GSA has already determined the prices of supplies under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing. In addition, GSA contractor has provided a volume discount from the already negotiated fair and reasonable pricing.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
A search of GSA Advantage! (www.gsaadvantage.gov) returned vendor Vecna Technologies, Inc.

There are other brand kiosks available through GSA Advantage!, however, Vecna Technologies, Inc. is the developer of the VetLink System, and the manufacturer of the VetLink hardware. The VetLink system and hardware is already deployed to all of the VA medical centers and the CBOCs throughout the enterprise.
Vecna Technologies, Inc. is the only manufacturer to the VetLink Kiosks and the Intelligent Queuing Devices. Vecna designs each VetLink device specifically for use with the Vecna’s proprietary VetLink system. Each device operates (out of the box) on proprietary firmware (software) designed to enable VetLink hardware to securely interact with the VetLink server.
The VetLink server runs Vecna’s propriety VetLink application software.
(7) Any Other Facts Supporting the Justification: None
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
VA Medical Center San Diego will continue to look for options to expand their ability to use other forms of kiosks and technology as funding and capabilities allow.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
