About this file
Summary of Crisis Residential Placement RFP
This is a Request for Proposal (RFP) issued by the State of Idaho Department of Health and Welfare, Division of State Care Facilities, for crisis residential placement services for developmentally disabled (DD) individuals. The Department seeks proposals to provide short-term emergency residential services in community homes located in Districts 6 or 7, with occasional placements from other areas of the state. Services target individuals with DD whose community placements have been jeopardized or lost, with average placement duration of approximately 75 days. The pre-proposal conference is scheduled for Monday, July 27, 2026, at 2:00 p.m. Mountain Time via Microsoft Teams, with registration required by Friday, July 24, 2026. Written questions must be submitted by Thursday, July 30, 2026, at 11:59:59 p.m. Mountain Time. Proposals are due Wednesday, September 30, 2026, at 5:00 p.m. Mountain Time, with opening on Thursday, October 1, 2026, at 11:00 a.m. Mountain Time. The initial contract term is anticipated to be one year (November 2, 2026, to November 1, 2027), with potential extensions not to exceed five years total upon mutual written agreement.
Pricing is structured as a fixed unit cost, indefinite quantity contract, with contractors required to submit fully-burdened rates via an Excel cost proposal spreadsheet covering all operating and personnel expenses. The Department's best estimate indicates sufficient referrals to maintain capacity across five existing crisis homes (three in the west hub and two in the north hub). Contractors must obtain licensure under IDAPA 16.03.21 Adult Residential Care Facility rules within nine months of contract execution and maintain compliance with Residential Habilitation Agency certification standards. Staffing must include a dedicated Staff Supervisor with minimum two years' experience providing direct services to adults with DD and key personnel meeting specified training and certification requirements. Evaluation criteria award up to 600 normalized points for technical proposal sections (Business Information, Organization and Staffing, and Scope of Work) and 400 points for cost proposal, with only the top three technical scorers advancing to cost evaluation. No incumbent contractor is identified. Contract funding sources and specific appropriation amounts are not detailed in the RFP; however, the contract is subject to legislative appropriation and may be terminated if funding is not available.

OVERVIEW TC "1
OVERVIEW" \f C \l "1" 1.1 Purpose The Department’s DD CPCS Team is seeking proposals for crisis residential placement services for the Department’s DD individuals. These services will be provided in the Department’s Districts 6 or 7 (Attachment 6 – District Map). Occasionally the Department may transport placements from other areas of the state. The Contractor will be primarily responsible for serving participants originating in Districts 5-7.
1.2 Background Information The Department coordinates crisis placement services for individuals with DD whose community placement has been jeopardized or lost. These services have historically been provided by agencies who can demonstrate that their agency meets the minimum qualifications of a Residential Habilitation Agency. These agency requirements can be found at IDAPA 16.04.21 at https://proddfmmainsa.blob.core.windows.net/dfm-admin-website/rules/current/16/160321.pdf. Crisis placement services are typically provided in residential homes that meet the physical requirements established in this RFP including: 1) Environmental Sanitation Standards; 2) Fire and Life Safety Standards; 3) Home Construction and Physical Home Standards; and 4) Site Requirements.
The Idaho State Legislature recently added Adult Residential Care Facility rules, IDAPA 16.03.21. The successful Offeror will be required to seek and secure licensure under this rule set for the crisis house during the first nine (9) months of the Contract.
The nature of this service often involves the need for short-term residential placement that is immediately available, within forty-eight (48) hours, for individuals with DD. During 2025, all referrals to the existing crisis houses were individuals committed to the Department under Idaho Code (I.C.) 18-212, 66-406 and 20-519B. The average duration of these placements was seventy-five (75) days. There have been sufficient referrals to keep the existing five (5) homes (three [3] in the west hub and two [2] in the north hub) operating at capacity.
Medical services for referred individuals will be accessed by a separate provider contract or provider agreement on a case-by-case basis. The provision of medical services, except for medicine administration enumerated in the Scope of Work of this RFP (medicine administered by staff trained in medicine administration according to Home & Community-Based Services [HCBS] waiver guidelines) should not be considered a requirement of the Contract resulting from this RFP.
State and federal funding and/or policy changes may cause fluctuations in the Department’s funding and/or the services needed.
QUESTIONS TC "2
QUESTIONS" \f C \l "1" 2.1 Restrictions on Communications
From the issue date of this RFP, until a Contract is awarded, or the RFP is cancelled, vendors are prohibited from communications regarding this RFP with Department staff, evaluation committee members, or other associated individuals, except the Department’s RFP Lead.
2.2 Pre-Proposal Conference

The rationale for the specific requirement being unacceptable to the party submitting the question (define the deficiency).
b.
Recommended verbiage for the State’s consideration that is consistent in content, context, and form with the State’s requirement that is being questioned.
c.

2.3.2 The State will not consider any modifications or exceptions that are not identified specifically on Attachment 2 and that are submitted after the Question deadline.
2.3.3 The State has sole discretion to determine if the modifications or exceptions submitted by an Offeror would result in a material change or otherwise threaten the integrity of the procurement process. Modifications or exceptions which the State determines to be material, or which otherwise threaten the integrity of the procurement process, will not be accepted or negotiated.

2.3.5 Proposals which condition the Proposal based upon the State accepting other terms and conditions not found in the RFP, or which take exception to the State’s terms and conditions, will be found non-responsive, and no further consideration of the Proposal will be given.

3.2 Trade Secrets
Paragraph 28 of the Solicitation Instructions to Vendors describes trade secrets to “include a formula, pattern, compilation, program, computer program, device, method, technique or process that derives economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by other persons and is subject to the efforts that are reasonable under the circumstances to maintain its secrecy.” In addition to marking each page of the document with a trade secret notation (as applicable; and as provided in Paragraph 28 of the Solicitation Instructions to Vendors), Offerors must also:
3.2.1 Identify with particularity the precise text, illustration, or other information contained within each page marked “trade secret” (it is not sufficient to simply mark the entire page). The specific information you deem “trade secret” within each noted page must be highlighted, italicized, identified by asterisks, contained within a text border, or otherwise clearly delineated from other text/information and specifically identified as a “trade secret.”
3.2.2 Provide a separate document entitled “List of Redacted Trade Secret Information” which provides a succinct list of all trade secret information noted in your Proposal; listed in the order it appears in your submittal documents, identified by Page #, Section #/Paragraph #, Title of Section/Paragraph, specific portions of text/illustrations; or in a manner otherwise sufficient to allow the State’s procurement personnel to determine the precise text/material subject to the notation. Additionally, this list must identify with each notation the specific basis for your position that the materials be treated as exempt from disclosure and how material complies with the Public Records Law.
3.2.3 If your Technical Proposal contains trade secret information, you must also upload a redacted copy with all trade secret information removed or blacked out. The redacted copy must be uploaded into IPRO into the appropriate Question Section in IPRO with the word “redacted” in the file name.

Remember to submit an additional redacted version of the TECHNICAL PROPOSAL if you have identified trade secrets.
3.3.2 The Technical Proposal and Appendix A - Cost Proposal and Billing Procedure must be separate files submitted at the same time.
