About this file
This document is a Questions and Answers file issued by the Massachusetts Executive Office of Health and Human Services (EOHHS) in response to inquiries regarding a Request for Applications for rebate agreements on lancets for MassHealth fee-for-service claims. The RFA, issued February 6, 2026, seeks rebate agreements from lancet manufacturers for products dispensed to MassHealth members and Health Safety Net patients through pharmacy fee-for-service claims and participating MassHealth Managed Care Entities. The anticipated utilization includes approximately 43,300 fee-for-service claims for 21,760 members and 38,840 claims through MCEs for approximately 18,200 members in calendar year 2024. The application deadline was March 27, 2026, at 5:00 PM, with questions due by February 20, 2026. The initial contract term spans 24 months from January 1, 2027, through December 31, 2028, with potential extension in increments for up to three additional years at EOHHS's discretion.
Manufacturers must submit completed, signed State Rebate Agreements with rebate offers expressed as a fixed Guaranteed Net Unit Price (GNUP) per lancet unit by National Drug Code, along with cover letters describing relevant experience and clinical benefits. Compensation is structured as quarterly rebates calculated as the difference between wholesale acquisition cost and the GNUP, with actual rebate amounts contingent upon actual claims processed and manufacturer-proposed pricing. The RFA does not impose Trade Agreements Act compliance requirements, though manufacturers remain responsible for all other applicable laws and regulations. EOHHS reserves the right to enter into agreements with one or more manufacturers and does not guarantee any particular volume of utilization. No specific budget ranges, guaranteed minimum or maximum award values, set-asides, or incumbent vendors are identified in the solicitation materials.
