Past Projects Proposed Key Personnel Best Practices and Lessons Learned

Arizona State Parks, Cattail Cove State Park Water and Wastewater Improvements Budget: $5.8M Completed: 2021

Marissa Pellegrini – Landscape Architect Sean Wozny – Project Manager Rebeca Field – Landscape Architect Doug Macdonald (Aqua Engineering) – Irrigation Design

This project was awarded a federal grant, which required federal construction administration and limited designer involvement during construction. A lesson we learned from this project was to create bid alternates, rather than the construction administrator reducing design elements and products during construction.

Town of Gilbert, Public Safety Training Facility Budget: $96M Completed: 2022

Marissa Pellegrini – Landscape Architect Sean Wozny – Project Engineer

There were multiple Town of Gilbert departments involved in this project and the design team conducted a series of stakeholder meetings and focus groups to ensure all parties’ interests were heard. The landscape maintenance personnel were not included in these meetings. Late in the design phase, it was requested we change the irrigation water source from potable to a new reclaimed source on an adjacent site. We were able to alter the design quickly and successfully, but the lesson learned is to ensure all parties responsible for maintaining the project are considered and involved in meetings early in design.

Past Projects Proposed Key Personnel Best Practices and Lessons Learned

City of Goodyear, Recreation Campus Budget: $53M Completed: 2019

Marissa Pellegrini – Landscape Architect Sean Wozny – Project Manager Rebeca Field – Landscape Architect Doug Macdonald (Aqua Engineering) – Irrigation Design

The project included six separate Capital Improvement Plan (CIP) project funding sources and the team tracked six separate construction budgets during design. We used a value management log to help the project team and client evaluate design options with Construction Manager at Risk (CMAR) delivery during development of the construction budget. One lesson learned for this project was to clearly define project limits for each of the six projects to ensure quantities and costs are properly allocated at the onset of the project.

Casa Grande Elementary School District (CGESD), Cactus Middle School Budget: $3.5M Completed: 2022

Marissa Pellegrini – Project Manager/ Landscape Architect Sean Wozny – Project Engineer

Kimley-Horn worked with the CGESD to address beautification, safety, and drainage issues within the school campus. There were several classrooms that were experiencing flooding issues as well as a lack of outdoor shade and seating areas. The project included new shade structures, an outdoor classroom, and central shaded pavilion area that includes artificial turf, seat walls, and benches. The school principal and staff were interested in improvements that were outside of the original scope.

We worked with CGESD to create a master plan which included all desired improvements and provided costs itemized by improvement/area. This ensured all stakeholders’ wants were heard and allowed us to work with CGESD to prioritize projects and future short-, mid-, and long-term improvements.

City of Scottsdale, WestWorld Path and Trail Connections Budget: N/A (Design completed but not constructed) Completed: 2019

Marissa Pellegrini – Landscape Architect Sean Wozny – Project Manager

This project focused on the planning and design of 4.7 miles of a 10-foot-wide concrete shared-use pathway with an eight-foot-wide unpaved trail to connect and extend multimodal and equestrian opportunities to the north from the south. This project completed the gaps within the existing pathway network to provide continuous local and regional connectivity for all users, including runners, walkers, bicyclists, and equestrian users. The project utilized four previously constructed, grade-separated underpasses at Thompson Peak Parkway, Bell Road, Pima Road, and Hayden Road to provide a fully separated network of shared-use paths and trails. One lesson learned was to involve all relevant departments early, as the City of Scottsdale’s stormwater department was simultaneously completing a project that utilized one of these underpasses. Improvements could have been made in tandem to save budget and unnecessary reconstruction.

Services Provided Similar to Those Described in Solicitation

City of Goodyear, Recreation Campus: Kimley-Horn worked with the City of Goodyear to provide master planning, final design, and construction phase services for the new 86-acre recreation campus, which comprised a 30-acre community park, recreation center, aquatics facility, and 50-acre park. In addition to completing the Master Plan, the project included preparing programming and a final site plan for the 30-acre community park, as well as the design of the recreation center and aquatics facility. The Master Plan utilized programming inputs determined from the previously completed 2014 Parks, Recreation, Trails, and Open Space Master Plan as a starting point. To achieve consensus, Kimley-Horn obtained input from the community, stakeholders, and City of Goodyear staff to identify the park and recreational facility improvements and amenities that would best serve the current and future demands of the community. The project team evaluated the desired amenities against the site’s capacity, opportunities, and constraints to develop a sustainable implementation and operation plan. The project reached the final design phase with an anticipated 14-month construction schedule.

Project Team Member Current Workload Commitment Total Availability

Kimley-Horn will ensure that adequate in-house and subconsultant resources are available for the production of any given task.

Our firm can make this statement based on our use of a reliable forecasting process we call cast-aheads. Every month, all project managers determine the staff power requirements needed (by task) for all jobs over the upcoming six months. These resource demands are allocated to the support personnel assigned to the project. Projects ahead of schedule, behind schedule, and in need of additional resources (along with personnel needing additional assignments) are identified. Resources are then allocated as needed to keep each project on schedule. Our team has analyzed the current workload and determined the proposed staff can be readily available for any on-call project. The current workload of proposed team members is summarized on the next page.

Upon project award, the Kimley-Horn team holds a scoping meeting with the project manager to define the goals, vision, elements, and requirements for the project. The purpose of this meeting is to understand the required jurisdictional agency approvals to define the documents needed for final permitting and approvals. We then generate a scope document with the required tasks in a sequence, based on the project needs and the agency’s requirements, to define the critical path to complete the project. Kimley-Horn often utilizes a master plan or site plan process to further define the project scope and agency requirements.

Project Development Phase We realize the importance of effective listening and mining for issues. Our initial focus will be to gain a thorough understanding of the project purpose, goals, stakeholders, constraints, and potential issues. Our general approach to design and construction of a project is best shown by highlighting our proven methods during each phase of a typical on-call project:

◢ We understand that in some cases, Arizona Department of Administration (ADOA) staff will be responsible for fast-tracked, high-priority projects. This often requires critical path tasks to begin prior to a notice-to-proceed (NTP).

◢ Our team addresses such challenges by being available to ADOA staff—whether for a meeting, to prepare an exhibit, to develop a preliminary construction cost, or to address urgent requests, even if prior to the NTP.

◢ We provide the appropriate scope of work for each project. A straightforward project may not require multiple milestone design submittals, but instead requires only preliminary and final submittals. This reduces unnecessary design costs and time commitment.

Kimley-Horn expedites the development of the scope of work and design fee proposals. We typically complete professional services fee proposals within a day or two, depending on size and complexity.

Project Scoping and Kick-Off Meetings Because every project under this on-call contract will be different, we will come to an understanding about our role at the beginning of each individual project. Through project scoping meetings, we will define expectations, assign clear roles for each team member, and address initial concerns or issues. Through project kick-off meetings, we will discuss scheduling and major project milestones.

To accurately record our progress and action items, we will record meetings and document meeting minutes for the team to comment on before they are finalized in a project notebook.

Internal Work Plans For every project, we develop a comprehensive work plan that outlines necessary field investigations and engineering studies for preliminary design considerations, key responsibilities, deliverables, and deadlines. With these plans, we keep projects on track with established submittals, quality reviews, deadlines, and meetings.

Design Phase Kimley-Horn provides alternatives with recommendations for ADOA to evaluate, confirm, and decide at the initial stages of a project.

This has been the single most appreciated approach we have used on our projects. By providing regular communications that include exhibits, costs, schedule impacts, and recommendations, we minimize time commitment to address technical, safety, or even political issues.

Our team is well-prepared for milestone submittals and meetings. Prior to the meeting, we collect data and prepare and provide necessary copies of engineering drawings and reports. We prepare a detailed agenda before each team meeting to make effective use of everyone’s time. We summarize comments and responses in a form and check that each comment was addressed and coordinated directly with ADOA staff prior to the next submittal.

On-Site Investigations/Constructability Reviews One of the biggest challenges is obtaining adequate as-built record drawings. Although this process has improved over the years, there is always a need to perform thorough on-site investigations to assess how existing infrastructure may impact/support the constructability of the proposed design solutions.

Construction Phase Kimley-Horn provides construction administration and inspection services for our design packages. We understand our projects inside and out and want to see them constructed successfully. We will be on-site as much as necessary and will coordinate weekly meetings with the contractor and ADOA so that the entire team is aware of the construction progress and we can discuss any issues that have come to surface as well as identify any potential issues that may arise.

Kimley-Horn has worked on several Job Order Contracting (JOC) projects with the contractor in the prime project role. We understand the importance of having open dialog with the contractor during plan and cost model/Guaranteed Maximum Pricing (GMP) development. We provide real-time quantities on our plans and provide contractors with computer-aided drafting (CAD) and Revit models for each milestone submittal. We have utilized construction scope verification meetings with the client and contractor to ensure the design intent has been captured completely. We can provide the project manager with our cost model or cost estimate at any time. We will also review contractor pricing, exclusions, and assumptions, as well as the overall GMP package prior to award to ensure that the contractor has completely captured the scope of work for the project.

Schedule control begins with a clear understanding of the scope of services, budget, and a detailed schedule that includes milestone completion dates for specific tasks and the overall projects. The key to our success is managing the right resources at the right time.

We will develop a work plan for every project that allocates staff-hour commitments by individual for each project task. Frequent communication and clear definition of the responsibilities of team members are critical elements in maintaining schedules. With that in mind, our project-specific work plan identifies critical project milestones and deliverable dates. We will actively manage our team resources to meet the agreed-upon schedules and keep your projects on track.
