Timothy Brunney Facilities Contracts Administrator Ohio Department of Transportation 1980 West Broad St Columbus, OH 43223

RE: 520-26 Statewide Water and Wastewater Operations and Maintenance Services

Dear Mr. Brunney, Providing safe, compliant, and uninterrupted operation of water and wastewater systems across a statewide network of facilities is no small task. It requires not only technical expertise, but also consistency, responsiveness, and a deep understanding of regulatory obligations and operational realities. It has been Kleinfelder Water Technologies (KWT) privilege to support Ohio Department of Transportation (ODOT) in this important work over the past thirteen years.

KWT is committed to delivering high quality, cost-effective services to our clients. We strive to find solutions that meet our clients’ fiscal and regulatory goals, through a disciplined programmatic approach. ODOT has made a commitment to provide safe and clean rest areas to the traveling public, and the operations and maintenance of these facilities keep them open, compliant and usable. Responsive service is critical to ODOT; we are communicative, proactive partners, plus we are available for 24-hour emergency service.

Our success is based on the following tenets:

Trusted Partnership: Kleinfelder has been successfully providing O&M services to ODOT for 13+ years, delivering comprehensive water and wastewater services. We understand ODOT’s challenges and always look to provide technically sound and cost-effective solutions. Our company has significantly expanded over the years and we have specifically grown our team and program management services with the needs of ODOT top of mind.

Experience: KWT has built over 30 years of experience providing operations and maintenance services to a wide variety of clients. Be it municipal, commercial, private, or industrial water or wastewater operations, all clients expect and receive the same reliable service. This is made possible by maintaining a strong group of qualified personnel committed to providing this high level of technical and operational service. Several of our staff have well over thirty years of experience in this field, lending to the level of service we can provide our clients along with the guidance and mentoring they can offer other staff members. With the years we have dedicated to ODOT operations we have built a team very familiar with the facilities and an understanding of the requirements and expectations of this contract.

Deep Bench: Kleinfelder maintains a deep bench of leaders, technical experts and qualified personnel in Ohio so that we can always provide the services our clients need. Kleinfelder’s team is well versed in managing a program of this size and already has the team in place to execute. Our experience, geographic footprint, existing network operators, vendors and equipment providers will allow us to effectively manage the portfolio of sites.

We are confident that we will rank highly under each of the RFQ evaluation criteria, as described in the table below:

Meetings and Communication KWT maintains regular communication throughout the project lifecycle, using a mix of in-person and virtual meetings to balance collaboration and cost-efficiency. Meetings may include progress updates, technical reviews, and stakeholder coordination. KWT is readily available to take phone calls as questions arise.

24/7 Emergency Response Hotline Kleinfelder offers a 24/7 emergency response hotline for clients receiving our potable drinking water and wastewater O&M services. A technician will return calls within 30 minutes, and we will respond within two hours. Additionally, we maintain an emergency email account that is monitored around the clock.

CAPABILITY OF MEETING

PROJECT QUALIFICATIONS

Our team is what sets us apart from all others. To assist the Ohio Department of Transportation (ODOT), we have assembled a team that: knows the wastewater treatment facilities, can address all technical and operational requirements from within, is committed to the success of ODOT, and are seasoned professionals.

Kleinfelder Water Technologies (KWT) has been providing daily operational support to Ohio Department of Transportation (ODOT) facilities for over 13 years.

Over time, KWT has steadily expanded its scope, now operating and managing water and wastewater systems at 126 facilities across the state to support full regulatory compliance.

These facilities span ODOT Districts 1, 2, 3, 4, 5, 6, 7, 9, 10, 11 and 12, as well as back up operational service to District 8. To effectively support this statewide network, KWT maintains a team of skilled operators and technicians strategically located throughout Ohio, enabling responsive and reliable service delivery.

In 2024, Tommy Roth, Senior Water Treatment Operator at Kleinfelder, was honored with the with the Max Phillips Award by the Northwest Section (NW)

Ohio Water Environment Association (OWEA).

The award is presented to operators demonstrating excellence in wastewater treatment plant operation and exhibiting leadership qualities on the job.

PROJECT MANAGEMENT

MODEL

Kleinfelder understands that rapid response and adaptability are essential to the success of any water and wastewater operations program. Our approach is built on collaboration and technical depth that allows us to respond efficiently to both routine and complex needs across multiple sites.

To deliver effective services, we deploy a multidisciplinary team, including engineering, controls and programming, operations, and compliance. Our Contract Administrator, Ann Scott, serves as the primary point of contact for statewide coordination, while our Project Managers maintain direct communication with site-level stakeholders to ensure responsiveness and transparency.

For large or specialized projects, KWT draws from Kleinfelder’s broader network to ensure the right expertise is applied. The Contract Administrator assigns a Project Manager and Independent Technical Reviewer based on project scope, and the Program Manager works closely with the delivery team to tailor solutions that drive continuous improvement and address site-specific challenges.

Project Kick-Off When an out-of-scope project is identified, we begin with a collaborative meeting to understand goals, constraints, and expectations. We then develop a scope of services, schedule, and budget estimate for review and refinement. Once approved, the Program Manager assigns a specialized team and works with the designated Project Manager to develop a detailed work plan outlining deliverables, milestones, staffing, and communication protocols. This plan serves as the foundation for the project kick-off meeting with all stakeholders.

Program Controls At the core of approach is a detailed work plan to ensure that all sites and projects are adequately staffed. This plan outlines scope, deliverables, milestone dates, staffing, and budget, and serves as the foundation for tracking progress and managing change. KWT uses a Computerized Maintenance Management System (CMMS) to generate preventive maintenance work orders, log tasks, and document all field activities. Monthly reports and billing are provided to summarize completed work, upcoming tasks, and any issues requiring attention.
