About this file

This is Addendum No. 1 to the contract documents and technical specifications for the construction of paving facilities in Lonestar Landing Section 4 for Montgomery County Municipal Utility District No. 211 in Montgomery County, Texas (Project No. 610.101.026.01), issued on August 25, 2026. The addendum revises the bid form and removes the original calendar days requirement for project completion. The project encompasses roadway and site excavation, final lot grading, subgrade stabilization with lime and fly ash, installation of 28-foot-wide reinforced concrete pavement, reinforced concrete curbs in two sizes, removal of existing pavement and curbs, tie-ins to existing pavement, traffic control elements including buttons, striping, markings, signs, and barricades, construction staking services, as-built topography surveys, move-in and start-up activities, and installation of USPS mailbox slabs. Key quantities include 1,434 cubic yards of roadway excavation, 27,253 cubic yards of site excavation, 11,954 square yards of subgrade stabilization, 11,343 square yards of concrete pavement, and 1,007 linear feet of six-inch reinforced concrete curb. Bidders must acknowledge receipt of addenda on the bid form and agree that work will be completed within a specified number of calendar days following issuance of the Notice to Proceed, with construction phases subject to a maximum of 45 calendar days and economic disincentives of $1,000 per day for delays.

The bid proposal requires contractors to provide all labor, materials, machinery, superintendence, and items incidental to construction. Bid prices must be written in both figures and longhand, with written words taking precedence in case of discrepancies. The owner reserves the right to award based on any combination of bid items or reject all bids. Fixed-price construction services are specified for construction staking services at $24,100 and as-built topography at $16,600. The total contract price may increase or decrease based on work added or removed during construction, with actual quantities measured according to contract specifications. Bids remain subject to acceptance for 60 days following the bid opening date, and successful bidders must deliver all signed agreement documents and bonds within ten calendar days of the Notice of Award. The contractor must provide performance, payment, and maintenance bonds for 100 percent of the contract amount as part of move-in and start-up activities.
