U.S. DEPARTMENT OF HOMELAND SECURITY

Federal Emergency Management Agency

Acquisition Management Division

September 20, 2019 Limited Source Justification (LSJ)

This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

1. Agency.

The Federal Emergency Management Agency (FEMA), Office of Response and Recover, Logistics Management Directorate, Private Sector Office.

2. Nature and/or description of the action being approved.

FEMA ORR intends to procure services for disaster economic impact analysis by having direct access to near real-time business data to assist assessment of the emergency support impacts in order to make necessary changes for more efficient and effective emergency management services. The scope of work will provide economic data access of businesses in the localities indentified in order to conduct modeling/analytic services of the “before” state and “after” state of a disaster.

Pursuant to FAR Part 8.405-6(c), the services is acquired on a sole source basis with an Order under the GSA Professional Services Schedule (PSS), Industrial Group 00CORP, Category - Business Information Services (520 16). The Order awarded will be Firm-Fixed Price contract type.

Contractor: DUN Bradstreet Inc, 11710 Plaza America Dr. Ste 900, Reston, VA 20190.

3. Description of Supplies/Services required to meet the agency’s needs.

The FEMA Office of Response and Recovery recognizes that emergency managers require a baseline understanding of pre-disruption conditions and the all-hazards impacts of a disaster to the natural, social, built, and economic environments, both independently and as they relate to one another. Business, industry, and infrastructure functions are essential for successful response and recovery efforts, and resources to support Community Lifeline stabilization is greatly impacted by the type of information that such analysis can present to the Agency primarily through the National Business Emergency Operations Center (NBEOC) and associated stakeholders. Therefore, FEMA requires an annual subscription for an enterprise license to national economic dataset, and analytical support to develop economic analyses for the CONUS/OCONUS marketplace. The end results will be:

(1) establishment of pre-disaster business and economic environment baseline; (2) tools for operational decision-making support; (3) post-disaster assessments; (4) continuous monitoring of the economic landscape; and (5) recovery progress outlook reporting. The analysis performed is using the contractor’s source data of business information by name or Date Universal Number System (DUN) in specific geographic areas.

LSJ # 19-005

During and after Presidentially-declared disaster responses, FEMA may need to procure additional economic data set of affected areas with surge capability and increased analytic support. Because the amount of data and support needed are unknown until a disaster happens, FEMA intends to exercise optional surge to increase capability under the Order.

The overall estimated value for the services is $3,643,468.

Period of Performance Total Contract Year – 12 months $1,994,918 Optional Surge for disasters $1,648,550

Contract Total $3,643,468

4. Authority and supporting rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.

FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. FEMA intends to procure data and economic analysis from a specific source, Dun and Bradstreet, through the Federal Supply Schedule Program under the authority of 41 U.S.C. 152(3), competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

Only one source is capable of providing the immediate access to near real-time business information which is organic data of Dun and Bradstreet. The subscribed data obtained may include but not limited to, sales, employee count, business viability by location (zip code, state, lat/long), industry, and tenure, to report depiction of disruption indicators and industry-specific situational awareness as of specific points in time. The data attained will be compliant with privacy considerations.

5. A description of the market research conducted among schedule holders.

Market research indicates there are various companies that can provide the analytical services under the GSA Schedule Mission Oriented Business Integrated Services (MOBIS) and DHS Strategic Sourcing vehicle – One Acquisition Solution for Integrated Services (OASIS).

However, the companies under these schedules will require third party access/subsciption to the database from Dun and Bradstreet in order to perform analysis, and will not be able to provide FEMA with direct access to the raw, extensive national economic dataset avialable under Dun and Bradstreet. Most companies researched under the schedule that can perform the analytics are large businessess.

National economic data of businesses may also be available from other Government agencies, such as the Internal Revenue Service (IRS) and the U.S. Bureau of Labor Statistics (BLS). However, real-time business and economic data from these agencies is not available.

Moreover, Dun and Bradstreet possesses the D&B Optimizer, a data cleansing and standardization input tool that ingests records (business data), performs multiple algorithms and format adjustments to position the record in the best possible light to query and subsequently match to the detailed Dun and Bradstreet data record and associated DUNS number. Using D&B’s Optimizer platform, this proprietary process ensures that various levels of data quality inputs can be cleaned and matched and return detailed D&B attributes for CONUS businesses. Optimizer referential matching is the process of performing an automated match to the D&B Global Reference File, which contains over 1 billion match data reference points including; legal name, DBA name, former name, executive name, current physical address, former address, current mailing address as well as all required FEMA business attributes.

6. Additional supporting facts for the acquisition.

After conducting market research of the stated requirement, it was determined that there is but one company that has the requisite technical capability to fill this requirement. Dun and Bradstreet is the only provider having immediate access to extensive current business information/sources in their data system which could provide pertinent business information to include DUNs Number, NAICs, revenue, locality, and employee demographics. Obtaining services from Dun and Bradstreet would ensure that users will be able to query and analyze disaster areas’ economic information to accomplish a timely needed disaster related missions.
