Project Management, Technical Writing, and Software Development Support Services LSJ No.: FY21-0100 developing and maintaining Data Change Requests (DCR) processes as part of the change management requirements necessary to publish a reference data standard. In addition, they are in the process of identifying the artifacts required for the DCR solution - Data Dictionary(ies), Requirements Specifications, System Flow Diagrams, Data Profiling Reports, Process Flow Diagrams and Documents, Standard Operating Procedures (SOP), Data Security Assessments, and Known Data Quality issues (missing data, gaps in coverage, gaps due to schema change etc.). TMR is still in the process of finalizing these tasks. IDII initially identified over 120 immigration data elements requiring standardization change control maintenance, and/or the production of supporting documentation. To date, the IDII Data Governance Working Group (DGWG) has published approximately 95 standards for those data elements and the incumbent contractor team is essential to developing the workflows necessary for the data standards in Collibra, and in creating the alignments to Catalog, Reference Data, and Policy Manager functions within Collibra. Additionally, the incumbent contractor ensures the Department’s data systems, operational processes, and reporting work is documented through supporting the overarching IDII Data Standards Implementation Plan and IDII Program Management Plan. As additional data standards have been identified by Department and interagency stakeholders, the IDII DGWG continues to update is Program Management plan and has a goal to publish 50 – 80 standards by the end of FY 2021. The incumbent contractor team is essential to maintain this pace of continued development and change control of reference data standards publishing processes. TMR is essential in ensuring these services can continue as they have already initiated the development of data standards that must be completed. The data standards have not been finalized or submitted to DHS. Therefore, only TMR is able to complete the standards they have began developing and submit to the Government once completed. In addition, the vendor is also currently in the midst of migrating DHS from InfoPath to PowerApps. If the contractor is not allowed to complete these efforts there would be a work stoppage that would affect all IT System Owners, agency partners’ privacy, policy, and OIT offices, the SES that oversee the programs with the major IT systems, the DHS, CBP, ICE, and USCIS CIOs, CTOs, CDOs, Detention Ombudsman Office, the Chief of Staff in DHS OIG, and all of the Community of Interest (COI) members. If this work does not continue it impacts the operational systems and reporting environments as the data shared across the Department and interagency will fall out of sync and records will fail if the change management process breaks down and comes out of alignment.
5. The Contracting Officer has determined that the anticipated costs to the Government will be fair and reasonable based on a comparison of the proposed price with historical prices paid and the Independent Government Cost Estimate (IGCE). The IGCE was developed using the labor categories and rates found on the GSA MAS for similar services. Historical information such as invoicing on the current task order was also used in developing the IGCE. In addition, the task order will be issued against the GSA MAS. In accordance with FAR 8.404(d) Pricing, Supplies offered on the schedule are listed at fixed prices. Services offered on the schedule are priced either at hourly rates, or at a fixed price for performance of a specific task (e.g., installation, maintenance, and repair). GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not
