About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) for a sole source procurement. The Coast Guard requires a flat rate overhaul of 4 Stabilizer Test Sets (NSN 4920-01-526-5799) used to perform functional checks on the MH-60T airframe, with an option to overhaul up to 5 additional units. The sole source vendor is Ultrax Aerospace Inc. of Lee's Summit, MO, who is the Original Equipment Manufacturer (OEM) with exclusive rights to the technical data, service manuals, and calibration specifications. The procurement is justified because Ultrax Aerospace is the only authorized source for these highly specialized test sets, as prescribed by Naval Air Systems Command maintenance protocols, and the government does not own the technical rights to have the equipment repaired by another vendor.

The estimated total value is not explicitly stated, but the contract will be awarded through a combined synopsis/solicitation on SAM.gov, with all responsible sources invited to submit capability statements or quotations. The Coast Guard will determine fair and reasonable pricing through comparison with previous purchase prices and similar industry items. The contract includes provisions for the contractor to quote any additional repairs identified during evaluation, with the Coast Guard having the option to request overhaul of additional units within one year of award at the same price and terms. The procurement is being conducted under FAR 13.106-1(b) authority for situations where only one source is reasonably available.
