About this file
This addendum modifies the procurement documents for the Francis Scott Key Bridge Design-Build Project issued by the Maryland Transportation Authority (MDTA). The addendum addresses clarifications and modifications to the original solicitation for the design and construction of the FSK Bridge's main span and marine approaches. Key details include responses to bidder inquiries regarding project specifications, contract requirements, and technical specifications. The document provides critical updates to the bidding requirements and project scope that bidders must incorporate into their proposals. Bidders are instructed to acknowledge receipt of this addendum and include it as part of their bid submission to ensure compliance with the updated project requirements and evaluation criteria.
The addendum establishes that all prospective bidders must review and incorporate the modifications outlined herein into their responses. These modifications affect technical specifications, design standards, construction methodologies, and contractual obligations outlined in the original solicitation documents. The addendum serves as a binding supplement to the Request for Proposals and must be treated as an integral component of the bidding documents. Any bids submitted without acknowledgment of this addendum may be deemed non-responsive to the solicitation requirements established by the MDTA.

PRE-PROPOSAL CONFERENCE MEETING
CONTRACT NUMBER: KB-4907-0000
CONTRACT TITLE: KEY BRIDGE REBUILD MAIN SPAN & MARINE
APPROACHES
PRE-PROPOSAL DATE: JULY 30, 2026 AT 2:00 P.M.
Introductions
Good afternoon. My name is Jeffrey Davis and I am the Procurement Officer for Contract number KB-4907-0000, the Request for Qualifications for the Key Bridge Rebuild Main Span & Marine Approaches Project. Joining me today are Jason Stolicny, Deputy Director, Project Development and Brian Wolfe, Director of Project Development here at the MDTA. Thank you to everyone who registered for this Pre-Proposal Conference.
Purpose
The purpose of this Pre-Proposal is to answer any questions or concerns Offerors may have about the specifications or scope of work. Changes to the specifications or to the scope of work will be published as an Addendum on eMMA and will supersede the original published document. The Pre-Proposal minutes and list of conference registrants will be published as an Addendum and become part of this solicitation. Nothing stated at the Pre-Proposal conference may change the Request for Qualifications (RFQ) unless a change is made by the MDTA by written addendum.
General Information
The Maryland Transportation Authority (MDTA) is seeking the services of a qualified Design-Build Team (DB Team) for a Design-Build (DB) contract as defined in the Code of Maryland Regulations. The contract will be procured using the “Competitive Sealed Proposals” procurement method.
This Request for Qualifications (RFQ) is the first phase of the Competitive Sealed Proposals procurement. To be invited to proceed to the second phase of the procurement process, a Proposer must respond to this RFQ, by submitting a Statement of Qualifications (SOQ) on the due date and by the time specified.
MDTA anticipates that three (3) Proposers will be placed on the Reduced Candidate List (RCL). If there is sufficient interest by qualified Proposers and the MDTA is satisfied that there will be an acceptable level of response, then Phase Two – Request for Proposals (RFP) will be issued only to the RCL.
The MDTA’s goals for the Project, listed in descending order of importance, are:
A) Cost – Complete the Project at or below the total construction budget range of $3.5 billion to $4.0 billion while minimizing life-cycle costs.
B) Schedule – Fully open all four (4) lanes to traffic on the new bridge as soon as practicable. Work activities shall be sequenced to minimize impacts to maritime traffic and the Port of Baltimore and minimize disturbances to surrounding communities.
C) Safety – Provide a safe toll facility with zero fatalities and serious injuries for workers and the public during and after construction. Safe passage of all port and maritime traffic through the project site shall be maintained for the duration of the project in collaboration with federal, state and local agencies having jurisdiction.
D) Quality – Integrate high-quality design, materials, construction and operational aspects to deliver a resilient and aesthetically pleasing bridge achieving the minimum 100-year service life requirements.
E) Aesthetics – Design and Construct a visually attractive structure that serves as the gateway to Baltimore City and the Port of Baltimore.
MDTA desires that the FSK Bridge be open to traffic as near to December 31, 2030 as practicable. To that end, an incentive provision will be included in the Contract as a no excuse bonus for completion of the FSK Bridge Open to Traffic Date. All other contract work shall be completed no later than 18 months after FSK Bridge Open to Traffic Date.
In order to receive a contract award, an Offeror must be registered on eMMA.
Registration is free.
Questions are due no later than 4:00 p.m., EST, on August 4, 2026. All questions shall be submitted via email to mdtaprocurement@mdta.state.md.us with a cc to jdavis8@mdta.state.md.us.
SOQs, in the number and form set forth in Section 3 “SOQ Submission” must be received by the Procurement Officer no later than 12:00 p.m., EST, on August 19, 2026. The package delivery address is provided in the RFQ. Late SOQs will not be accepted.
Disadvantaged Business Enterprise Program and On the Job Training Goal
The OJT Goal for this Contract is 25 persons. MDTA has developed an On-The- Job Training Manual for the Key Bridge program which has been approved by the Federal Highway Administration. This OJT Manual will be provided as a part of the
RFP.
Due to the Federal funding of this project, we are subject to the US DOT DBE Program and Compliance requirements. Also, due to the US DOT’s 2025 IFR, mailto:mdtaprocurement@mdta.state.md.us mailto:jdavis8@mdta.state.md.us
MDTA was not able to assign any DBE goals to this project. The winning proposer would still be required to comply with all related US DOT DBE program compliance submittal requirements. Details on these requirements will be published in the
RFP.
Scope of Work
Jason discussed the scope of work (attached).
Questions
Are there any questions? Please submit them in the chat and I encourage you all to submit all questions you ask today in writing to my email as well. We will do our best to answer what questions we can during this call, but all questions received will be answered in a forthcoming addendum.
Thank you for attending this Pre-Proposal Conference and Good Luck!
Scope of Work
The Francis Scott Key Bridge (FSK) was a 1.7-mile-long bridge on I-695 spanning the navigable Patapsco River providing a critical connection to the Port of Baltimore. I-695 is a fully access controlled highway, forming the southeastern section of the beltway loop around Baltimore City. The Project will construct the Main Span bridge and Marine
Approaches. The proposed Main Span bridge shall be a cable-stayed bridge whose main span over the Federal Navigational Channel shall be 1,665 feet long with a minimum vertical clearance as defined in the approved USCG Bridge Permit (1-25-5 and approved amendments).
MDTA intends to secure the design services for the Main Span, cable stayed bridge and portions of the vessel collision protection system. These designers, contracted directly to
MDTA, will complete the design and provide signed and sealed plans for the cable stayed bridge and the vessel collision protection system for the main pylons (also referred to as
Pier 24 and 25). These scope elements will be Directive Work and MDTA will be providing design support during construction to support Requests for Information, Shop Drawing
Reviews, and plan changes during construction (Redlines). The remainder of the design, including the Marine Approach spans and the vessel collision protection for the remainder of the cable stayed foundations (Piers 22, 23, 26, and 27) will be the responsibility of the
DB Team to design to completion, sign and seal, and construct, including design support during construction.
The MDTA is seeking DB Teams that are committed to performing to a high degree of quality, are committed to environmental compliance, and have proven experience in the design and construction of bridges and highway infrastructure having similar scope, magnitude and complexity as this Project. The DB Teams should be capable of developing innovative and cost-effective design and construction solutions that will achieve the MDTA’s goals for the Project; and be willing to partner with the MDTA and other Project stakeholders for the mutual success of the Project.
The Project consists of completing the final design and construction of a four-lane bridge crossing over the Patapsco River that is consistent with the Categorical Exclusion for the
Project approved by Federal Highway Administration (“FHWA”) on July 23, 2024. The final design and construction performed by the DB shall incorporate the following Early
Work Packages (EWPs) completed under MDTA Contract No. KB-4903-0000:
• EWP-2 and EWP-4 – Production Pile Procurement and Installation
Procurement and installation of 138 ea. 96-inch diameter steel pipe piles for the pylon and pier protection foundations.
• EWP-3 and EWP-5 – Trestle Material Procurement and Installation
Procurement and Installation of mainline south and north access trestle.
• EWP-8 – Pier Protection Pile Procurement
Procurement of 100 ea. 96-inch diameter steel pipe piles for the pylon pier protection foundations. MDTA anticipates installing these piles as part of an upcoming EWP.
As part of MDTA Contract No. KB-4903-0000, the Progressive Design-Build Contractor completed 90-percent design of the Project. These 90-percent design plans, reports, geotechnical data, base mapping, and associated permits for the relevant work elements will be provided with the Request for Proposals.
The land approaches will be constructed under design-bid-build procurements separate from this Project, as well as for the demolition of portions of remaining bridge structures and associated miscellaneous marine work. These construction contracts will occur concurrently with the Project. The Design-Builder will need to coordinate with the adjacent Contractor(s) building the land approaches.
The Design-Builder will be responsible for constructing the final prestressed concrete girder span adjacent to the marine spans on each side of the Patapsco River. The land approach Contractor(s) will procure the prestressed girders for these spans based on the approach span design and store the girders onsite for erection by the Design-Builder.
The land approach Contracts will construct conduit for electrical and fiber optic within their project limits. The Design-Builder will be responsible for fiber and electrical line installation and system wide testing and integration for the complete FSK Bridge

No. Questions Answers
Why such a long time between the August 19th deadline and the June 2027 deadline to make a final decision?
The Request for Qualifications is followed by a Request for
Proposals to the Reduced Candidate List. The process to respond to the RFP and make a final selection will take until
June 2027.
Why such a long time goal of December 31, 2030 to finish this.
The December 31, 2030 completion date reflects MDTA's assessment, informed by industry experts, of a reasonable yet aggressive schedule for a project of this magnitude and complexity.
How many companies in the US (and globally) do this type of work?
MDTA does not maintain this type of list. A list of pre-proposal meeting attendees is included in Addendum 1.
Why was the other contract canceled that created this situation?
Please refer to MDTA's Press Release concerning the off ramp decision: https://mdta.maryland.gov/blog-category/mdta-news-releases/maryland-transportation-authority-ramp-progressive-design-build
Do you have a list of Prime Contractor participants that you can share? We want to make sure we aren’t missing anyone and that we give ourselves adequate time to update our quote.
Potential sub-contractors interested in participating in the
Project should reach out to Prime Design-Build Contractors. A list of pre-proposal meeting attendees is included in
Addendum 1.
Please clarify whether a firm is prohibited from participating in the KB-4907-0000 procurement, including submission of an
SOQ, Technical Proposal, or Price Proposal, solely because it employs individuals who previously worked for firms identified in Section 1.15 and performed services on the Francis Scott
Key Bridge Replacement Project while employed by those firms.
If an individual person was conflicted, they would have been identified in the RFQ. Former employees of conflicted firms may consult state ethics for their specific issue, but it is not
MDTA's intent to exclude them.
Is the MDOT going to be issuing any type of structural drawings or bridge design concepts to the potential bidders or is each bidder required to offer their own design of the bridge with there RFP?
MDTA will provide Directive Design Documents with the RFP for select Project elements, including the Main Span Cable-
Stayed Bridge, the Pier Protection Systems at Piers 24 and
25, and certain other elements (e.g., ITS plans). In addition, MDTA will provide Indicative Plans reflecting the design development completed to date for other Project elements for which the Design-Builder will be responsible for completing the final design and construction.
Under section 1.3 “Project Description” I did not see a provision for OSRO or ER services. Will this be a separate solicitation and will MDTA be procuring it, or will it be procured by the awarded bridge builders?
The Request for Proposals will include various requirements for environmental compliance. MDTA will not be performing a separate solicitation for environmental services.
In the RFP phase for this project, will the MDTA have the following as preconstruction requirements:
- The ability for a General Contractor or any relevant partner to clearly show in real-time the running cost, schedule, and risk impacts of construction, design, and material choices using a design-build, progressive design build, or any other collaborative delivery process
- The ability for MDTA to access and see all relevant project data and communications at any time with their own credentials.
- The ability for MDTA and relevant partners to build scenarios for construction, design, and material choices to demonstrate cost, schedule, and risk impacts.
- The ability to create cost trendlines based on the completion of construction milestones.
- The ability to retain all project data for relevant future projects.
The Request for Proposals will include various requirements for the Design-Build Team to monitor, track, and control the
Project.
Will the Reduced Candidate list that is selected in mid-
October be published on Emma or available publicly?
This procurement is a competitive sealed proposal. By state regulations, MDTA is not allowed to publicly divulge the identity of the firms on the Reduced Candidate List.
RFQ_Questions_Addendum No. 1.xlsx 1 of 3 7/31/2026
No. Questions Answers
As a Small Local Business, how can we be included in the required RCL Local and Small Business Outreach Events?
The firms included in the Reduced Candidate List are responsible for advertising their local and small business outreach.
Can you please update the Excluded list; several firms we spoke with during teaming meetings, self-identified as being excluded but they were not on the list?
The Request for Qualifications includes the list of firms who are restricted from participating in Section 1.15. MDTA does not have any updates to the list at this time.
The RFQ defines an “Independent Design Quality Manager
(IDQM)” who is retained by the Design Builder but independent of the main Designer.
Is it the MDTA’s intention that the IDQM be named by
Proposers:
• in their SOQ,
• in their response to the RFP (if they are on the Reduced
Candidate List), or
• subsequent to RFP if they become the successful Design
Build Team?
After the RCL is established, Proposers will need to identify the IDQM in response to the RFP, as a part of their Technical
Proposal.
Will the firms who are awarded this Main Span & marine
Approaches be excluded from the upcoming KB Land
Approach contracts?
Firms who are awarded the Main Span Bridge and Marine
Approaches Design-Build Contract will not be excluded from participating in the Land Approach contracts.
15 Will an attendee list from today's meeting be released?
Yes, a list of pre-proposal meeting attendees is included in
Addendum 1 to the RFQ.
Will the directive package be released in the RFP with 100% design?
Yes, Directive Design plans will be provided as part of the
