SOLE SOURCE JUSTIFICATION—SIMPLIFIED ACQUISITIONS (OPEN MARKET)

Karen M. Baker

3. Requisition No.:
L-6-L0-11-H4-C00-000
4. Company Name (include address):
THOMSON REUTERS (MARKETS) LLC
3 Times Square – 3rd Floor New York, NY 10036
5. Performance Period:
09/26/2016 to 09/25/2017
6. Description of Supplies/Services:
Purchase of: online web-based database Loan Connector / DealScan – detailed transactional information on loan and bond transactions from Thomson Reuters.
7. Authority Permitting a Sole Source Acquisition: FAR 13.106-1(b)(1)—Contracting Officers (COs) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available.
Check the appropriate authority from the list below:
Only one responsible source;
Brand-name specification;
Unusual and compelling urgency;
Industrial mobilization, engineering, developmental or research capability, exclusive licensing agreement, or expert services.
8. Describe why only one source can perform the required work.
Information from the Loan Connector database is required for transfer-pricing exam cases involving multinational companies operating in major world economies. The vendor must be able to supply specific loan transactional data, with detailed terms and conditions, for individual transactions.
If data is not available for a specific case then the case can’t go forward, thus the need for the most extensive source of data available is required.
9. Describe the informal market survey and the results, or state why a market survey was not conducted.
In discussions with the IRS Economist Program of this type of data, Thomson Reuters’s Loan Connector was the only product with coverage comprehensive enough to provide the required loan transactional information. This coverage is extensive because Thomson Reuters goes through public files for data and they have contacts in the market for data not available publicly.
