About this file

This is a Living Wage Certification Form issued by the Town of Manchester, Connecticut, for use in connection with the Snow Plowing and De-Icing Services contract for the Downtown District during the 2026/2027 and 2027/2028 winter seasons. Bidders are required to complete and submit this form with their bid or RFP response, indicating their compliance status with the Manchester Living Wage Ordinance (Chapter 212 of the Manchester Code of Ordinances, Sections 212-1 through 212-11). Failure to complete and return the certification form may result in bid rejection. The form requires bidders to certify either that they are a covered employer committed to paying the required living wage to eligible employees and complying with ordinance requirements throughout the contract term, or that they qualify for an exemption.

Bidders may claim exemption from living wage requirements if they employ fewer than twenty-five eligible employees, the annual contract value is less than $25,000, or they are a charitable foundation, charitable trust, nonprofit agency, or nonprofit corporation exempt from federal income taxation under Section 501(c) of the Internal Revenue Code. The officer, owner, or authorized representative of the bidding company must sign and date the certification form, providing their printed name, the company name, the bid or RFP number, and the bid or RFP name. Only one compliance option should be selected, and all applicable exemption boxes must be checked if claiming exempt status.
