About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The document justifies a sole-source procurement from Technical Marine Service, Inc., located at 6040 N Cutter Circle, Suite 302, Portland, Oregon 97217 (UEI: EHE2CBEAY523). The procurement is for twelve (12) Display Optoelectronic units (NSN: 5980-01-609-7348, Part Number: 006748) at an estimated unit cost of $2,787.00 each, with a total estimated value of $33,444.00. The items are needed for repair and restoration of Vacuum Tank and Sewage Holding Collection Tank systems used onboard 270' WMEC Class Coast Guard Cutters and must be programmed for PLC control.
The justification for restricting competition to a single source is based on the determination that only one source is available. The Coast Guard did not purchase manufacturer proprietary data rights and cannot certify that alternative part numbers would mount to, interface with, or operate effectively with existing equipment. Failure of non-conforming alternative parts could damage the cutters and endanger personnel safety. The Display Optoelectronic components are included in Approved Parts List configurations (APL 500U8R10A1, 2, 3) and must maintain identical configuration to ensure effective logistics support per the Commandant's instruction 4130.6B on configuration management. Technical Marine Service, Inc. is identified as the original equipment manufacturer of the Computer Subassemblies. The document was signed by Craig Faw, Equipment Specialist, on 6/11/2026, and by the Contracting Officer on 6/10/2026. No fair and reasonable price determination method was selected on the contracting officer's checklist.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE: The Coast Guard did not purchase the manufacturer's proprietary data rights and therefore cannot determine with certainty that an alternative part number would mount to, interface with, or operate effectively with Coast Guard Cutters. Failure of an alternative part, not conforming to the OEM's specifications, could cause damage to the cutters; it could also create a situation that would endanger life of the ships' personnel. The Commandant's instruction 4130.6B calls for configuration management. These Display Optoelectronic are in APL 500U8R10A1, 2, 3 which are used on the 270 class cutters and must be the same configuration to ensure effective logistics support. Technical Marine Service, Inc. is the
