SECTION 011000
SUMMARY OF WORK
PART 1 - GENERAL
1.1 SCOPE
A. The Contractor – used in DDB, DB or R&A must provide all material, labor, tools, plant, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the construction of a postal facility reroofing project for the Postal Service, including all incidental work described in the contract documents.
B. The scope of work is indicated on Drawings G1.1, G2.1, A1.0 through A1.4.
1. Additional Scope:
a. The contractor shall provide, as a part of his contract, a designated person who will be stationed inside the post office, directly beneath the area of work, for the duration of said work, with the sole purpose of collecting or cleaning up any debris which may fall from the existing ceiling interior as a result of the work being done above. The contractor shall provide and install removable covers for protection for all equipment and materials inside the post office during the roofing work. Covers are to be suspended from supports or the roof structure above all postal equipment. Postal employees must be allowed to work under the covers so as to not impede postal operations in any way. In areas exposed to structure and other interior areas likely to experience dust and/or debris falling, install 6 mil. anti-static poly sheeting attached to overhead structure, do not drape over equipment. To the extent possible, Contractor is to inspect interior side of roof deck and determine any items that are attached to, or near, deck. Contractor shall take action as required to avoid damage to such items.
b. Prior to renovation of Roof Area A through J, the identified ACM’s will need to be removed by a state licensed asbestos contractor using methods in accordance with current applicable state and federal regulations. Please note that as the building is commercial in nature, asbestos abatement requirements fall under National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR Part 61, Subpart M). In general, NESHAP regulations require the owner or the operator of the renovation or demolition operation to notify the appropriate delegated entity (State of Ohio) before any renovation of buildings that contain a certain threshold amount of regulated asbestos-containing materials. The rule also requires work practice standards that control asbestos emissions. Work practices involving the removing of asbestos-containing materials require adequately wetting the regulated asbestos-containing waste material as expediently as practicable. These work practices are designed to minimize the release of asbestos fibers during demolition/renovation, waste packaging, transportation, and disposal. Abatement activities will also need to be monitored and confirmed complete by an asbestos professional. Additionally, trace amounts of asbestos were detected in the roof membrane flashing on Roof A.
The trace of asbestos <1% materials should be handled per OSHA protocols and any local and state requirements.
C. All work shall be in accordance with applicable codes and local regulations that may apply. In case of conflict in or between the Contract Documents and a governing code or ordinance, the more stringent standard shall apply.
