About this file

This document is a sole source justification for a federal contract award. The Department of Veterans Affairs Strategic Acquisition Center plans to award a sole source contract to Clinicomp International, Inc. valued at $756,300. The contract is for Clinicomp to provide proprietary medical system interfaces for its Tele Critical Care application to integrate with the Clinical Information Systems at 15 VA medical centers. The interfaces will provide necessary patient health data to support treatment and diagnosis for veterans receiving care through the Tele Critical Care program, which is expanding in response to the COVID-19 pandemic. As the original equipment manufacturer and sole owner of the required proprietary technology, Clinicomp is the only company qualified to develop and install the needed Admit/Discharge/Transfer interface components. The justification cites the interface as a proprietary component of an existing major VA health system, and replacing it would cause significant cost duplication and delays. The contract was awarded on May 24, 2021 for one year performance from June 1, 2021 through May 31, 2022.

In such circumstances where commercial price list and Government contracts are not available, then the Contracting Officer shall use any other reasonable basis to support a price fair and reasonable.

8. A description of the market research conducted:

Market Research was completed on April 12, 2021. Clinicomp is the only organization authorized to develop and install the needed ADT interface. Clinicomp does not utilize resellers in any capacity.
