REQUIRING ACTIVITY
Recruiting and Retention STEM Project
NATURE OF ACTION
Only One Responsible Source Request
CONTRACT ACTION
New Contract
CONTRACT TYPE
Firm Fixed Price
FUND TYPE

ESTIMATED TOTAL PRICE OF REQUEST (including options, if any) $18,000.00
IF APPLICABLE, ESTIMATED PRICE OF SUPPLIES/SERVICES
$18,000.00
NAME OF SUPPLIES/SERVICES
Requestor Stated: SuperDroid HD2-S
Contracting's Response:
RRB is requesting a refurbished SuperDroid HD2-S. Refurbishment will be back to factory standards and robot will come with the same warranty as a new robot.
DESCRIPTION OF SUPPLIES/SERVICES
Requestor Stated:
Tactical 5Axis Robot (tracked wheels) with open-source communication microcontrollers and systems that will integrate with STEM software.
AUTHORITY CITED
10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements
POSTING REQUIREMENTS
None Required
PROVIDE DETAILS OF PROCUREMENT AUTHORITY (Identify any statute or regulation that supports your request.)
Requestor Stated:
IAW USAREC Regulation 601-2.3-3 (this involves meeting local/organizational policies as established by contracting) As Educator events IAW with cited policy it is necessary that the Commander provide appropriate educational events/objectives IAW Chapter 4-1 (Support the recruting field force by improving recruiter access to high schools and postsecondary institutions, as well as improve upon accessions from these sources), STEM Project will provide specific technical stations that have specific requirements; IAW FAR 6.302-1(i)(A) and (ii)
DESCRIBE HOW THIS ACTION REQUIRES THE USE OF THE AUTHORITY CITED
Requestor Stated:
Duplication of costs in the event that Hardware/Software requirements for the micro-controller and robotic controller requirements are incompatible or require additional 3rd Party hardware, software and/or technical service design support that is not covered in initial costs of procurement. The SuperDroid HD2-S comes with open-source microcontroller which allows for compatibility with STEM software.
Also, Due to highly specific technical requirements to communicate with electronic sub-components substantial technical review is required from potential sources that provides viable, innovative, and easily supported to ensure continued use of robotic hardware after initial developments by SME(s).
DESCRIBE THE EFFORTS TO SOLICIT OFFERS FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE
Requestor Stated:
Significant research on commercially available tactical robots was conducted. SuperDroid dominates the market with commercially available "tactical" robots. Of these they do build "research" type equipment that is geared more for STEM/University related activities.
The research also included systems that are pre-built/assembled due to the technical requirement for building a robot from individual parts, it could have incurred additional costs/time to work with kit based robot of this complexity. Reviewed additional SME articles and journals regarding large scale robotics and available commercial options.
DESCRIBE THE EXTENT OF EFFECTIVE COMPETITION ANTICIPATED FOR THIS ACQUISITION
Requestor Stated: 1
Contracting's Response: SuperDroid Robots Inc; manufactures, refurbishes and sells the SuperDroid Robot. It is the only company.
DESCRIBE ACTIONS TAKEN, OR TO BE TAKEN, TO INCREASE COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION
Requestor Stated:
Due to the complexity of the robot requirements, the ability to find another open-source tactical robot will be highly unlikely as assessed from market research. I can think of no additional actions that can be take before acquisition
DESCRIBE THE EXTENT AND THE RESULTS OF THE MARKET RESEARCH (FAR Part 10) CONDUCTED TO IDENTIFY ALL QUALIFIED SOURCES
Requestor Stated:
1. Research of commercially available tactical (tracked) robots, 2. Article, SME, and Journal reviews of large scale robotics and arduino controlled robot systems, 3. SME review with microcontroller sub-components and sofware requirements to ensure it meets STEM Project objectives and requirements without additional costs. Reviewed robots that came with warranty/support to ensure continued operations of the robot for the RRB STEM Project
