AQD will initially limit the exercise of this extension to only months in order to align as closely as possible to this estimated award date and the time needed for transition. The additional months of the extension will only be exercised if there are unforeseen delays during the solicitation and evaluation process of the re-compete.
4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
As the incumbent, The MASY Group is intimately familiar with the administrative and business operations support required and is uniquely qualified to support DIA/ADI while the follow-on requirement is being competed. The current task order was awarded by AQD, and The MASY Group’s performance has been satisfactory. The MASY Group has the capability and expertise to continue to support this requirement with minimal interruption or schedule impact. Issuing a sole source contract to a different contractor for this six-month period is not in the Government’s best interest as a new contractor would need time to familiarize themselves with the requirement. The MASY Group can avoid the unacceptable delays that bringing in a new contractor would require and is the only vendor with the capability and experience needed to meet the Government requirements for this short duration.
Obtaining competition for this six-month extension is impracticable under the circumstances described herein as it would require considerable lead time to identify sources, receive quotes, conduct a source selection, and process appropriate award paperwork. Selecting any other source would also require a significant transition-in/ramp up period to get a new contractor up to speed on the services provided, including transfer of documentation, and obtaining access to controlled Government systems.
Exercising FAR 52.217-8 for a period of up to six (6) months is most advantageous and in the best interest of the Government in meeting DIA’s mission requirements.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The Contracting Officer (CO) will compare pricing submitted by The MASY Group for this six-month extension against the pricing already established on the existing task order to ensure the extension pricing is fair and reasonable.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market research was conducted to compare The MASY Group’s rates that will be the basis for the extension against prevailing rates on the GSA Schedule to ensure the extension pricing is reasonable.
7. Any other facts supporting the justification.
AQD policy 6900-058 - Option to Extend Services, effective October 1, 2015, states that if FAR 52.217-8 was included in the award, but the price and performance period were not evaluated prior to award, the clause may be executed only after the CO completes an approved Justification and Approval (J&A) for limited competition in accordance with section 7.4 of the policy.
