About this file
This is a Justification for Single Source procurement document submitted by the City of Jacksonville's Recreation and Community Programming Department to the Finance & Administration Department's Procurement Division. The document justifies a single-source award to Aging True for meal delivery services under the Older Americans Act (OAA) Title III Meals on Wheels program. The procurement covers administration, preparation, packaging, and delivery of nutritious meals to eligible senior residents aged 60 and older in Duval County who have difficulty obtaining or preparing meals independently. The request was submitted on September 11, 2026, and market research was conducted by Tourea Robinson and Sephora Crane. The city requires continuity of service to maintain uninterrupted meal delivery to participating seniors while meeting established program requirements.
Aging True is designated as the lead agency and local overseer of the OAA Title III Meals on Wheels program in Duval County and is the recommended meal delivery provider for the Northeast Florida area by the Florida Department of Elder Affairs. The justification emphasizes that Aging True's established role, program oversight, infrastructure, and experience serving eligible seniors in the region position it uniquely to provide these services efficiently and effectively while ensuring compliance with program requirements. The single-source award was processed according to the City of Jacksonville Procurement Code 126.306(a)(8) and the Procurement Operating Manual. No conflicts of interest were identified in the procurement request.
