About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Simplified Acquisition Procedures. The Coast Guard intends to purchase two specialized pieces of equipment directly from Fatigue Technology Inc. (FTI): a Medium Brute Hydraulic Offset (MBHO) Puller (MBHO-20) and an FT-200D Hydraulic Powerpak. These tools are specifically designed for FTI's patented Cold Expansion (Cx™) technology, which improves the fatigue life of metal structures, particularly for H60 helicopters.

The procurement is being conducted on a sole-source basis under FAR 13.106-1(b)(1) because FTI is the only source reasonably available. The company owns all technical data and rights to the equipment, and the government does not possess the ability to reverse engineer or develop alternative sources. A combined synopsis/solicitation will be posted on SAM.gov, allowing all responsible sources to submit capability statements or quotations. The anticipated award is planned for around 10 June 2025, with a required delivery of 24 weeks after receipt of order. The total procurement is considered an unrestricted requirement with a NAICS code of 336413 and a small business size standard of 1,250 employees.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The equipment to be purchased under this acquisition is highly specialized and is specifically designed for use with FTI’s Cold Expansion

(Cx™) fastener systems. This process greatly improves the fatigue life of metal structures, particularly around fastener holes, and has been approved by USCG Engineering for use on all H60 helicopters.

As the OEM, FTI owns all rights to the technical data, specifications, and drawings required for the manufacture of this equipment. The rights to the technical data necessary to acquire this equipment from sources other than the OEM or an OEM approved source are not owned by the Government, and it has been determined that it is uneconomical to purchase these rights. The equipment must meet critical safety, durability, and reliability requirements, the achievement of which require extensive and/or sophisticated testing. The Government does not own or possess any rights to the relevant technical data, specifications, and drawings required to develop an adequate purchase description. In addition, the Government has not developed the technical data required to reverse engineer this equipment and has no plans to do so.

This equipment is not available from any required or optional source of supply IAW FAR 8.002. A combined synopsis/solicitation will be posted to the Contract Opportunities section of the web site at www.sam.gov. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
