DESIGN-BUILD
STATEMENT OF WORK
PROJECT # KELL 15-0026
RENOVATE ROOM 119 C, D, & E
BUILDING 2007, JBSA - LACKLAND
1 GENERAL: The Contractor shall utilize and adapt the provide statement of work and documents provided by the 502 CES to provide all supervision, labor, materials, equipment, supplies, and transportation necessary to renovate rooms 119 C/D/E in Building 2007, located at JBSA-Lackland, TX to support JEWC functions.
The contractor shall identify and comply with all applicable federal, state, local laws and regulations, and applicable code requirements, as well as Department of Defense (DoD), Air Force, and JBSA - Lackland statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments) and Presidential Executive Orders, in effect on the date of issuance of this contract. The Contractor is responsible for obtaining all operating and construction permits, and permitting actions required by codes having jurisdiction on JBSA-Lackland. The Contractor shall be the architect/engineer and constructor of record for this project. The Contractor shall be responsible for the professional quality, constructability, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, civil, mechanical, electrical, plumbing and other architectural/engineering features of the work shall be accomplished, reviewed and approved by licensed professionals to practice in their respective professional field in the stator or possession of the United States. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and/or as-built drawings in this solicitation shall alleviate the Contractor from performing any additional design as required to produce a complete set of construction documents. Contingent on Contracting and 502 CES written approval, Contractor may be allow to “fast-track” this project by starting demolition activities prior to fully completed and approved design documents.
Contractor shall coordinate with the 502 CES Project Manager throughout the design phase to ensure the customer’s mission requirements are being met. Approved 100% final design documents shall have the drawings and shop drawings stamped FOR CONSTRUCTION and properly labeled as such. Upon receiving these final documents, the government shall issue a construction Notice to Proceed (NTP) to the Contractor. The proposed performance requirements in Section 3 are recommendations made by the government.
The 502 CES Project Manager (PM) serves as the liaison between the Contractor and the customer and is not authorized to modify the terms of the scope, price, schedule or performance of this contract.
2 BACKGROUND: Building 2007, Joint Base San Antonio, Security Hill, houses the Joint Electronic Warfare Center (JEWC). The current room configuration is not suitable to accommodate additional personnel and the current construction does not support mission requirements. The exterior wall and existing entry doors do not meet STC requirements per IC Tech Spec – for ICD/ICS 705 facility standards and the current wall does not extend to the true deck. Additionally, the carpet tiles are worn and stained, the wall coverings/finishes are dated, ceiling tiles are stained or sagging and the layout of mechanical/electrical components aren’t in the locations needed for the proposed furniture layout. A new room renovation is required to bring the rooms up to standards and create a workable environment. Upgrades need to be accomplished in order to satisfy current regulations. See Appendix F – Area Map.
2.1 FACILITY OCCUPANCY: Rooms 119 C/D/E in Building 2007 are currently occupied. Personnel will be re-located from main areas of construction prior to contract start. Coordination of work that affects personnel in adjoining rooms will need to be coordinated prior to start of work. See Appendix G – Photos.
3 PERFORMANCE REQUIREMENTS/DETAILED SCOPE OF WORK:
3.1 GENERAL: The following is a summary of project requirements. All work shall be in conformance with the approved drawings and specifications, including furnishing of all material labor, plant, tools, equipment, and services necessary and incidental thereto. The work required to be performed by the Contractor consists of, but is not limited to, the following principal items: The contractor shall coordinate with the 502 CES PM and receive approval 14 days in advance prior to mobilizing for construction.
3.2 DESIGN: The following is a summary of the design criteria and requirements for Building 2007 and the surrounding exterior. The contractor shall be responsible for developing design analysis, plans, and specifications to accomplish the provisions of this SOW and attached documents. See Appendix A for preliminary design drawings. The work required to be performed by the Contractor consists of, but is not limited to, the following principals:
3.2.1 The Designer of Record (DOR) shall use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this SOW to fully develop the technical specifications and construction drawings. The technical criteria contained and cited in this SOW and UFGS establish minimum standards for the design and construction quality.
3.2.2 The contractor shall be responsible for preparing, filing, testing, and paying for any fees necessary to obtain all necessary permits to meet the provisions of this SOW. All testing and/or permitting fees shall be included as part of the base bid.
3.2.3 Record drawing from the original and subsequent construction effort is available and has been provided as part of the solicitation package in the appendix. Contractor shall field verify all required dimensions and information themselves to produce the design documents. Contractor shall develop accurate electronic plans in AutoCAD format. Electronic plans developed by the contractor (not the government furnished record drawings) shall be used as the basis for design drawings.
3.2.4 The contractor shall submit for government review and approval, bound paper copies and electronic copies of 65% and 95% complete design packages consisting of product selection, investigations, calculations, studies, detailed design analysis, and plans and specifications for the accomplishment of all construction work described in Section 3.3 below. Contractor shall submit a signed and sealed 100% design package incorporating all correction from 65% and 95% review. Mobilization and construction effort will only be allowed to begin upon the receipt of signed and sealed 95% design package. All electronic copies shall be provided to the government in the native file format and PDF format.
3.3 CONSTRUCTION: All construction work shall be in strict conformance with design drawings and specifications and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary to accomplish the provisions of this SOW. Contractor is responsible for verifying all measurements. The work performed by the contractor shall result in complete and fully functioning systems consisting of, but not limited to, the following principal items:
NEW WORK: Contractor shall ensure that all new work is in accordance with Section 5 of this SOW, attachments, and the requirements as stated in Appendix C, IC Tech Spec – for ICD/ICS 705. Hazmat Survey Report has been included in Appendix H. Contractor is to field verify all dimensions and quantities.
3.3.1 Contractor will remove and dispose of any remaining items within Rooms 119 C/D/E.
3.3.2 Contractor will ensure all adjoining areas are protected from dust/debris and the areas are periodically cleaned throughout the day and especially at the end of the workday. Recommend the areas be protected by plywood and/or plastic tarps.
ROOM 119C:
3.3.3 All of the perimeter walls surrounding 119C shall be extended up to the existing deck (Approx. 155 LF).
3.3.4 Demolish existing main door to 119C. Provide and install new solid core metal door, frame, door sweeps and transition strip, to be installed such that a minimum of a STC 50 rating is attained.
3.3.5 Remove, store and re-install existing Simplex door Hardware.
3.3.6 All ceiling mounted speakers, red lights, fire alarm devices that are removed shall be protected and reinstalled.
3.3.7 All yellow strobe lights and announcement system speakers must remain in place and cannot be disconnected. These devices will need to be suspended, protected, and re-installed.
3.3.8 Remove the existing wall paper, wainscoting, wood paneling, baseboards and all other wall coverings in preparation for the new wall finishes (Approx. 1395 SF).
3.3.9 Protect all existing COMM and electrical panels.
3.3.10 Remove all surface mounted conduits and pull wiring/cabling to be reutilized during new construction. Coordinate with customer to ensure the existing fiber lines are not damaged during removal.
3.3.11 Remove all fire alarm devices, emergency lighting and all other surface mounted devices, all items are to be protected and reinstalled.
3.3.12 Provide and install new 24 x 24 tufted nylon carpet tiles (Approx. 1455 SF). Carpet selection will be 24” X 24” J&J Flooring Group Tile Style: Coalesce Modular 7612, Color: Combine 1454 (Approx. 1455 SF).
3.3.13 All non-stud walls and columns shall be furred out as required, textured and painted (Approx. 78 LF). All existing walls to remain shall be patched, textured, and painted (Approx. 78 LF). The interior paint color shall be Sherwin Williams, SW 6141 Softer Tan.
3.3.14 At each COMM location, provide and install 2 EA, new 1” conduit/EMT and pull strings in support of new COMM and telephone lines. Customer will run the COMM lines. Confirm drops with customer during design. See Appendix D – 802 CS Telecommunications System Cabling Standards.
3.3.15 Provide and install new electrical conduit, outlets, and wiring in support of the new furniture layout and user equipment. An electrical plan detailing the power requirements for the cubicles/desk only. If it’s determined that the furniture power whip locations shown on the electrical plan aren’t required then a quadruplex NEMA 5-20R outlet shall be installed in its place.
3.3.16 Power outlets shall be placed around the rooms in support of user equipment (i.e. printers, fax machines, shredders, etc…). The exact location of the outlets shall be determined during the design process to include an outlet in the ceiling for the possibility of a projector as well as one outlet in the middle of the room for the conference table. Each circuit shall have a dedicated neutral.
3.3.17 Label all circuits at the source panel and at the junction boxes with permanent tags.
ROOM 119D:
3.3.18 Demolish existing main door to 119D. Provide and install new solid core metal door, frame, door sweeps and transition strip, to be installed such that a minimum of a STC 50 rating is attained.
3.3.19 The main wall extending from 119C to 119E (Corridor wall) shall be extended to the deck. Wall shall be modified/reinforced, as required, to accommodate the new solid core door and frame (Approx. 50 LF).
3.3.20 Remove, store and re-install existing Simplex door Hardware (Government Furnished Property).
ROOM 119E, Break Room:
3.3.21 Demolish existing ceiling tiles and replace with a tile that meets the following requirements: 2X2, fine fissured, square lay-in tile, NRC shall be .70 and the CAC shall be .35 (Armstrong 1713 Fine Fissured School Zone Humi Guard Plus, High NRC SQ L/N) (Approx. 170 SF).
3.3.22 All of the perimeter walls surrounding 119E shall be extended up to the existing deck (Approx. 52 LF).
3.3.23 Demolish existing main door to 119E. Provide and install new solid core door, door sweeps and transition strip, to be installed such that an STC 50 rating is attained (1 EA).
3.3.24 Install new door hardware provided by customer.
3.3.25 All ceiling mounted speakers, red lights, fire alarm devices that are removed shall be protected and reinstalled.
3.3.26 All yellow strobe lights and announcement system speakers must remain in place and cannot be disconnected. These devices will need to be suspended, protected, and re-installed.
3.3.27 Remove all lights, protect and store for reinstallation.
3.3.28 Remove the existing supply and return air diffusers, grilles, and registers for reinstallation. Remove ductwork as needed in support of the new device locations. Any new flex ductwork installed is not to exceed 5ft in length.
3.3.29 Remove the existing wall paper, wainscoting, wood paneling, baseboards and all other wall coverings, to include the exterior wall of 119E, in preparation for the new wall finishes.
3.3.30 Remove all surface mounted conduits and pull wiring/cabling to be reutilized during new construction. Coordinate with customer to ensure the existing fiber lines are not damaged during removal.
3.3.31 Remove all fire alarm devices, emergency lighting and all other surface mounted devices, all items are to be protected and reinstalled.
3.3.32 Provide and install new 24 x 24 tufted nylon carpet tiles (Approx. 170 SF). Carpet selection will be 24” X 24” J&J Flooring Group Tile Style: Coalesce Modular 7612, Color: Combine 1454.
3.3.33 Provide and install new 24 x 24 tufted nylon carpet tiles. Carpet tile selection to be determined during the design phase.

3.3.36 Provide and install new electrical conduit, outlets, and wiring in support of the new furniture layout and user equipment. If it’s determined that the furniture power whip locations shown on the electrical plan aren’t required then a quadruplex NEMA 5-20R outlet shall be installed in its place.

3.3.38 Label all circuits at the source panel and at the junction boxes with permanent tags.
3.3.39 Contractor shall install new acoustical ceiling grid system, in Room 119E Break Room, to avoid adjustments to current fire sprinkler head locations. If required, adjust the least possible sprinkler heads in Break Room to accommodate new ceiling grid layout to ensure code compliance per NFPA 13, UFC 3-600-01, and all other applicable fire codes.
All work shall be accomplished in accordance with the latest edition of applicable codes, standards, regulations and other requirements. In the case where two or more standards are applicable, the contractor shall ensure compliance with the more stringent of the standards. The Contractor shall submit design and product selection to the government for approval.
4 INTENT: In order to accomplish this intent, the Contractor shall provide Full Working Design with completed drawings, and supporting design analysis based on the requirements set forth in this scope of work. It is intended this level of detail will allow the Contractor to complete the scope of work during construction.
5 DESIGN POLICY AND CRITERIA
5.1 DESIGN POLIGY: The Air Force shall furnish basic design criteria to the Contractor from which they can develop and produce the construction documents.
5.2 DESIGN INSTRUCTIONS: The design shall incorporate the requirements as discussed in this SOW and the requirements of the publications and Government Furnished Information listed below.
5.3 DESIGN CRITERIA: The Contractor shall be responsible for the professional quality, code compliance, technical accuracy and coordination of all designs, drawings, specifications, and all other documents on which the design and construction are based. The project design shall conform, but not be limited to the following criteria:

5.4 GOVERNMENT FURNISHED INFORMATION AND MATERIALS: The following information and materials will be furnished to the Contractor, upon their request, by the government for the execution of the project work.
5.4.1 Utility Maps of the project site (electrical, sewer, water, and gas) are available for use as reference.
5.4.2 Standard reproducible AutoCAD cover sheet and second sheet with preprinted title block.
5.4.3 Base Guidelines (O&M, Architecture Compatibility, etc.)
5.4.4 DD Form 1354 & DD1354 Checklist Preliminary
5.4.5 Any existing Environmental Assessment
5.5 DRAWING STANDARDS: See Appendix A, 01 00 00 General Requirements, Paragraph 3.12.7 – Drawing Standards.
5.6 DESIGN SERVICES
5.6.1 Site Design Date: The contractor shall perform field reconnaissance, surveys, and site investigations required to obtain engineering information and design data necessary to comply with the provisions of the contract documents in accordance with the requirements of this SOW.
5.6.2 Field Measurements: The contractor shall be required to make his own field investigations to verify dimensions and other information shown on government furnished SOW and/or reference drawings.
5.6.3 Calculations: The Contractor shall submit calculations used for the design.
5.6.4 Referenced Specifications and Standards (Applicable Publications): As part of the design submittals, the Contractor shall submit edited copes of the pertinent specifications according to UFGS format. The specification and standards of the issues listed in the beginning of each section, including the amendments, addenda and errata, but referred thereafter by basic designation only, form a part of these specifications to the extent required by the referenced thereto.
5.6.5 Government Review: The Contracting Officer or his authorized representative may furnish the contractor review comments on the data submitted. The government review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW. The contractor shall comply with the review comments in the development of data for subsequent submittals. If any review comment requires clarification and/or amplification to assure compliance, the contractor shall notify the Contracting Officer or his authorized representative in writing. After each review, the contractor will be furnished one set of comments to be annotated and returned to the government. Comments annotated by the contractor with a "D" - do not concur, "E" - exception, or "X" - delete, shall have an explanatory note added to justify the noncompliance with the comment. The contractor shall furnish these annotated comments to the Government no later than 3 calendar days after receiving the comments.
5.6.6 Drawings: The contractor shall submit drawings in accordance with Section 8 of this SOW. The contractor shall separate Architectural, Structural, Civil, Mechanical, Electrical, Fire Alarm/Fire Protection sections into their own individual sections within the drawing.
6 CONTRACTOR WORK IN SECURED AREA
6.1 SECURITY: Building 2007 is a secure facility. The Contractor shall not bring any Electromagnetic Emission Devices (EED’s) into the compound. EED’s include radio/radar transmitters, navigation aids/instrumentation, signaling, intrusion detection, identification devices, mobile and fixed business/radio or telephone communications equipment, MARS, CDs and amateur radios. Any violation of security will be cause for immediate removal from the restricted secure area. If the Contractor brings an office trailer, it must be located outside the secured area. No telephone will be provided to the Contractor; however, there are phones located in an outside facility to make emergency calls. Receive only (no transmit) pagers are authorized inside the facilities.
6.2 ESCORT: The customer will provide an escort for each A/E or contractor requested site visit and during each construction day. After award, the Contractor shall be required to be escorted at all times within the restricted area. To reduce mission interruptions the Contractor shall make sure all personnel are on time for all site visits and acquire all necessary information such that minimal site visits are needed. If at any time the CO or PM feel that the number of site visits is excessive due to lack of effort by the A/E or Contractor then a stop in site visits will be put into effect.
6.3 EQUIPMENT: All equipment brought into the compound will require a “Letter of Approval” that will be coordinated with the government with a 7 day notice. Work will be arranged with the government and at no additional cost to the government. The project shall be defined by this SOW and the contract drawings. These site specific requirements are in addition to the Lackland AFB security requirements.
6.4 CONTRACTOR’S MANAGEMENT AND USE OF ELECTROMAGNETIC EMISSION DEVICES ON BASE: (Electromagnetic emission devices include: Radio/Radar Transmitters; Navigational Aids/Instrumentations; Signaling, Intrusion Detecting, and Identification Devices; Mobile and Fixed Business Radio Communications Equipment; and MARS, CBs, and Amateur Radio Stations.) The Contractor shall comply with DoDI 4650.1: Policy and Procedures for Mangement and Use of Electormagnetic Spectrum, AFI 33-580: Electromagnetic Spectrum Management, and AR 5-12: Army Use of the Electromagnetic Spectrum. The regulations are available for inspection at the Communications Squadron, Building 1052, Lackland AFB, TX.
6.5 PROJECT CONSTRUCTION SECURITY REQUIREMENTS: All persons requiring access within the boundaries of the project and restricted area shall comply with all security requirements. All contractor and sub-contractors accessing the restricted secure area shall undergo a personnel security process. One primary requirement is that all persons shall provide a biographical data containing full name, current address, Social Security Number, Date of Birth, Place of Birth, Driver’s License & State and proof of citizenship (all personnel performing on this contract on-site shall be U.S. Citizens). Local and national criminal and subversive file checks are conducted by Security Services or other designated security and law enforcement authorities at no cost to the contractor.
7 CONTRACTOR REQUIREMENTS
7.1 SITE PLAN: Contractor site plan shall be submitted for approval by the government 20 working days in advance prior to mobilization for construction. Contractor to be provided the JBSA Siting Request Worksheet upon request. This allows 502 CES time to route through the siting approval process. Reference Appendix A – 01 50 00 Temporary Construction Facilities for site plan requirements.
7.2 SITE CONDITIONS: The Contractor shall provide a temporary fence around approved staging areas and any work to be completed outside. The Contractor is solely responsible for securing his staging area. The temporary fence provided by the Contractor shall have a brown mesh screen on it pulled taut. The fence shall be straight and upright and shall be maintained in this position at all times. Contractor must store all equipment and material with the project limits. The lay down yard location shall assigned by the government. Yard shall be fenced, screened and well maintained during the course of the contract. The Contractor shall restore the area to pre-construction condition, or better, upon completion of the contract.
7.3 IDENTIFICATION OF EMPLOYEES: See Appendix A, 01 00 00 General Requirements. Short term contractors (less than 6 months) require criminal history background check. Long term contractors (more than 6 months) require a National Agency Check (NAC) background investigation. Contractors requiring access to government computer systems require a National Agency Check with Inquiries (NACI) background check.
7.4 SUBMITTALS: During the design phase the DOR shall update the provided Submittal Registry with additional items for government approval to comply with the intent of this Statement of Work (SOW), these items shall include all newly installed products and/or reference material that are to remain government property at the conclusion of this project. Contractor shall utilize the updated to provide submittals on Material Approval Submittal Form for all listed items, prior to work or installation of materials. Do not purchase or conduct work until the approved submittal form has been returned from 502 CONS. At minimum, the contractor shall allow 14 calendar days for government review of the submittal for approval or disapproval.
7.5 O&M MANUALS: The Contractor shall provide O&M Manuals to the Government for all installed equipment. In addition to the manuals, the Contractor shall provide brief operational training on equipment in the system to the Government for future maintenance of the equipment. Training needs to be scheduled 14 calendars days in advance through the PM.
7.6 RECORDS MANAGEMENT PROGRAM: The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, Air Force Manual (AFMAN) 33-363, Management of Records, AFI 33-364, Records Disposition-Procedures and Responsibilities, and the Air Force Records Disposition Schedule (AF RDS) located at https://www.my.af.mil/gcss-af61a/afrims/afrims/rims.cfm.
7.7 DD FORM 1354: The Contractor shall prepare and submit DD Form 1354, Transfer and Acceptance of Military Real Property prior to acceptance of the project by the government. The contractor will use the checklist provided by the government, and complete all applicable information to develop the DD Form 1354. A preliminary copy of the form along with the checklist shall be submitted for review by the Government to verify completeness and accuracy at least 30 days prior to the pre-final inspection. The completed DD Form 1354 along with the checklist shall be turned over to the 502 CES Project Manager at least 14 calendar days prior to pre-final inspection.
7.8 AS-BUILT DRAWINGS: The contractor shall provide complete detailed as-built drawings representing the entire project as constructed under the contract. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Drawings shall be delivered to the government on 14” x 20” hard copy, standard black line quality paper and electronically on AutoCAD release 2012 or compatible format and as PDF on CD.
7.8.1 Preliminary as-built drawings shall be submitted with an Material Approval Submittal Form for government review/approval. The preliminary as-builts shall be submitted concurrently with the request for pre-final inspection. Upon government approval of the preliminary as-builts, the contractor shall submit the entire final set of hard copy and electronic as-builts drawings for final approval and acceptance. As-builts shall be included as a separate item in the progress schedule AF Form 3064.
8 SCHEDULE OF DELIVERABLES: Deliverables shall be submitted and distributed as shown in the list below. The list shows major milestones and is not exclusive of all other submittals as necessary per contract. All of the contract deliverables and supporting documentation becomes the property of the government upon delivery and shall remain property of the government at the end of the contract period.

9 INVENTORY OF INSTALLED PROPERTY: The Contractor shall prepare and submit a list of new equipment that requires water, or electrical utilities connections. (Example: lighting fixtures and other electrical equipment). The list shall be reviewed periodically by the Government to verify completeness and accuracy. Completed list shall be turned over to the Contracting Officer at least 2 weeks prior to pre final inspection.
The Contractor shall prepare and submit a list of new equipment or units of equipment that require gas, water, or electrical utilities connections per the attached JBSA - Lackland Environmental Protection specification, see Appendix A. (Examples: AHUs, fans, air conditioners, compressors, condensers, chillers, boilers, furnaces, heat exchangers, pumps, cooling towers, tanks, fire hydrants, sinks, water closets, urinals, lavatories, shower stalls, and other large plumbing fixtures, lighting fixtures, electric heating equipment, motors, and other electrical equipment). The list shall be reviewed periodically by the government to verify completeness and accuracy. Completed list shall be turned over to the 502 CES Project Manager at least 14 calendar weeks prior to the prefinal inspection.
10 NORMAL WORKING HOURS: Normal working hours are Monday through Friday, 0730 to 1630 hours, unless otherwise specified. Requests to work at times other than the stated working hours, including scheduled utility outages discussed below, shall be submitted to the Contracting Officer for approval. Contractor shall not work outside of the above stated working hours without prior written approval of the Contracting Officer.
11 RESTRICTED AREAS: The contract involves work in restricted areas. Each Contractor crew will be escorted for work in restricted areas. Escorts shall be scheduled by the Contractor through the Contracting Officer 15 day prior to starting work in restricted areas. Escort will be provided by the Government only during normal working hours.
12 EXISTING UTILITIES: Record drawings showing existing underground utilities are located in Building 5460, Lackland AFB. The contractor shall avail himself of the drawings. Any utility line shown on the record drawings (or made known to the Contractor) and damaged during construction work shall be repaired immediately by the contractor at no cost to the government. See Appendix A – 01 00 00 General Requirements.
13 PRE-CONSTRUCTION SITE VISIT: The contractor may visit the job site to verify location, conditions, and dimensions prior to starting work.
14 PRE-CONSTRUCTION MEETING: The Government will conduct a preconstruction meeting with the Contracting Officer prior to the commencement of any construction work. The preconstruction meeting shall be attended by at minimum the Contractor’s Project Manager, Site Superintendent, Quality Control, and Site Safety and Health Officer.
15 QUALITY ASSURANCE
15.1 QUALITY CONTROL: Provide a Quality Control (QC) person at the work site at all times for continuous surveillance of project activities to ensure workmanship, methods, materials, and equipment conform to contract requirements. QC shall have the “stop work” authority to prevent or stop performance inconsistent with the contract requirements.
15.2 QUALITY CONTROL PLAN: The contractor shall submit a Quality Control Plan (QCP) for government approval to the Contracting Oficer at least 14 calendar days prior to commencing work. Work cannot proceed without an approved QCP. At minimum, the QCP shall discuss the following topics: Introduction (task order description, and quality commitment statement), References, Project Organization (key project personnel and responsibilities), Quality Control Plan Elements, Submittals, Quality Management Procedures, Testing/Inspection/Monitoring, Closeout Inspection, Documentation and Control, Forms and Records, and Nonconformance and Corrective Action.
16 ENVIRONMENTAL REQUIREMENTS: The contractor shall comply with all provisions of Appendix B Environmental Protection Requirements as applicable to this contract. No separate payment will be made to the contractor to ensure compliance with the provisions of the environmental specifications; all cost shall be part of the contractor’s base bid.
17 EMERGENCY REQUIREMENTS: The Contractor shall be required to provide a quick response during emergency or extraordinary events. Events may include, but are not limited to, hurricanes, tornados, and high wind conditions. The necessary response time will be coordinated between Civil Engineering, the Contracting Officer and Contractor. The response time will vary according to the urgency of the requirements and shall be as soon as practicable. Quick response could require mobilization of work crews within an eight-hour window. The Contractor shall be required to secure buildings against damage at the direction of the Contracting Officer. A joint measurement will be accomplished as determined necessary for work requested. The Contractor shall be paid from the line items contained in this contract. Emergency requirements occur infrequently.
18 INSPECTION AND ACCEPTANCE: Inspections and final acceptance will be made as completed by the contractor with the following additional provisions: (1) The contractor shall give the government a minimum of three (3) working days’ notice for all requested inspections. Inspections shall be staggered such that two inspections will not occur at the same time. (2) The contractor shall make sure that the work is ready for all inspections. The presence of an unreasonable number of deficiencies, as determined by the 502 CES Project Manager, may cause the inspection to be rescheduled.
19 DETERIORATED CONSTRUCTION AND FINISH: The 502 CES PM will be the governing authority in determining if existing construction and finishes are deteriorated and require repair and/or replacement.
20 ENERGY REQUIREMENTS: Design of new construction and renovations shall be in full compliance with ANSI/IESNA/ ASHRA Standards with specific attention to ASHRA Standard 90.1-2004 or latest edition. In addition, new construction and renovations for existing facilities must comply with Energy Policy Acct of 2005 (EPACT 05), Executive Order 13423 and energy conservation standards under Unified Facilities Criteria, UFC 3-400-01 05 July 2002, UFC 3-410-01FA 15 May 03, UFC 3-410-02A 15 May 03, UFC 3-440-01 14 Jun 02 or latest edition for all. Air Force Design Sustainability shall be applied in the development concepts of planning, design, construction, environmental management, operation, maintenance and disposal of facilities and infrastructure project, consistent with budget and mission requirements. Design Energy Compliance Analysis (ECA) must be provided with the design package. See Appendix B – JBSA Energy Requirements.
21 ENERGY MANAGEMENT AND CONTROL SYSTEM (EMCS) REQUIREMENTS: The contractor shall ensure that all EMCS fiber lines and equipment remain connected and functioning at all times during the contract. The contractor shall coordinate demolition or construction activities with the Project Manager and EMCS shop, 502 CES/CEOFA, before any work begins. The contractor is responsible to coordinate proper procedures of the other DOD Installations through the designated POC at time of award when executing delivery orders at other Installations. EMCS lines that are severed, or equipment that is damaged, shall be repaired or replaced at the contractor’s expense. Work to correct the damage shall begin within 24 hours. All work to repair or replace equipment, or install new fiber lines to other connecting facilities, shall be accomplished according to the 502 CES/CEOFA shop standards, for EMCS installation.
22 PREVENTION OF FUEL SPILLS: Contractor may use temporary fuel tanks upon approval by the Contracting Officer. Tanks shall be surrounded by an earthen berm which provides 110% of the tank capacity. The berm shall be lined with a 40 mil polyethylene sheet held in place with weights located on the outside of the berm. All berms shall be inspected by the 502 CES PM or the PI prior to filling fuel tanks
