Statement of Work Human Resources Management Support Energy, Minerals, and Realty Management Bureau of Land Management, Washington D.C.
TITLE: Human Resource Specialist
A.1 SCOPE
The Contractor shall provide human resources management support to the Bureau of Land Management’s Energy, Minerals, and Realty Management Directorate (Directorate), compliant with the rules, regulations and requirements of the Bureau of Land Management (BLM) and the Department of Interior (DOI). This support shall consist of reviewing old and new position descriptions; assisting with the development and revision of position descriptions; developing packages to advertise positions to include the job analysis and review of questions and weights; reviewing final certificates and resumes; and building classification packages for review and approval by the BLM’s National Operations Center (NOC). The classification packages shall include all documentation necessary for verification and approval.
A.2 BACKGROUND
The BLM Washington Office has been challenged in getting qualified applicants for the positions at the headquarters office. Some vacant positions have been advertised two or three times, sometimes still with no qualified applicants.
In addition, in FY 2014, the NOC implemented a national policy for classification review on position descriptions that were not approved, standard position descriptions. This has created an additional and time-consuming workload.
Critical position descriptions need to be revised, similar/like positions need to have standardized position descriptions, and classification packages need to be built. In addition, announcement packages need to be developed to enable the Directorate to fill vacant positions in a timely manner, as well as certificates and resumes need to be reviewed. This human resources management support shall assist the Directorate so that it can continue to fulfill the mission of the BLM.
A.3 REQUIREMENTS
A.3.1 Tasks:

The Contractor shall develop classification packages that are fully documented and prepared for the review and approval of the NOC. The Contractor shall provide technical expertise to management on the potential impacts of reclassification and restructuring of positions or occupational groups.
The Contractor shall develop job analyses and review questions and weights to begin the advertisement process.
The Contractor shall provide management consultation and operational services on such matters as accretions of duties actions, establishment of new positions, and classification of new positions.

A.7. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT
Government furnished property/resources and information shall be specified as needed under this contract. The contract shall specify the scope, tasks, requirements, deliverables, schedules, places and periods of performance, and funding. The contract may also address security, travel, technical or environmental requirements as applicable. The Contractor may in some cases furnish all necessary facilities, materials and equipment necessary to fulfill the requirements of this contract. In other instances as necessary, the Government shall fulfil that requirement.
A.8. SPECIAL CONTRACT REQUIREMENTS
A.9. IT Security To perform the work specified herein, contractor personnel will require access to sensitive data, regular access to BLM-controlled facilities and/or access to BLM information systems. The Government has determined the position sensitivity under this effort to be Level 5, National Agency Check with Credit (NACIC).
To gain access to the sensitive data, BLM-controlled facilities, and/or BLM information systems, the contractor shall comply with Homeland Security Presidential Directive 12, Policy for a Common Identification Standard for Federal Employees and Contractors, and with the personal identity verification and investigation procedures contained in:
· Homeland Security Presidential Directive 12 (HWSPD-12) Policy for a Common Identification Standard for Federal Employees and Contractors http://www.whitehouse.gov/news/releases/2004/08/20040827-8.html
· Department of the Interior Acquisition Policy Release (DIAPR) 2010-04
· U.S. Department of the Interior Personal Identity Verification Policy and Guide for Federal Employees and Contractors
· BLM HSPD-12 Implementation Policy (draft) The minimum Government investigation for a non-sensitive position is a National Agency Check and Inquiries (with fingerprinting), which consists of searches of records covering specific areas of a person’s background during the past five years. Those inquiries are sent to current and past employers, schools attended, references, and local law enforcement authorities. More restricted positions, above non-sensitive, require more extensive documentation and investigation Contractors should ensure that the employees whose names they submit have a reasonable chance for access approval. Delays associated with rejections and consequent reinvestigations may not be excusable.
Typically, the Government investigates personnel at no cost to the contractor, but the expense of multiple investigations for the same position is difficult to justify. Consequently, multiple investigations for the same position may, at the Contracting Officer’s discretion, justify reduction(s) in the contract price of no more than the cost of the extra investigation(s).
Language similar to this Security section shall be included in any subcontracts which require subcontractor personnel to have access to an information system, access to sensitive data, regular or prolonged access to a BLM-controlled facility, or any combination of these three.
Inquiries, including requests for forms and assistance, should be directed to the Contracting Officer or his designee.
Within seven (7) calendar days after final acceptance of the work specified herein, the contractor shall return all identification badges to the Contracting Officer or his designee.
A.10. Conducting the Suitability Determination and Security Clearance Suitability determination and security clearance may be conducted by the Office of Personnel Management (OPM), by another Federal Agency, or by a commercial firm under contract to a Federal Agency. The suitability determination may include, but is not limited to, review of prior government/military personnel records; review of FBI records and fingerprint files; searches of credit bureaus; personal interviews; and, written inquiries covering the subject's background.
For each employee position under the contract, the Contractor shall submit forms and information listed below:
SF 85P – Questionnaire for Public Trust Position (Form to be completed for positions designated as Levels 5, SC, 6, or 6C).
FD 258 – Fingerprint Charts (2 sets each).

A.17. TECHNICAL EVALUATION
Procedures and Evaluation Criteria
The Government shall award a contract resulting from this solicitation to the responsible offer(s) or whose offer conforming to the solicitation shall be the best value to the Government, price and other factors considered.
The technical proposal shall be separate from the price proposal. Proposals must be in accordance with the labor categories and pricing set. The Contractor’s proposal must include all data and information required and must be submitted in accordance with these instructions. Non-conformance with specific organization and content may be cause for proposal rejection. The proposal must be clear and concise. It must include sufficient detail for effective evaluation and for substantiating the validity of stated claims.
The proposal shall not rephrase or restate the Government requirements, but rather provide a convincing rationale to address how the Contractor intends to meet these requirements. A proposal that simply restates the Government requirements may be judged non-responsive. Contractors must assume that the Government has no prior knowledge of its experience and shall base its evaluation on the information presented in the Contractor’s proposal.
The proposal must be written to the greatest extent possible on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other sections of the proposal. Cross referencing within the proposal is permitted where its use would conserve space without impairing clarity.
The proposal shall comply with the following limitations:
(1) A maximum of fifteen (15) pages for the proposal, excluding past performance.
(2) 12 point type shall be used. The font shall be Times Roman.
Do not include cost/pricing information in your technical submittal. The pricing information shall be completely separate for the technical/management submittal and contain all information relative to cost and pricing.
Your submittal shall become the property of the Government and shall not be returned. If your submittal contains information that you do not want disclosed to the public or used by the Government for any purpose other than Government evaluation, such restriction must be clearly indicated on each sheet containing such information.
The following evaluation factors shall be used to evaluate the offeror’s proposal. The evaluation factors are listed in descending order of importance.
A.18. Evaluation Factors
Technical Expertise The offeror must have proven technical expertise as relevant to the tasks in the Statement of Work (SOW). The offer is evaluated as to whether the vendor understands the work requirements as embodied in the SOW and their proposed approach to meeting those requirements.
Project Management/Schedule The offeror shall be evaluated on their ability to meet the project management requirements as set forth in the SOW, including reporting.
Past Performance Information Describe the experience and capability of your organization in conducting similar work.
Provide a summary of at least two (2) similar contracts/orders performed by your organization for the last three (3) years. Include a brief description of the project, contract number, period of performance, contract amount, client identification (including agency), point of contact information (email and telephone number). The contract information must be current.
A.19. Rating/Description
The information below demonstrates the ratings, and corresponding descriptions, that will be used by the Department to rate each offeror’s technical proposal according to the Technical Evaluation Factors for this contract.
A.19.1 Blue The offeror exceeds the requirements of the solicitation, as explained in the statement of work and proposal evaluation criteria. The offeror has proposed a superior candidate(s) and there is no question as to the offeror’s ability to perform successfully. There are no deficiencies or weaknesses.
A.19.2 Green It appears that the offeror meets the basic requirements of the solicitation. While the proposed approach does not exceed expectations, the offeror shallmost likely be able to perform successfully, though minor deficiencies or weaknesses may exist. While further dialogue with the offeror may be needed, a revised proposal may not be necessary.
A.19.3 Yellow The offeror may meet the requirements of the solicitation, though there are doubts as to the offeror’s ability to perform successfully. In order to make their proposal fully acceptable, they would need to correct their deficiencies or weaknesses through submission of a revised proposal.
A.19.4 Red The offeror fails to meet the basic requirements of the solicitation. There are so many deficiencies and weaknesses that, should the offeror be allowed to correct them, it would be tantamount to submission of a new proposal. The proposal should not be considered for award.
