HOUSTON PARKS BOARD PROPOSAL SELECTION CRITERIA

Document 00202

PROPOSAL SELECTION CRITERIA

1.0 Proposal Sections and Basis of Evaluation

Only the three (3) proposals with the lowest total bid price may be scored and considered for award.

A. Section I: Total Proposal Price of Base Bid and Alternate

Items (35 points): Document 00410 – Proposal Form

Proposer will be evaluated on Total Proposal Price (including Add Alternates, if any) as shown on completed Document 00410 – Proposal Form. (Lowest Total Proposal Price will receive the maximum 35 points, with each successively higher Total Proposal Price receiving fewer points. Points will be prorated based on the formula as follows: (Low Bid Price ÷ Not Low Bid Price) x 35 points = points.)

B. Section II: Responsiveness of the Detailed Cost Estimate

(10 points): Document 00410 – Proposal Form

Proposer will be evaluated on the accuracy of quantities, having mathematical errors, unit prices that are above/below market rates, and overall quality of the detailed cost estimate Document 00410 – Proposal Form. Failure to show a clear understanding of the work on this form can be cause for rejection of the proposal entirely. Also, overcharging scopes of work performed at the beginning of the project (such as mobilization, demolition, clearing and grubbing, etc.) and undercharging scopes of work performed at the end of the project (landscaping, wayfinding signage, hydromulching/watering, etc.) also known as “front loading the project” will be cause for points deducted.

C. Section III: Project Experience (25 points):

Provide three (3) examples of Proposer’s successful experience over the last five years with 100% complete projects of similar size, scope, complexity, and value. Include name, address, and telephone number of project owner and

Architect/Engineer for verification; Houston Parks Board may contact these in addition to references listed elsewhere. A l s o , i n dicate actual project duration from date of notice to proceed (NTP) to date of certificate of occupancy, total construction contract amount at NTP and final contract amount. Include a 2-3 paragraph write-up describing the project and your company’s role on the project, and 4-6 photos of the completed work for each project. This information should be limited to two pages per project.

HOUSTON PARKS BOARD PROPOSAL SELECTION CRITERIA

D. Section IV: Proposed Subcontractors (20 points):

In addition to the Document 00450 – Proposer’s Statement of MWSBE

Status, the proposer shall specifically list on Document 00600 Part A proposed MWSBE Subcontractors and Suppliers to objectively demonstrate that the Proposer has made good faith efforts to meet or exceed the MBE and

WBE goal set out in Document 00800 – Supplemental Conditions.

Achievement of MWSBE goals is a substantial basis for scoring under Section IV as is the quality of subcontractors proposed.

E. Section V: Project Management Plan (5 points):

Provide a management flowchart showing the supervisory hierarchy in your company that will be assigned to the project. In addition to the flowchart, provide resumes listing a narrative of each supervisory person’s title, job duties, responsibilities and experience. Their experience should describe at least three projects with similar scope, complexity, and value. The above information is required for the Project Manager and Superintendent for the proposed supervisory team at a minimum. (If project experience listed is not as an employee of your company, list the respective employer of person at the time of the project listed, address and phone number.) Houston Parks Board may include a “key persons clause” as part of construction contract committing supervisory personnel to the project as proposed. Any additional information describing the quality and effectiveness of your company’s management would be helpful such as outlining how you plan to manage the project. For example, a write up of the steps in constructing the project from permitting to closeout, anticipated obstacles and solutions, etc. would be appreciated to help explain your qualifications and experience would serve the project best.

F. Section VI: Claims History (5 points):

List all projects in last five years that have gone to claim, litigation, mediation or arbitration with the owner. List the outcome of litigation or arbitration. List any construction projects your firm failed to complete because of financial reasons, labor disputes, failure of your employees to perform, or any other reason.

Provide your Bond Rating.

Total Point Value for the criteria noted above in Tabbed Sections I thru VI equals 100 possible points.

3.0 LUMP SUM BID:

A. In providing the lump sum bid, respondent is required to fill out the detailed cost estimate below. The quantities and prices provided in the detailed cost estimate are based on the Contractor’s best estimate of the amount of work needed to complete the project. The Contractor is responsible for verifying that the quantities are correct. This estimate is required for informational purposes only to evaluate the responsiveness of the bid. It will also serve as a basis for developing a schedule of values with the successful respondent and the basis for pricing field orders going forward, subject to final review and approval by HPB of the schedule of values.

B. Each unit price includes an amount to cover Contractor’s overhead and profit for each separately identified item. C. For Modifications which cause a material change in the Work or underlying assumptions beyond just an increase or decrease in the quantity of units, the amount of the Change Order will be calculated using the process provided for in § 8.2.1.2 or 8.2.1.3 of the General Conditions (Doc. 00700). For purposes of determining such amount, Contractor’s Daily Overhead price shall be set at:
