Section C: Justification for Soliciting from a Single Source or Brand Name

Currently the facilities on Eielson Air Force Base are equipped with Knox Boxes to allow firefighters to make entry into facilities in case of emergencies. The current Knox Boxes on Eielson AFB are currently out of date, which in returns provides inferior security to base facilities. We are in need of upgraded units and E-keys for Knox Boxes to increase security of facilities, to track the uses of signing out facility keys, and to provide ease of access for emergency responders in emergency situation for Eielson AFB's top priority facilities. Furthermore, the updated program does not need to be added to any Air Force Internet networks as all data is stored and monitored in a cloud application, removing any cyber-security threats/concerns. Additionally, these access boxes are mandated by NFPA 1: Fire Code, 2018 Edition - Chapter 18 Fire Department Access and Water Supply, 18.2.2.1, The Authority having jurisdiction shall have the authority to require an access box to be installed in an accessible location where access to or within a structure or are is difficult because of security. The AHJ on Eielson Air Base, in this case, is the Fire Chief. The Fire Chief outlines the local requirements in SOG 32-27 Knox Box Facility Master Key Program. Therefore the chosen access system is Knox Box. Knox Associates, according to the attached sole source letter, is the sole manufacturer, inventor, and supplier of this item. Not only would choosing a different access box system not meet the AHJ requirements it would also not be cost effective. To outfit the 910 facilities on the installation with new access systems would cost over $208K. The current access boxes in place are Knox Boxes and only require a few upgrades. Finally, the Knox Associates is the sole manufacturer, inventor, and supplier of the Knox Rapid Entry System. All Knox products are manufactured at the factory in Phoenix, Arizona. They use no distributors to sell their products. Products are sold factory direct to the end user.

Section D: Efforts to Obtain Competition

J&A is approved, it will be posted on BetaSAM for full public disclosure of Sole Source Action. If the Fire Department requires a further assistance in the future, the unit will proceed with further market research to identify any possible commercial alternatives/options.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
