LIMITED ASBESTOS AND LEAD-CONTAINING PAINT SURVEY REPORT
This is a diagnostic environmental survey report prepared by Geocon Consultants, Inc. for the California Department of General Services (DGS) regarding the Diagnostic Center of Central California located at 1818 West Ashlan Avenue in Fresno, California. The survey was conducted on March 29-30, 2023, to identify and quantify asbestos-containing materials (ACM) and lead-containing paint (LCP) in designated renovation areas prior to planned construction activities. The project encompassed five structures (Wings A, B, C, E, and G) with a combined square footage of approximately 25,700 square feet. The survey included exterior areas, restrooms in Wings B and C, the boiler room in Wing E, and interior painted door trim in Wing G. The consultant collected 59 bulk asbestos samples representing 22 material types and seven bulk samples of suspect lead-containing paint, with all samples submitted to accredited laboratories for analysis under chain-of-custody protocols. The survey was performed under Standard Agreement No. 18343-A, Task Order No. 26, dated March 14, 2023, with the report completed on June 27, 2023.
The survey results documented findings of asbestos-containing materials in various building components, with laboratory analysis conducted using EPA Test Method 600/R-93/116 (polarized light microscopy) performed by EMSL Analytical, Inc., an NIST-NVLAP accredited laboratory. Lead paint samples were analyzed by Asset Laboratories using EPA Test Method 6010B. The investigation identified regulatory considerations under 40 CFR 61 Subpart M (NESHAP), Title 8 California Code of Regulations Section 1529 (Cal/OSHA asbestos standard), and Title 8 CCR Section 1532.1 (Cal/OSHA lead standard). The report distinguished between friable and nonfriable ACM materials, evaluated paint deterioration conditions, and provided waste characterization guidance for hazardous material management. The scope excluded evaluation of lead-based paint hazards per HUD guidelines and architectural drawings were not available for consultant review.

ABESTOS AND LEAD-CONTAINING PAINT SURVEY REPORT
1.0 INTRODUCTION
Geocon Consultants, Inc. (Geocon) has performed a limited asbestos and lead-containing paint (LCP) survey of designated renovation areas at the Diagnostic Center of Central California (the Site) at 1818 West Ashlan Avenue in Fresno, Fresno County, California, as described herein, for the Department of General Services (DGS) in accordance with Standard Agreement No. 18343-A, Task Order No. 26, dated March 14, 2023.
1.1 Site Description and Location
Designated renovation areas at the Site included in the limited asbestos and LCP survey consisted of the following:
• Wing A – an approximate 7,500-square-foot, single-story, wood-frame structure with asphalt roof (exterior walls, windows and doors);
• Wing B – an approximate 7,500-square-foot, single-story, wood-frame structure with asphalt roof (interior restroom and exterior walls, windows and doors);
• Wing C – an approximate 1,200-square-foot, single-story, wood-frame structure with built-up asphalt roof (Exterior walls and wall cavity);
• Wing E – an approximate 4,000-square-foot, single-story, wood-frame structure with asphalt roof (interior of boiler room and exterior walls); and
• Wing G – an approximate 5,500-square-foot, single-story, wood-frame structure with asphalt roof (interior brown painted wood door trim).
The approximate site location is depicted on the Vicinity Map, Figure 1. The site structures are depicted on the Site Plans (Figures 2 and 3) and shown in the attached photographs.
1.2 Purpose and Objectives
The purpose of our scope of services was to perform a limited survey for the potential presence and quantity of asbestos and LCP at the Site prior to planned renovation activities in designated areas.
The objectives of the limited asbestos and LCP survey were to collect representative samples of building materials at the Site to determine their asbestos and lead content so these materials may be managed and disposed of appropriately and to minimize impacts to the health of construction workers and the public during renovation activities.
The information obtained from this investigation will be used by the DGS for waste profiling, determining California Occupational Safety and Health Administration (Cal/OSHA) applicability, and coordinating hazard materials disturbance activities.
It was not Geocon’s intent during this inspection to conduct an evaluation of lead-based paint hazards in accordance with United States Department of Housing and Urban Development (HUD) guidelines.
Geocon Project No. S2170-07-26 - 2 - June 27, 2023
2.0 REGULATORY BACKGROUND
2.1 Asbestos
The Code of Federal Regulations (CFR), 40 CFR 61, Subpart M, National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Federal Occupational Safety and Health Administration (FED OSHA) classify asbestos-containing material (ACM) as any material or product that contains more than 1% asbestos. Nonfriable ACM is classified by NESHAP as either Category I or Category II material defined as follows:
• Category I – asbestos-containing packings, gaskets, resilient floor coverings, and asphalt roofing products.
• Category II – all remaining types of nonfriable ACM not included in Category I that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
Regulated asbestos-containing material (RACM), a California hazardous waste when friable, is classified as any manufactured material that contains greater than 1% asbestos by dry weight and is:
• Friable; or
• Category I material that has become friable; or
• Category I material that has been subjected to sanding, grinding, cutting or abrading; or
• Category II nonfriable material that has a high probability of becoming crumbled, pulverized, or reduced to a powder during demolition or renovation.
Activities that disturb materials containing any amount of asbestos are subject to certain requirements of the Cal/OSHA asbestos standard in Title 8, California Code of Regulations (CCR) §1529. Typically, removal or disturbance of more than 100 square feet of material containing more than 0.1% asbestos must be performed by a registered asbestos abatement contractor, but associated waste labeling is not required if the material contains 1% or less asbestos. When the asbestos content of a material exceeds 1%, virtually all requirements of the standard become effective.
Materials containing more than 1% asbestos are also subject to NESHAP regulations (40 CFR Part 61, Subpart M). RACM (friable ACM and nonfriable ACM that will become friable during demolition or renovation operations) must be removed from buildings prior to demolition or renovation. Contractors are responsible for segregating and characterizing waste streams prior to disposal.
With respect to potential worker exposure, notification, and registration requirements, Cal/OSHA defines asbestos-containing construction material (ACCM) as construction material that contains more than 0.1% asbestos (Title 8, CCR 341.6).
Geocon Project No. S2170-07-26 - 3 - June 27, 2023
2.2 Lead
Construction activities (including demolition) that disturb materials or paints containing any amount of lead are subject to certain requirements of the Cal/OSHA lead standard in Title 8, CCR, §1532.1. Deteriorated paint is defined by Title 17, CCR, Division 1, Chapter 8, §35022 as a surface coating that is cracking, chalking, flaking, chipping, peeling, non-intact, failed, or otherwise separating from a component.
Demolition of a deteriorated LCP component would require waste characterization and appropriate disposal.
Intact LCP on a component is currently accepted by most landfills and recycling facilities; however, contractors are responsible for segregating and characterizing waste streams prior to disposal.
For a solid waste containing lead, the waste is classified as California hazardous when: 1) the representative total lead content equals or exceeds the respective Total Threshold Limit Concentration (TTLC) of 1,000 milligrams per kilogram (mg/kg); or 2) the representative soluble lead content equals or exceeds the respective Soluble Threshold Limit Concentration (STLC) of 5 milligrams per liter (mg/l) based on the standard Waste Extraction Test (WET). The soluble lead concentration of a waste has the potential to exceed the lead STLC when the waste’s representative total lead concentration is greater than or equal to 10 times the respective STLC value since the WET uses a 1:10 dilution ratio. Hence, when total lead is detected at a concentration greater than or equal to 50 mg/kg, and assuming that 100 percent of the total lead is soluble, soluble lead analysis is warranted.
Lead-containing waste is classified as “Resource, Conservation, and Recovery Act” (RCRA) hazardous, or Federal hazardous, when its soluble lead concentration equals or exceeds the Federal regulatory level of 5 mg/l based on the Toxicity Characteristic Leaching Procedure (TCLP).
The above regulatory criteria are based on chemical concentrations. Wastes may also be classified as hazardous based on other criteria such as ignitability; however, for the purposes of this investigation, toxicity (i.e., lead concentrations) is the primary factor considered for waste classification since waste generated during the construction activities would not likely warrant testing for ignitability or other criteria. Waste that is classified as either California hazardous or RCRA hazardous requires management as a hazardous waste.
Potential hazards exist to workers who remove or cut through LCP coatings during demolition. Dust containing hazardous concentrations of lead may be generated during scraping or cutting materials coated with lead-containing paint. Torching of these materials may produce lead oxide fumes.
Therefore, air monitoring and/or respiratory protection may be required during the demolition of materials coated with LCP. Guidelines regarding regulatory provisions for construction work where workers may be exposed to lead are in the Title 8, CCR, §1532.1.
2.3 Architectural Drawings
Detailed structure architectural plans and copies of prior asbestos and LCP survey reports for the Site were not available for our review.
Geocon Project No. S2170-07-26 - 4 - June 27, 2023
3.0 SCOPE OF SERVICES
Matt Alberti performed the asbestos and LCP survey at the Site on March 29th and March 30th, 2023.
Mr. Alberti is a California-Certified Asbestos Consultant (CAC), Certification Number 17-5996 (expiration August 16, 2023), and California Department of Public Health (CDPH) Certified Lead Paint Inspector/Assessor, Certification Number LRC-6569 (expiration September 28, 2023). Copies of Mr. Alberti’s Cal/OSHA and CDPH certification cards are in Appendix A.
3.1 Asbestos
We grouped suspect ACM into homogeneous areas with representative samples randomly collected from each area. In addition, we evaluated each potential ACM for quantity and friability. We collected 59 bulk asbestos samples representing 22 material types at the Site.
Our procedures for inspection and sampling included:
• Collecting bulk asbestos samples after first wetting friable material with a mist of water. We then cut representative samples from the substrates and transferred them to labeled containers.
Note that when we collected multiple samples, we distributed the sampling locations throughout the homogeneous area (spaces where we observed the materials).
• Relinquishing bulk asbestos samples under chain-of-custody protocol to EMSL Analytical, Inc.
(EMSL), a California-licensed laboratory, for asbestos analysis in accordance with Environmental Protection Agency (EPA) Test Method 600/R-93/116 using polarized light microscopy (PLM) procedures. EMSL is accredited by the National Institute of Standards and Technology National Voluntary Laboratory Accreditation Program (NIST-NVLAP) (NVLAVP No. 101048-3) for bulk asbestos fiber analysis. We requested the laboratory analyses on a 5-day turnaround time.
Sample locations are depicted on Figures 2 and 3. Geocon sample group identification numbers, material descriptions, locations, approximate quantities, friability assessments, and photo references are summarized in Table 1. Materials represented by the samples collected are shown in the attached photographs.
3.2 Lead
We collected five discrete bulk samples of suspect LCP and two composite bulk samples of suspect LCP during our survey. We collected composite bulk samples of suspect LCP from teal paint on exterior wood window and door components. Our sampling procedures included:
• Collecting representative bulk samples of suspect LCP using techniques presented in HUD guidelines. In addition, we evaluated each painted area for evidence of deterioration such as flaking or cracking.
Geocon Project No. S2170-07-26 - 5 - June 27, 2023
• Relinquishing suspect LCP samples under chain-of-custody to Asset Laboratories. (Asset), a California and Nevada-licensed laboratory, for lead analyses in accordance with EPA Test Method 6010B. Asset is accredited by the California State Water Resources Control Board (SWRCB) under the Environmental Laboratory Accreditation Program (ELAP) for lead analysis. We requested the laboratory analyses on 5-day turnaround time.
Sample locations are depicted on Figures 2 and 3. Geocon paint sample identification numbers, descriptions, locations, and photo references are summarized in Table 2. Materials represented by the samples collected are shown in the attached photographs.

5.0 CONCLUSIONS AND RECOMMENDATIONS
5.1 Asbestos
NESHAP and San Joaquin Valley Air Pollution Control District (SJVAPCD) regulations require that the friable asbestos-containing TSI (pipe elbows, fittings and capped pipe lagging at floor) and multicolored boiler debris (inside boiler unit in the Boiler Room of Wing E); and the plaster wall system (Restroom in Wing B) which represents RACM (California hazardous waste) identified during our asbestos survey be removed prior to renovation or demolition activities that would disturb these materials. The removal of these materials must be performed by a licensed asbestos abatement contractor registered with Cal/OSHA.
NESHAP and SJVAPCD regulations do not require that the gaskets, mastics and asphalt roof materials (Category I nonfriable/nonhazardous material) identified during our survey in the Boiler Room (Wing E) be removed prior to demolition/renovation or be treated as a hazardous waste. However, activities causing disturbance of the material (i.e., cutting, abrading, sanding, grinding, etc…) would require compliance with the Cal/OSHA asbestos standard (Title 8, CCR §1529).
NESHAP and SJVAPCD regulations do not require that materials containing 1% or less asbestos (i.e., exterior stucco) identified during our survey be removed prior to disturbance activities associated with renovation or demolition. However, the disturbance of these materials is still covered by the Cal/OSHA asbestos standard (Title 8, CCR §1529). We recommend that a licensed contractor who is registered with Cal/OSHA for asbestos-related work perform disturbance activities associated with renovation or demolition.
We also recommend the notification of contractors (that may be conducting renovation, demolition, or related activities) and building occupants of the presence of asbestos in their work areas (i.e., provide the contractor[s] and building occupants with a copy of this report and a list of asbestos removed by contractor[s] during subsequent activities). Personnel not trained for asbestos work should be instructed not to disturb asbestos.
In accordance with NESHAP, written notification to SJVAPCD is required ten working days prior to commencement of any demolition activity (whether asbestos is present or not). In accordance with Title 8, CCR 341.9, written notification to the nearest Cal/OSHA district office is required at least 24 hours prior to certain asbestos-related work.
5.2 Lead
The representative samples collected of intact and deteriorated paints identified during our survey would not be classified as California or Federal hazardous waste based on lead content.
Geocon Project No. S2170-07-26 - 10 - June 27, 2023
We recommend that all paints at the project site be treated as lead-containing for the purpose of determining the applicability of the Cal/OSHA lead standard during maintenance, renovation, and demolition activities. This recommendation is based on the paint sample results and the fact that lead was a common ingredient of paints manufactured before 1978 and is still an ingredient of some paints.
In accordance with Title 8, CCR, §1532.1(p), written notification to the nearest Cal/OSHA district office is required at least 24 hours prior to certain lead-related work. Compliance and training requirements regarding construction activities where workers may be exposed to lead are presented in Title 8, CCR, §1532.1, subsections (e) and (l), respectively. The removal, transportation, placement, handling, and disposal of LCP must result in no visible dust.
Geocon Project No. S2170-07-26 - 11 - June 27, 2023
6.0 REPORT LIMITATIONS
This report has been prepared exclusively for the DGS. The information contained herein is valid as of the date of the report and will require an update to reflect additional information obtained.
The limited asbestos and LCP survey was conducted in conformance with generally accepted standards of practice for identifying and evaluating asbestos and LCP in structures. The limited survey addressed only the site structures and features identified in Section 1.1. Due to the nature of structure surveys, asbestos and LCP use, and laboratory analytical limitations, some asbestos and deteriorated LCP at the Site may not have been identified. Spaces, such as cavities, crawlspaces, voids, and pipe chases, may have been concealed to our investigator. Previous retrofit/rehabilitation work may have concealed or covered spaces or materials, or may have partially demolished materials and left debris in inaccessible areas. Additionally, retrofit/rehabilitation activities may have partially replaced asbestos with indistinguishable non-asbestos. Asbestos and LCP may exist in areas not accessible or sampled in conjunction with our scope of services.
During demolition operations, suspect materials may be uncovered which are different from those accessible for sampling during this assessment. Personnel in charge of demolition should be alerted to note materials uncovered during such activities that differ substantially from those included in this or previous assessment reports. If additional suspect materials are found, they should be treated as asbestos and lead-containing materials until/unless sampling and analysis indicate otherwise.
This report is not a comprehensive site characterization and should not be construed as such. The findings as presented in this report are predicated on the results of the limited sampling and laboratory testing performed. In addition, the information obtained is not intended to address potential impacts related to sources other than those specified herein. Therefore, the report should be deemed conclusive with respect to only the information obtained. We make no warranty with respect to the content of this report or subsequent reports, correspondence, or consultation. Geocon strove to perform the services summarized herein in accordance with the local standard of care in the geographic region at the time the services were rendered.
The contents of this report reflect the views of the author who is responsible for the facts and accuracy of the data presented herein. This report does not constitute a standard, specification, or regulation.
