About this file

This is a Justification Review Document from the National Guard Bureau dated September 23, 2025, justifying the procurement of a Tronair 15-7609-6000-FJ Cabin Pressure Test Set through other than full and open competition on a sole source basis. The contracting activity is 138FW/W50S8U, with the requiring activity identified as 138 MXG. The procurement is structured as a new firm fixed price contract funded under O&M Air appropriations. The equipment is required to test cockpit seat functionality on the F-16 aircraft in accordance with Air Force Life Cycle Management Center guidance, with the TRONAIR 15-7609-6000-FJ identified as the only approved tester for conducting cabin pressurization tests and must be used in conjunction with Nano purification parts when not utilizing an oil-free hangar air source.

The justification cites 10 U.S.C. 2304(a)(1) or 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1, establishing only one responsible source justification. The contracting office indicates this requirement was not previously procured and acknowledges that while Nano is the manufacturer, other sources exist to procure the equipment. The document indicates the activity is competing this requirement as a brand name limitation with an anticipation of receiving more than one offer. The justification has been reviewed and certified as adequate to support other than full and open competition, with certification dates of August 06, 2026. Per posting requirements under FAR 6.302-1(c)(1)(ii)(C), this justification will be posted with the solicitation.
