This document provides answers to industry questions regarding Solicitation Number W31P4Q-20-R-0015-AMD03 for the Integrated Battle Command (IBCS) System. The US Army will accept proposals in 11 x 17 page format for enhanced graphics. Full production line of effort contract line item numbers will be cost plus fixed fee. Offerors should propose hours by labor category for product engineering, new capabilities, and logistics efforts. QUESTION: Response to Q52 indicates USG will initiate a task order post award to “address required design changes” in the TDP, that would seemingly nullify proposed MEI unit pricing. Further, Section L indicates FP CLINS will not be subject to cost realism assessments. How will USG ensure industry is held accountable to proposed MEI unit pricing and eliminate potential unrealistically low proposed MEI pricing?
ANSWER: The USG recognizes that design changes that may be required and issued via separate Task Order are subject to cost impact to the unit price in the IDIQ. When a design change is required, the contractor will submit a proposal for that change to include any price adjustment required as a result of the design change. Offerors are encouraged to initially submit their best and most realistic proposal. Even though price realism will not be performed, the cost proposal will still be evaluated. The USG will perform its due diligence in the evaluation to ensure the realism associated with fair and reasonable is addressed.
QUESTION: Response to Q31 indicates, “After contract award, the USG will execute a Task Order against the IDIQ contract, to address additional, required design changes. After award and upon issuance of a follow on Task Order that will address additional required design changes, the contractor will have the ability to address a revised delivery schedule, if required.” How will USG protect against unrealistic proposed schedules in Factor 1?
ANSWER: Offerors are encouraged to submit a realistic schedule which will be evaluated by the USG and determined to be realistic or unrealistic. The USG will perform its due diligence in the evaluation to ensure the realism associated with fair and reasonable is addressed.
QUESTION: In order to broaden the potential supplier base, we recommend including 252.226-7001 Utilization of Indian Organizations, Indian-Owned Economic Enterprises, and Native Hawaiian Small Business Concerns in Section I of the Final RFP.
ANSWER: DFARS clause 252.226-7001, Utilization of Indian Organizations, Indian-Owned Economic Enterprises, and Native Hawaiian Small Business Concerns will be included in the final RFP.
QUESTION: We assume the definition of subcontractor includes BOM Suppliers. Is this correct?
ANSWER: Yes
QUESTION: Section L.2.A Format. The Section L instructions indicate that MS Word (doc) files shall use Page Size Width – 8.5” and Page Size, Height – 11” (8.5 x 11). For capability and evidence artifacts such as facility and production line layouts and processes in Volume III and Volume IV, it would be best presented in 11 x 17 format for legibility. Would the government allow for the inclusion of 11 x 17 page format to accommodate enhanced graphic requirements?
ANSWER: Yes. The USG will accept 11 x 17 page format to accommodate enhanced graphic requirements.
QUESTION: With the FP LOE CLIN changing to CPFF, are the hours provided by the CLINs for Product Engineering, New Capabilities, and Logistics still applicable and if so will the USG provide the number of hours by labor category?
ANSWER: The hours provided in the draft RFP for Product Engineering, New Capabilities, and Logistics are applicable. The USG will provide hours for each CLIN associated with Product Engineering, New Capabilities, and Logistics, but the offeror is responsible for proposing the spread of hours by labor category.
