2. Requisition No: IHS1423060

3. Total Estimate Cost: $6,502,813.61

5. Name of Proposed Vendor and Address:

304 Harry S Truman Parkway Suites F, G

Annapolis, MD 21401

6. Brief Description of Service, Supply or Equipment:

This project will provide an infrastructure upgrade to the national video bridge and call manager that is supported and managed by Great Plains Area OIT. This project will replace outdated hardware, software and licensing and provide expansive tools to help grow and support the delivery of telemedicine for the Indian Health Service and its tribal and urban partners. CARES Act funding was set aside by HQ OIT to procure this project and improve the tools utilized to provide telemedicine and video services across the agency.

7. Statutory Authority: (check appropriate box)

() Sole Source FAR 6.302-1, 10 U.S.C. 2304©(1)

(XX) Unusual and Compelling Urgency FAR 6.302-2, 10 U.S.C. 2304© (2).

8. Fact and Statement Supporting the Use of the exception:

Colossal Contracting, LLC is the majority owner of Synergy group JV who is a prime contractor on the NITAAC contract vehicle. Colossal Contracting and Synergy Group have been working with the Great Plains Area of Indian Health Service for more than 6 years.

They have a deep understanding of our existing network, voice, and video infrastructure and are able to expedite the delivery of this mission critical network, voice, and video upgrade.

Their team of CCIE, CCNP and CCNA level resources have extensive experience working on the Indian Health Service network, voice, and video systems and their knowledge will be essential to the success of this project. Colossal is a Cisco Gold Partner and has performed work in all 12 of the Indian Health Service Areas. The knowledge transfer that would be required in order for another vendor to stand up this solution would be extremely costly to the government. Critical time would be lost and this would have a negative impact on patient care.

The Great Plains Area provides the only encrypted secure way to deliver video conferencing to the entire agency. There are security vulnerabilities that can only be mitigated with new hardware and software. The current hardware and software has reached end of life and end of support. HHS policy states end of life equipment needs to be replaced.
