About this file

This Justification for Other Than Full and Open Competition (JOFOC) documents ATF's intent to award a sole-source, firm-fixed-price purchase order to Ensign-Bickford Aerospace & Defense Company for explosives and explosive products. The procurement involves five line items of specialized explosives used in training, including slip-on boosters, shock tubes, and detonating cords, with a total estimated value of $68,743.00 and a required delivery date of June 30, 2025.

The sole-source justification is based on the need for training consistency across Explosives Ordnance Disposal (EOD) teams from multiple military branches. ATF's Homemade Explosives Program has standardized its training procedures around Ensign Bickford's products, and military directives require the use of explosives with specific Department of Defense identification codes. The contract will be awarded under FAR 6.302-1, which allows for procurement from only one responsible source that can satisfy agency requirements.
