Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS

Acquisition Plan Action ID: 36C246-23-AP-1158
Contracting Activity: Department of Veterans Affairs, VISN 06, HamptonVA Medical Center 100 Emancipation Drive, Hampton, VA 23667 for Salisbury Health Care Center 1601 Brenner Ave., Salisbury, NC 28144. 2237: 659-23-1-048-0045
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Salisbury’s Educational Team requires brand name only SimMan 3G Plus, laptop, and all in one PC to train staff members. The simulator offers safe and realistic practice for out of operating room airway management skills and supports the training for VHA Directive 1157 . The instructional software and equipment provides highly realistic patient training and is compatible with the scenarios that the national Sim Learn center has created and purchased. The Estimated Amount of this acquisition is
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is an upgrade to the system currently utilized at the facility. This brand is also utilized at the national simulation learning center. Procuring a different brand would lead to additional costs to the government and be cost prohibitive as it would not be compatible with the equipment in use at the facility. Because this brand is in use at the national simulation learning center, if another brand were to be procured, the software currently utilized for debriefings and simulations would not be compatible. The Sim Center in Salisbury owns scenarios programed for this simulator and would have to rewrite or purchase new scenario software at an additional cost to the government not expected to be recovered through competition.
Description of market research conducted and results or statement why it was not conducted:
Searches of VIP, NAC, SAC, GSA, and FPDS were performed. Multiple small businesses were identified that provide the required equipment. Therefore, it is the CO’s recommendation to solicit a FFP PO on the open market as a small business set-aside..
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
