Requiring Activity Performance Optimization DLA Information Operations, IT Strategy, Policy and Licensing DLA Information Operations Fort Belvoir, VA
Contracting Activity DLA Contracting Service Office - Philadelphia 700 Robbins Avenue Philadelphia, PA 19111
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited sources justification authorizes and approves the procurement of program management support for the DLA Information Operations (J6) IT Benchmarking capability for a period of seven (7) months. The IT Benchmarking capability is part of the Performance Optimization team which provides policy, guidance and oversight functions in support of performance and process improvement objectives established for the J6 organization. The IT Benchmarking capability develops and implements a systematic, robust and standard process to benchmark, assess and improve DLA IT Services.
Under this requirement, the contractor will act as the primary program manager and liaison supporting J6 IT Benchmarking Capability team and as such will provide full program management support to include identifying critical tasks for assessing current IT practice against proven industry frameworks, automating IT Benchmarking-related tools and procedures, and developing IT Benchmarking standard operating procedures, processes, templates, examples, checklists, tools and policies for inclusion in a process knowledge library.
The J6 IT Benchmarking support to DLA Headquarters requirement was awarded to Amyx, as Task Order 0019 against Blanket Purchase Agreement (BPA) SP0103-06-A-0003 on September 1, 2010. This task order expires on February 29, 2012. There are no remaining options available. A seven month performance period is being utilized so as to provide continued support while a competitive acquisition strategy is pursued.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT The Defense Logistics Agency (DLA) Information Operations is currently sustaining and enhancing the J6 IT Benchmarking capability to support J6 IT site locations worldwide. Developed in 2009, J6 IT Benchmarking supports DLA’s stewardship excellence goals.
The J6 IT Benchmarking capability utilizes a structured process approach of collaborating with J6 IT Site locations to assess and improve DLA IT services and support. The J6 IT Benchmarking capability is responsible for evaluating the efficiency, effectiveness and quality of services delivered to DLA users and customers. This IT Benchmarking capability will provide a better understanding of the span of IT operations across the entire J6 enterprise. Upon implementation, the J6 IT Site locations will be able to focus on identifying improvement opportunities, potential risks and IT best practices.
The services required under this acquisition involve providing program management support to the DLA J6 IT Benchmarking team. This support includes the full gamut of program management services from project planning, process improvement facilitation, requirements gathering and conducting assessments of the J6 IT site location against proved industry frameworks. The period of performance for this effort will be a base period of seven months beginning March 1, 2012, with one option period of three months. This will allow sufficient time for the Government to pursue a competitive acquisition strategy for longer term support.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). At this time, Amyx Inc. is the only source capable of responding due to the unique and specialized nature of this acquisition. Due to the level of work and the transition period, evaluating alternate sources is not feasible as DLA Information Operations, IT Strategy, Policy and Licensing (Performance Optimization) cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new contractor becoming familiar with the J6 IT Benchmarking and Process Maturity Model methodology.
As the current J6 IT Benchmarking program management support services vendor, Amyx is intimately familiar with the J6 IT Benchmarking methodology to include knowledge of IT Benchmarking capability and the automated IT Benchmarking related tools containing the critical data collected during the IT Benchmarking events. At the present time, Amyx is supporting several major requirements analyses events to include the following:
· IT Benchmarking standard operating procedures and guidelines.
· J652 IT Process Knowledge Library
· J652 IT Best Practice Repository
Each of the above tasks are in various stages of development; therefore, the introduction of a new vendor not familiar with these programs and initiatives without a sufficient transition timeframe could result in serious harm to the successful completion of J6 IT Benchmarking Process Maturity Model and IT Service Inventory enhancements, reduce the efficiency and flexibility of J6 IT Benchmarking capability enhancements, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Amyx is currently providing J6 IT Benchmarking services which are in various stages of development, transitioning to a new contractor would cause serious disruption to service for DLA Information Operations.
5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer anticipates awarding a firm fixed price task order to Amyx Inc. for IT Benchmarking services through the use of GSA FAR 8.4. GSA has already determined fair and reasonable the prices of supplies, fixed-priced services, and Federal Supply Schedule (FSS) labor rates.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research included reviewing the Central Contractor registration (CCR) and contract history. Amyx Inc. has been providing IT Benchmarking services since 2010. According to the program office, Amyx Inc. has provided satisfactory performance since the inception of the contract. No additional market research was conducted as no other firm can support the required short-term award date of 29 February 2012.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
Continued support of these services is required. Any delay would result in critical mission impairment in providing continued functional requirements and project integration support for J6 IT Benchmarking services. At this time, Amyx Inc. is the only source capable of supporting IT Benchmarking services in this timeframe.
8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.
DLA has the responsibility of providing continued program management support to DLA Information Operations (J6) IT Benchmarking Office. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made. The long-term solution does include a competitive solicitation with adequate lead time. An award is currently under way for overall PM Support via a Blanket Purchase Agreement (BPA). A competitive award is expected to coincide with the conclusion of this action.
9. CONTRACTING OFFICER’S CERTIFICATIONS:
