About this file
This is an Invitation to Bid (ITB) issued by the Southeastern Pennsylvania Transportation Authority (SEPTA) for Sealed Bid No. 26-00248-ATWP, covering a 3-year contract for Railcar Transformer PCB Draining services (though the letter references "Pavement Marking" as the work, which appears to be an error given the bid number). Bids must be submitted electronically through SEPTA's Electronic Procurement System (ePS) by Thursday, October 8, 2026, at 11:00 AM. All questions must be submitted by Thursday, October 1, 2026, at 12:00 PM to be guaranteed an answer, and any inquiries or requests for modifications must be submitted at least five calendar days prior to bid opening. Questions should be directed to Timothy Porter at twporter@septa.org or (215) 580-5135. The bid opening will occur electronically at the scheduled date and time, with attendance not mandatory. Bids must remain firm for at least ninety days from the bid opening date and may not be withdrawn during that period.
SEPTA reserves the right to reject any and all bids as determined to be in its best interest. The contract is subject to a financial assistance agreement between SEPTA and the U.S. Department of Transportation. Bidders must comply with Title VI of the Civil Rights Act of 1964 and related nondiscrimination requirements, with disadvantaged business enterprises afforded full opportunity to submit bids without discrimination based on race, sex, color, or national origin. All contractors must comply with applicable Equal Employment Opportunity laws and regulations and certify compliance with Executive Order 12549 regarding ineligible contractors. Mailed or hand-delivered bids will be rejected; only electronic submissions through ePS will be accepted.
