Text version

1. Please specify the type of contract to be awarded – Firm Fixed Price

2. Please provide the estimated Level of Effort for each of the four options years. The Level of Effort is based on 2080 Labor Hours, minus all Government Holidays. I do not foresee that the contract will exceed one year, however in the event that it does I will have to know how much will the hourly rate be for the same amount of Labor Hours (2080 hrs) for the following year etc.

3. Please specify the number of local trips to BLM site the Contractor will be expected to make on an annual basis. There will be a minimum of two (2) trips to the BLM Site, please separate your trip cost from your total cost of your proposal. This is necessary to look at all vendors proposals equally, because some vendors may be from other states and their cost would be more than a vendor who is locally, so please separate your travel in the actual cost proposal.

4. Will travel outside of the Washington DC Metro area be required? If so, please specify including location, numbers of trips and durations. This requirement can be done remotely however there will be at a minimum two (2) visit to the BLM Washington D.C. Office for (Kick Off Meeting & End Of Project Debrief).

5. Is there an incumbent for this work? If so are they eligible to respond to this solicitation. No Incumbent.

6. What is the expected time frames for filling each vacancy announcement? I do not know how long it takes to fill each vacancy announcement. The timeframe may vary depending on the complexity of the actions. Actual timeframe can be discussed with the COR after the contract has been awarded.

7. Has BLM established a schedule and/or priority for the positions to be filled?

No, this will be discussed once the PO has been awarded.

8. In what job series are the positions that are so hard to fill at headquarters?

A variety of Job series.

9. The PWS describes the work of classifying the positions, analyzing the positions, creating draft announcements, questions and weights, and then helping to "review" certificates. Is the vendor specifically not developing and issuing those certificates?

Please Disregard the section about advertising jobs and manage applicants!!!

10. What is needed in terms of "reviewing" certificates, specifically? Please Disregard the section about advertising jobs and manage applicants!!!

11. What software is BLM using to advertise jobs and manage applicants for those jobs?

Please Disregard the section about advertising jobs and manage applicants!!!
