WASHINGTON HEADQUARTERS SERVICES (WHS)
ACQUISITION DIRECTORATE (AD)
1225 SOUTH CLARK STREET
ARLINGTON, VA 22202
RADIO FREQUENCY SENSOR EXPANSION AND SUPPLIES
PENTAGON FORCE PROTECTION AGENCY (PFPA)
A. Purpose. This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for planning purposes. Please do not send capability statements at this time. All qualified sources may respond to this RFI.
B. Introduction/Background. The Pentagon Force Protection Agency (PFPA) mission is to provide force protection, security, and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and for DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR).
PFPA is exploring capabilities to provide RF (radio frequency) sensor packages that will match in form and design with currently-installed sensors to ensure seamless interoperability with the current system and to be compliant with the building management approval that is in place. Therefore, these must match or exceed specific performance characteristics and physically fit into the existing power and installation infrastructure precisely.
Each sensor package consists of an antenna, a connecting coaxial cable, and a wall-mounted container that houses amplifiers, DC power management, and an optical transmitter.
Accredited testing laboratory data must show compliance with stated requirements in accordance with industry standards. For any off-the-shelf components, the original manufacturer’s accredited laboratory test reports must show compliance with the stated requirements. In addition, a U.S.
Government-verified acceptance test procedure shall be conducted to confirm sensor package interoperability with the current system after contract award.
The Washington Headquarters Services (WHS), Acquisition Directorate (AD) intends to use the North American Industry Classification System (NAICS) code 334290 “Other Communications Equipment Manufacturing.”
C. Objectives: This request for information is seeking responses from industry that can provide/design the equipment as described below.
D. Equipment Specifications:
The contractor shall provide sensor packages, where each must include:
1. Fiber Optic Transmitter
Emcore model 5021T-D 1309-FA fiber optic transmitter to match current infrastructure and ensure interoperability with the current system
2. In-line DC RFI (Direct Current Radio Frequency Interference) Filter
Rated to six amperes (6A) or greater Insertion loss equal to or greater than:
Frequency (MHz)
0.15 0.50 1 5 10 30
Common 10 20 30 40 45 40 Differential 15 45 60 60 50 50
3. In-line RF Amplifiers
Total of 3 (see attached rough drawing of the interior layout of a wall-mounted container in Figure 1)
Nominal range: 0.3 to 14000 MHz Typical gain: 12 dB (minimum 9 dB) Typical noise figure: 5.5 dB or better (maximum 7.5 dB or better) IP3 (third-order intercept point): 20 dBm or better Typical VSWR in: 1.3, out: 1.7 (or better) Powered by 12 VDC operating at or below 62 mA typical
4. Wall-Mounted Container Powered by 12 VDC operating at or below 62 mA typical Matches the existing installed containers’ mounting, installation, and operational footprint (see Figure 1) to allow for interoperability of new and existing containers o Container made of 1/8” aluminum to provide sufficient RF shielding while being light weight o Outside dimensions of 5-sided wall-mounted container Approximately 12” by 14.25” by 1.5” Lid dimensions that fit around this box Exact dimensions and drawings of case penetrations (4) and separate mounting brackets (2) provided upon award o Detachable lid (no hinge because of ceiling clearance restrictions) with tubular 7-pin, pin tumbler lock (keyed alike) o Interior will provide fiber cable management o Interior will be designed provide DC power management and distribution for the
+48 VDC pass-through, in order to supply the multiple voltages needed for the electronics
5. Ceiling-Mounted Antenna Housing
The ceiling-mounted antenna housing for each sensor package will exactly match the existing antenna installations in fit and form to comply with current building management approval (see attached picture in Figure 2) o Fit into a standard 2’ by 2’ drop-ceiling panel insert o Extend no greater than 8” below the ceiling o Constructed of thermoform white plastic o Matches the current inverted, flattened pyramid shape
6. Antenna
Single antenna element with a K-type connector for each sensor package Nominal gain greater than or equal to 5dBi from at least 450MHz to 40GHz Consistent toroidal (or circular about the vertical axis) beam pattern up to at least 6
GHz Connects to the wall-mounted container via a coaxial cable
7. Warranty
The items shall include, at minimum, a one-year warranty Extended warranty (e.g. three or five year) shall be offered as options for purchase as part of the contract
E. Anticipated Delivery. The complete shipment will be required within one year of contract award.
F. In response to this RFI firms must please respond to the following questions:
1. How long would it take to prepare a prototype for government testing that is shown to be in compliance with government-provided specifications via accredited testing laboratory data?
2. What additional information would be needed to successfully submit a proposal?
3. What quality assurance/quality control procedures are in place to ensure finished components are in compliance with government-provided specifications?
4. Please provide experience, including listing any past manufactured products, in designing and/or fabricating radio frequency (RF) components or packages such as those similar to this application.
5. Please provide experience, including listing any past manufactured products, in designing and/or fabricating antenna housings.
