1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division, is the contracting activity.
2. This justification is for the acquisition under the authority of the Electronic Catalog (ECAT) Multiple-Award Schedule Program of brand name products and related accessories that are essential to the US Army’s requirements. The products being acquired are supplied under Belmont Instrument’s ECAT contract, number SPE2D1-15-D-0002, which expires 04/21/2020.
3. The US Army has requirements for the following blood/ fluid warmers supplied by Belmont Instrument Corporation:
Item name: The Belmont Buddy Lite AC Blood/ Fluid Warmer Manufacturer: Belmont Instrument Corporation Part number: 905-00022-MILITARY
• Requisition: W585XG8198Z001 (Ft. Carson, CO)

Quantity: 90 each Unit price: $ 2950.00 Subtotal: $265,500.00
Total Estimated Dollar Value: $575,250.00
4. The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(B): only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The blood/ fluid warmers identified above are the only products available on ECAT that can meet the US Army’s minimum needs.
Belmont Instrument Corporation developed this Belmont Buddy Lite AC Blood/ Fluid Warmer (part number 905-00022-MILITARY) in coordination with military special operation healthcare team. This system helps facilitate rapid transfer of an injured soldier from frontline to treatment facility. Belmont Buddy Lite AC Blood/ Fluid Warmer has been awarded airworthiness release (AWR) certificate from the US Army Research Development and Engineering Command clearing for all theater medical evacuation missions.
The US Army’s minimum requirements for a blood/fluid warmer are as follows:
• The blood/fluid warmer shall be compliant with Food and Drug Administration (FDA) regulations.
• The blood/fluid warmer shall be approved for flight and shall have the Airworthiness Release (AWR) Certificate from the U.S Army’s Research Development and Engineering Command.
• The blood/fluid warmer shall be compact, lightweight, and portable.
• The blood/fluid warmer shall operate with battery power during transport as well as with AC power.
• The blood/fluid warmer shall remain in-line throughout transport.
• The portable blood/fluid warmer shall be able to heat 4.4 liters of fluid to 38 C degree on a single battery charge.
• The blood/fluid warmer shall be self-priming and automatically vents circulatory air/gases
5. DLA Troop Support has determined the prices of supplies under the DLA Troop support ECAT Contract fair and reasonable based on a favorable comparison to commercial invoices. DLA Troop Support will try to obtain further decreases based on quantity discounts. This acquisition represents the best value to the Government consistent with FAR 8.404(d).
6. Market research was conducted in August 2018 by the US Army. Additional market research was also performed in ECAT by the DLA engineer in September 2018. It was determined that Dove Medical Supply (Supplier of Smiths-Medical’s blood/ fluid warmer products) can provide similar blood/ fluid warmer products via DLA ECAT contract. This manufacturer (Smiths-Medical) currently carries two portable blood/ fluid warmer models.
These two models are the Level 1 H-1200 blood/ fluid warmer and the Level 1 HOTLINE 3 Blood/ Fluid Warmer. Only the Level 1 H-1200 blood/ fluid warmer (manufacturer part number: 1200-EN- 115V-US) is currently on Dove Medical Supply‘s ECAT contract. Both of these blood/ fluid warmer models are not AWR certified and cannot operate with battery power during transport.
Therefore, the Smiths-Medical Blood/ Fluid warmer models supplied by Dove Medical Supply do not meet all of the minimum requirements as specified in section 4 of this LSJ. The Belmont Buddy Lite/AC blood/fluid warmer is the only blood/ fluid warmer is currently available in ECAT that can meet all of the Army’s minimum requirements.
7. Any ECAT vendor not currently offering the required product will have the opportunity to add the product. Furthermore, ECAT vendors have the opportunity to add new products that fall within the scope of the ECAT contract at any time, enhancing competition for future acquisitions.
8. DLA Troop Support will attempt to locate other acceptable sources for future routine requirements as they arise; however, any new item would be required to meet the US Army's rigorous requirements.
