About this file

This document is a Limited-Sources Justification for a sole source award to Granite Telecommunications, LLC by the Department of the Interior's Interior Business Center. The contract is for Voice and Telecommunication Services supporting the Bureau of Land Management's (BLM) Division of IT Resource Management (DIRM), necessitated by the cancellation of a previous Enterprise Infrastructure Solutions (EIS) Voice Task Order. The requirement includes 281 voice-analog lines, 90 toll-free numbers, and 100 Plain Old Telephone Service (POTS) line replacements, with services spanning provisioning, installation, configuration, testing, and maintenance of telecommunication phone lines.

The justification emphasizes an urgent operational need to prevent service disruption, particularly for critical dispatch and law enforcement locations. The anticipated period of performance is from 7/31/2025 to 7/30/2026. Market research conducted determined Granite was the only contractor capable of meeting all technical requirements within the necessary timeframe. The Contracting Officer anticipates Granite's pricing will be fair and reasonable, based on historical pricing and current marketplace rates, and the award is intended to be a short-term solution to maintain operational continuity while the Department of the Interior develops a comprehensive, department-wide approach to long-term voice service requirements.

INTERIOR BUSINESS CENTER

Washington, DC 20240

LIMITED-SOURCES JUSTIFICATION

AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

SOLICITATION NO. 140D0425Q0555

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”

Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division II, Branch II in support of the Bureau of Land Management (BLM), Division of IT Resource Management (DIRM).

2. Nature and/or description of the action being approved.

This action is a sole source award to Granite Telecommunications, LLC (Granite) for Voice and Telecommunication Services in Support of BLM, DIRM. This action is required resulting from the recently cancelled Enterprise Infrastructure Solutions (EIS) Voice Task Order No. 1400D0420F0537 for Telephony and Conferencing Services. The cancellation of the previous contract was implemented by the Office of Chief Information Officer (OCIO), as a part of a bigger effort to consolidate and eliminate waste. The non-critical lines were disconnected in June 2025. The remaining critical lines are planned to be disconnected on July 31, 2025. This sole source award addresses the critical lines and voice services still required by BLM, DIRM.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

BLM, DIRM is the Information Technology group responsible for IT services and infrastructure for the offices and employees of BLM. Due to the cancellation and disconnection of orders for the EIS Voice General Service Administration (GSA) contract, BLM needs to acquire alternate and/or replacement services for these voice lines since they provide mission critical voice services. BLM requires services for 281 voice-analog lines, 90 toll-free numbers of services, and 100 Plain Old Telephones Service (POTS) line replacements. The scope of work includes provisioning, installation, configuration, testing, and maintenance of telecommunication phone lines, including

POTS lines, to ensure reliable communication services for BLM facilities and operations. The Independent Government Estimate (IGE) is $ The anticipated Period of Performance is 7/31/2025 – 7/30/2026.

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6 (a)(1)(i)A - An urgent and compelling need exists, and following the procedures would result in unacceptable delays.

The BLM is currently facing a critical service gap following the cancellation and stop work order of the EIS Voice task order. The cancellation was directed by OCIO leadership to save cost and eliminate waste from duplicative efforts. Non-critical lines were disconnected in June 2025, while critical lines are set to be disconnected on July 31, 2025.This action disrupted the agency’s voice communication services, which are essential for supporting mission-critical operations across BLM offices and field units, including dispatch and law enforcement. Granite performed well as a subcontractor on the previous task order. Due to the urgent need, their ability to provide a seamless transition, while avoiding a break in services is in the best interest of the Government.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

The CO anticipates that Granite’s price will be fair and reasonable based on historical pricing of the cancelled EIS task order and current marketplace prices. The Government also received estimates in market research, whereas Granite’s estimate is in line with the current marketplace and historical prices. The CO will reaffirm at the time of award that Granite’s prices are at or below the prices listed on their GSA Contract GS-35F- 208BA. These fixed prices were already determined fair and reasonable by GSA.

Additionally, Granite is able to seamlessly transfer the critical lines and voice services from the previous task order efficiently and accurately. It is in the best interest of the Government, considering cost, schedule and performance to award this requirement to Granite. The CO is confident that Granite will provide a fair and reasonable price for this requirement.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was limited due to the urgency of the requirement. However, the Government examined the previous EIS Voice task order pricing, GSA eBuy, and estimates received in market research. Market research demonstrates Granite is the only contractor capable of meeting the requirement in its entirety within the time required. The BLM Systems Engineer confirmed that when conducting market research, Granite was the only contractor capable of meeting all of the requirement specifications.

See the market research report located in the contract file for details.

7. Any other facts supporting the justification.

As mentioned above, the BLM Systems Engineer stated that during market research, no other contractors outside of Granite could bring ALL of the numbers over with the available solutions. Granite is able to accommodate all of the technical requirements.

This requirement is crucial due to the high risks and potential impacts the agency could face, including significant operational disruptions, data fragmentation, financial challenges, and increased operational costs. DOI plans to send a disconnect order on remaining lines currently used on the EIS order on July 31, 2025. This voice acquisition is meant to address those lines, which are critical for dispatch and law enforcement locations.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.

This short-term acquisition strategy prevents degradation in service and ensures operational continuity. This solution will maintain existing voice services while allowing time for DOI to develop and coordinate a comprehensive, department-wide approach to support long-term voice service requirements. This requirement is an urgent operational need and necessary to bridge the gap until a long-term DOI-wide voice services solution is implemented. This decision is crucial due to the high risks and potential impacts the agency could face, including significant operational disruptions, data fragmentation, financial challenges, and increased operational costs. There are no known barriers for a long-term solution.
