About this file

This is a Justification for Other Than Full and Open Competition (JOTFOC) document for a simplified acquisition of exterior horn parts for U.S. Coast Guard 47-foot Marine Law Enforcement boats. The Coast Guard is procuring 60 units of EXTER. HORN (Part Number M95435, NSN 5965-01-398-8871) manufactured exclusively by Raymarine Company. The justification supports a sole-source, brand-name procurement based on the unavailability of technical data—specifically manufacturing drawings, specifications, tolerances, parameters, and test procedures—necessary to assess equivalent or alternate equipment. The Coast Guard determined that any attempt to manufacture this item without proper technical documentation could result in major mission degradation, as these parts are critical for proper asset operation. The contracting officer conducted market research and determined no other manufacturers' products could meet the performance, fit, form, and function requirements.

The related solicitation (2126406B27DSCA031) is a combined synopsis/solicitation issued as a Request for Quotation with a closing date of February 20, 2026, at 12:00 p.m. Eastern Standard Time. This procurement is 100 percent set aside for small businesses under NAICS code 336611 (Ship Building and Repairing) with a 1,000-person size standard. The Coast Guard will award a Firm Fixed Price Contract to the lowest responsible source capable of providing authentic OEM Raymarine parts. Delivery of all 60 units is required by March 30, 2026, to USCG Yard in Baltimore, Maryland (Building 88, 2401 Hawkins Point Road). Quotations must include pricing on an FOB Destination basis, and offerors must be registered in the System for Award Management (SAM) and provide their SAM ID and Tax Identification Number with their offer.
