS Word format and an editable Portable Document Format (.pdf).
3.10.12 Final Acceptance Test Plan (FATP). The Contractor shall provide a Final Acceptance Test Plan (FATP) in accordance with the requirements specified in Section 4.2. The Plan shall include the Contractor’s detailed approach for testing and verification of the 4000 hp DC drive system. The FATP shall include the Final Acceptance Test (FAT) that will verify the Contractor’s compliance with each of the Government requirements. The FAT shall at a minimum include an operational test as described in Paragraph 4.2.2.2 and a performance test as described in Paragraph 4.2.2.3. The final plan must be approved by the Government 60 days prior to the start of Final Acceptance Testing. 3.10.13 Warranty: The new whirl tower DC drive system shall come with a manufacturer’s warranty for a period of not less than one (1) year beginning after final acceptance of equipment at FRCE, Cherry Point, NC. Also, where the vendor undertakes to perform or assist in any servicing, installation, demonstration, repair, or replacement, warrants that its performance or assistance shall be free from defect in material or workmanship. The warranty shall cover all parts and labor for the specified period of not less than one (1) year.
3.11 Personnel Training
3.11.1 . The Contractor shall provide the services of a competent instructor to provide full operator, maintenance, and engineering level instruction to Government personnel in the configuration, adjustment, operation, maintenance, and pertinent safety requirements for components and systems installed as part of the DC drive. Instructor(s) shall speak English, shall be thoroughly familiar with all aspects of the DC drive, and shall be qualified to give instruction in operation, maintenance, and engineering level functions. Training shall include, at a minimum, technical manual and schematic familiarization, power-up/power-down procedures, drive configuration, diagnostics and troubleshooting, human/machine interface operation, and scheduled/preventive maintenance procedures. All training materials, manuals, tapes, data, etc. shall be furnished by the Contractor and shall become the property of the Government.
3.11.2 Proposed training requirements shall be for expected class size dependent on FRCE needs, personnel availability, and technical complexity:
a. Four (4) whirl tower operators.
b. Four (4) maintenance technicians.
c. Four (4) equipment engineers/engineering technicians,
d. Four (4) calibration technicians (if required).
3.12 Government Responsibilities: The Government will provide the following utilities: 12,470vac at the existing switchgear inside Building 1792.
3.13 Post Award Conference: A Post Award Conference shall take place at FRCE within thirty (30) calendar days after contract award. The purpose of the conference is to ensure the Contractor fully understands the Government requirements. Discussion shall include but is not limited to specification requirements, Contract Data Requirements Lists (CDRLs), schedules, administrative procedures, space needs for equipment storage, access to the facility, points of contact and a training schedule. In addition to these guidelines, the Contractor shall present and submit a Plan of Action and Milestones (POA&M) including appropriate milestone and deliverables data.
3.14 Joint Design Review. A Joint Design Review (JDR) shall be conducted at the Government facility at the time specified in the Government approved POA&M. At the JDR the contractor shall present their design at an 80 percent completion level. This design review shall occur prior to system procurement. The contractor shall have, at this review, a final version of the site preparation and equipment installation plan, engineering documentation, environmental impact and concerns, and all engineering management reports with program milestones.
4.0 VERIFICATION
4.1 Responsibility for Inspection: Unless otherwise specified in the contract or purchase order, the Contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The Government reserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements.
4.1.1 Responsibility for Compliance: All items shall meet all requirements of Section 3 of this specification. The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract.
4.2 Acceptance Test
4.2.1 Preliminary Acceptance: Pre-shipment testing shall be performed by the Contractor in accordance with their standard procedures. The Contractor shall give the Government thirty (30) days notice that the DC drive is ready for pre-shipment testing to begin. FRCE reserves the right to witness pre-shipment testing if deemed necessary. All testing documentation shall be turned over to the Government.
4.2.2 Final Acceptance Tests: The DC drive shall be tested at FRCE, Cherry Point, NC after completion of installation and calibration (if required) by FRCE personnel using the METCAL approved calibration procedure. The Contractor shall provide a qualified factory representative during final acceptance testing of the DC drive. Final acceptance shall be complete when the DC drive performs in accordance with all requirements described in section 3.0 of this specification. FRCE technical representatives will witness all inspection and performance testing performed at FRCE. The Government’s technical representative shall sign off final acceptance. All testing documentation shall be turned over to the Government.
4.2.2.1 Examination of Product: The DC drive and all of its components shall be visually examined to determine compliance with each paragraph of this specification. Additionally, all pieces of equipment shall be of good quality and not physically damaged during or subsequent to their manufacture/assembly. Nonconformance of any component shall be cause for rejection of this part.
4.2.2.2 Operational Test: Operation of the DC drive shall be demonstrated to show conformance with section 3.0 of this specification. Proper operation of all drive and motor functions shall be demonstrated to include controlling motor speed (unloaded) throughout the range described in Paragraph 3.3.1.3 in both clockwise and counterclockwise directions. All control interlocks, sensors, and E-STOP functions shall be verified.
4.2.2.3 Performance Test: The DC drive shall be functionally tested to verify that it performs in accordance with section 3.0. Performance testing shall include installation of blades selected by the Government and successful completion of at least one dynamic blade balancing test. Acceptance testing shall be conducted during normal working hours (Monday thru Friday, 6:30 am to 3:00 pm) and shall be completed within five (5) business days.
5.0 NOTES
5.1 Intended Use: The requirements contained in this specification are detailed to clarify what is required. However, equipment offered differing from the specifications shall be considered, provided such differences and/or deviations are clearly indicated to permit a definite determination as to whether or not such differences and/or deviations shall materially affect the use of the equipment for the particular operation for which it is intended. The Contractor shall clearly indicate compliance or exceptions to each paragraph of the solicitation by responding to each paragraph of said section. Mandatory paragraph compliance/exception; if exception, exception shall be described. Failure to comply with this requirement may be cause for rejection. The supplying of standard commercial literature shall not be construed as compliance unless it is complete in all details as to permit a technical evaluation. Descriptive literature shall be written in English and all dimensions, capacities, and ratings given in the U. S. system of measurements. Information submitted other than as herein described shall not be translated or converted by the Government to determine product conformance or acceptability.
5.2 Applied Loads to Facilities: The Contractor shall provide, with the Facilities Preparation Instructions, detailed information concerning any equipment that applies a load to a facility structure, wall, or roof in accordance with Paragraph 3.10.3. The Government will review calculations and drawings.
5.3 Facilities Preparation Instructions: Facilities preparation instructions shall be provided to the Government 90 days prior to preliminary acceptance testing and shall be approved by the Government prior to preliminary acceptance in…
