About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document supporting a sole-source procurement award.

The 502d Contracting Squadron (CONS) at JBSA-Lackland, Texas is executing this justification on behalf of the 737th Training Group to procure dormitory furniture for Basic Military Training (BMT) facilities. The requirement includes 4,568 wall lockers, 4,568 bed frames, 4,568 H-frame chairs, and 2,284 bunk bed adapters, with services including freight, delivery, assembly, installation, placement, and removal of old furniture. The vendor is a small business classified under NAICS code 337127 (Institutional Furniture Manufacturing). The acquisition will be funded with FY26 Operational and Maintenance (O&M) funds as a one-time firm fixed price contract. The Government conducted market research and posted a Notice of Intent on 7/11/2026 (closed 7/17/2026), receiving one interested vendor whose pricing exceeded the Government estimate and posed nonconformity risks to existing installed furniture.

The justification relies on statutory authority under 10 U.S.C. 3204(a)(1) and RFO 12.201-2, emphasizing mission-critical schedule constraints tied to a projected Program Growth Line (PGL) increase during FY26. The incumbent contractor's proprietary designs are already vetted and standardized across the BMT campus; introducing an alternative manufacturer would require 6-9 months for redesign, prototyping, and testing, creating unacceptable delays and duplication of costs. The Government evaluated Federal Prison Industries (UNICOR) and the AbilityOne Program but determined neither could meet the specific dimensional and form-fit-function requirements. The justification commits to continued market research for future requirements to identify competitive alternatives when schedule flexibility permits.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

The Department of the Air Force, Air Education and Training Command, 502d Contracting Squadron (CONS), JBSA-Lackland, TX is executing this sole source justification and approval on behalf of the 737th Training Group (TRG)

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This is a sole source justification. Requirement is for the 737 TRG Basic Military Training (BMT) located at Joint Base San Antonio (JBSA) Lackland San Antonio, TX. This requirement will be awarded as a sole source contract for dormitory furniture to include:

- Qty 4,568 wall lockers

- Qty 4,568 bed frames

- Qty 4,568 H-frame chairs

- Qty 2,284 bunk bed adapters

The requirement consists of freight, shipment delivery, assembly, installation, placement, removal of old furniture, and all equipment must be fully operational and tested in accordance with (IAW) the Statement of Work (SOW). Vendor is a small business under North American Industry Classification System (NAICS) code 337127.

Contractor:

Cage Code:

Unique Entity ID:

Requirement will be funded with O&M (Operational and Maintenance) funds under FY26. This will be a one-time firm fixed price contract. Action is valued at

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

To support the projected Program Growth Line (PGL) increase and the continued infrastructure expansion of the Air Force's Basic Military Training (BMT) facilities, this acquisition delivers the critical dormitory furnishings required to bring new and existing facilities to immediate operational capacity.

The scope of this requirement encompasses the procurement, delivery, assembly, and installation of specialized/customized dormitory assets. These assets must strictly adhere to physical standardization mandates to ensure they are identical, interchangeable, and physically compatible with the existing BMT footprint. Enforcing a single, uniform furniture standard is an operational necessity because it guarantees an equitable, distraction-free training environment for all trainees, maintains rigorous military inspection standards, and allows the Government to rapidly swap or replace damaged components dynamically without introducing logistical or visual inconsistencies.

The scope of this procurement is classified under North American Industry Classification System (NAICS) code 337127 (Institutional Furniture Manufacturing), matching the historical precedent established in the prior BMT infrastructure acquisition. To meet the critical standardization mandate and eliminate

May 2026 Page 3 of 6May 2026 Page 3 of 6 severe schedule risks tied to the FY26 PGL escalation, the Government intends to award a sole-source contract to the incumbent contractor, Their proprietary designs are the thoroughly vetted and have established physical standards across the entire BMT campus, making them the only source capable of fulfilling this requirement without introducing unacceptable operational and logistical friction.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901

RFO 12.201-2, Other procedures - 10 U.S.C. 3204(a)(1)

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

1. Mission Requirement & Impact of PGL Increase:

Due to a projected increase in the PGL during Fiscal Year 2026 (FY26), the Department of War faces an urgent requirement to rapidly replace outdated dormitory furnishings to prevent trainee bed-space shortfalls. Securing these identical, standardized furnishings directly from is critical to maintaining uncompromised BMT operations, rapidly executing FY26 funding, and mitigating severe schedule delays that would directly disrupt the incoming trainee pipeline.

2. Previous Competitive Vehicle Limitations:

is the incumbent manufacturer and current holder of Indefinite Delivery Indefinite Quantity (IDIQ) contract . While this vehicle was competitively awarded to as the Lowest Priced Technically Acceptable (LPTA) offer, the contract has officially closed after successfully reaching its maximum ordering ceiling. Consequently, no future delivery orders can be executed under the existing IDIQ. However, the customized items from were found to meet all technical standards and delivered timely.

3. Technical Standardization & Preservation of Government Investment:

To date, the Government has invested proprietary, customized dormitory furniture, which has been thoroughly evaluated and approved to meet strict BMT dormitory safety and space standards. Awarding this requirement to any other vendor would introduce severe equipment cross-compatibility and logistical issues:

a. Failure to Standardize: Mixing mismatched furniture designs within the same footprints compromises uniform safety inspections, operational standardization, and unit cohesion.

b. Duplication of Resources: Introducing a second, non-standardized furniture line would force the Government to expend significant additional manpower, storage space, and logistical resources to track, partition, and maintain separate inventories within the same training facilities.

4. Efficiency & Administrative Duplication of Effort:

A direct sole-source award to is the only acquisition strategy that avoids a substantial duplication

May 2026 Page 4 of 6 of effort. Initiating a new, full-and-open competitive acquisition would require an estimated 6 to 9 months for market research, solicitation, and technical evaluations. This administrative delay would guarantee a gap in dormitory availability during the peak of the FY26 PGL surge.

Recommendation:

Because is the only source capable of providing identical, pre-approved BMT-standard furnishings without causing unacceptable schedule delays or a wasted duplication of government investment, awarding a sole-source contract to is uniquely in the best interest of the Government.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

1. Market Research and Capable Sources

A comprehensive market assessment was conducted to identify viable sources capable of satisfying the Government's requirement for dormitory furnishings. While several commercial suppliers possess the general manufacturing capability to produce dormitory furniture, none are capable of satisfying the critical delivery timeline mandated by the upcoming PGL escalation.

Introducing an alternative manufacturer at this stage would introduce unacceptable technical and operational risks. Any alternative product would require a complete system redesign, prototype manufacturing, and extensive physical testing to verify compliance with Basic Military Training (BMT) safety, durability, and space-configuration standards. The substantial lead time required to complete these mandatory technical evaluations would cause a critical, unavoidable shortfall in dormitory capacity, directly disrupting the core BMT trainee pipeline.

The following potential sources were reviewed on previous and similar acquisitions in accordance with statutory requirements and federal priorities:

• Federal Prison Industries (FPI / UNICOR): In accordance with (IAW) RFO Part 8, FPI was evaluated as a potential mandatory source of supply. A query of www.unicor.gov utilizing Product Service Code (PSC) 7125 yielded various dormitory furniture products. However, a rigorous technical review determined that UNICOR's standard catalog items fail to meet the exact dimensional, design, and form-fit-function specifications required for the established BMT wall lockers and bed frames. Consequently, FPI cannot fulfill this mission-critical requirement.

• AbilityOne Program: The AbilityOne procurement list (www.abilityone.gov) was thoroughly reviewed to determine if this requirement could be satisfied by the Committee for Purchase From People Who Are Blind or Severely Disabled. A search for "dormitory furniture" returned no matching results. It is confirmed that the AbilityOne Program does not possess the capability to support this requirement.

• Non-Manufacturer Rule (NMR) Applicability: Because the estimated value of this acquisition exceeds the threshold, the Small Business Administration (SBA) Non-Manufacturer Rule (NMR) is applicable. A review of the SBA's NMR Class Waiver list confirmed that NAICS 337127 (Institutional Furniture Manufacturing) does not currently have an active class waiver.

Accordingly, the NMR strictly applies to this procurement; to remain eligible, any small business

May 2026 Page 5 of 6 non-manufacturer must supply the end product of a domestic small business manufacturer.

2. Mitigation of Schedule Risk and Duplication of Costs

Research indicates that is the only source capable of fully mitigating the critical schedule and operational risks associated with this procurement.

proprietary designs are already fully vetted, certified, and physically integrated within existing BMT dormitories.

Awarding to any other source would result in substantial, highly inefficient duplication of cost and effort. The Government would incur significant, unrecoverable expenditures in engineering, design integration, prototype manufacturing, and administrative oversight to re-evaluate alternative products.

Furthermore, the resulting schedule delays would severely jeopardize trainee throughput, making competition for this requirement impractical and highly detrimental to the mission.

3. Notice of Intent

A notice of intent was posted on 7/11/2026 and closed 7/17/2026. The Government received notice of one interested party resulting from this posting. Although vendor response was received within the noted time frame; vendor pricing exceeded the Government estimate and the Government would risk nonconformity to existing furniture already installed, which would result in technical and operational risks.

4. Streamlined Acquisition Strategy

Our research indicates that in order to expedite this mission-critical requirement and minimize administrative lead time, the Government will execute this sole-source procurement utilizing commercial and simplified acquisition procedures. This strategy is authorized under RFO Part 12 (Acquisition of Commercial Products and Commercial Services). This approach ensures the rapid obligation of funds and the accelerated delivery of critical dormitory furnishings to support the surge in the BMT trainee population.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

Not applicable.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

While the Government is committed to maximizing competition to achieve the best value and pricing for taxpayers, this specific acquisition requires a sole-source procurement to eliminate unacceptable schedule risk and ensure immediate compatibility with established Government standards.

Proceeding with an alternative source at this juncture would severely compromise mission-readiness timelines. The 737 TRG and 502 CONS will continue to perform active market research under RFO Part 10 for all subsequent requirements to identify emerging products and determine if competitive

May 2026 Page 6 of 6 acquisition strategies can be utilized in the future.

The Government will continuously monitor market conditions and evaluate alternative manufacturers to assess their ability to satisfy future mission requirements.
