3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).

The objective of this effort is to obtain nationwide contractor support to provide DSS for the FPS Information Technology Division (ITD) for Information Technology Desktop Support Services at a total estimated cost of $11,168,421.60 to include an 8 month base period and FAR 52.217-8 extension of six months. These contractor support provided services will include the provision of skilled personnel encompassing project management support, service desk support, on-site field technician support, and network engineering support expertise. The purpose of the proposed task order is to provide the Government with continued resources and expertise to support the maintenance and availability of mission-critical information systems and IT capabilities as detailed further below:

• Provide IT Service Desk services support personnel to take customer calls, log calls into the Service Desk database, analyze calls, resolve problems and/or assign problems to a second-tier support group and log the resolution, while providing timely, courteous and competent responses to end users.

• Provide a single point of contact for service requests. The contractor has responsibility from the point of problem identification to solution/resolution. If http://uscode.house.gov/

Total $11,168,421.60

4. Authority and supporting rationale.

This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with FAR 8.405-6(a), Limiting Sources. An award will be made in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule BPA #HSHQDC-14-A-00010 pursuant to FAR 8.405- 6(a)(1)(i)(C). The original award was competitively solicited and awarded using the ordering procedures at FAR 8.405. It is necessary to limit competition for new work described herein as a logical follow-on because these crucial support services are still required and the BPA is no longer available to place calls; as the timeframe for placing orders expired March 7, 2020 and FPS’ current call is set to expire on June 30, 2020.

FPS was unable to extend the BPA call against the prior BPA that expired on March 7, 2020 due to previously unknown funding constraints imposed on FPS by FPS Region HQ due to FPS’ funds-for-service model, FPS is left without a contract vehicle in place for these vital services.

The previous BPA was awarded by DHS OPO IT Acquisitions Center (AC) in support of the Office of Chief Information Officer (OCIO) to provide necessary DSS to assist in meeting the operational needs of DHS and all its components in an effort to strategically source these services in a streamlined manner. The DHS OPO IT AC intends to procure, through a competitive solicitation, new Desktop Support Services and are currently working in the evaluation phase. The estimated award date is September 2020. The instant requirement covers 8-months of service along with evaluation of an additional 6-months of service under FAR 52.217-8. While it is anticipated that the DHS OPO follow-on contract will be awarded in September 2020, it is necessary to issue the instant requirement until February 2021 due to multiple factors. The process to award a call of this magnitude / dollar value requires multiple levels of reviews, to include level above Contracting Officer, Policy and Legal Teams, providing a 60-90 day timeline for award.

Once award is made transition time must also be considered, to include contractors obtaining suitability adjudication which again allows for 60-90 day timeline. These

LSJ No: FY20-00111 - 3 -factors make the need to issue the instant requirement to February, 2021 necessary. In addition, the services are currently being performed on a national level to support FPS ITD, any stoppage in service, or loss of institutional knowledge could critically jeopardize the FPS mission being supported.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The contracting officer has determined that issuing the proposed Task Order to CACI- CMS Information Systems, Inc. for desktop support services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate and the expiring BPA rates. The expiring BPA rates were found to be fair and reasonable at time of the BPA Award by DHS OPO IT Acquisitions Center, which represented rates discounted from the FSS rates.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market research was conducted to see if other vendors, to include several schedule holders could perform similar services; however, any of the vendors available under the FSS IT Schedule 70 for SIN 132-51 would not be able to meet the requirement by executing a continuity of services in the timeframe available should a competitive solicitation, award, and transition, to include suitability adjudication for personnel, be accomplished.

7. Any other facts supporting the limited-sources justification.

There are no additional facts.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

The DHS OPO IT AC intends to procure, through a competitive solicitation, new Desktop Support Services and are currently working in the evaluation phase . The estimated award date is September 2020. Per DHS OPO IT AC, the Request for Proposals (RFP) was released to industry in April 2020 and the proposals are now under multi-phase evaluation. once this acquisition cycle is completed by DHS OPO IT AC, FPS AD will once again be able to place calls on this strategically sourced contract vehicle set in place for all DHS components. The requested action is a logical follow on

LSJ No: FY20-00111 - 4 -as FPS awaits DHS OPO IT AC completion of this procurement, as the level of support and requirements have not changed, the prices expected will be similar or lesser then those identified at the BPA level and market environment for such services has not shown any changes.

9. DHS intends to post this requirement on beta.SAM.gov pursuant to FAR 8.405-6(a)(2)(i).

10. Technical/Requirements Personnel Certification.
