Brookfield Lakin LLC (Developer) requests Statements of Qualifications from qualified general contractors for Job Order Contracting construction services for general utility construction services, maintenance, repairs, reconstruction, alteration, and related construction work for facilities located in or benefitting Alamar Community Facilities District No. 1 (District Facilities).
The Developer intends to procure up to three (3) Job Order Contracts from this solicitation. The resulting master contracts will be indefinite delivery, indefinite quantity contracts. There is no guarantee of the number of Job Orders, the total value of Job Orders, or the assignment of any particular Job Order to any selected JOC Contractor.
The initial term of each JOC Contract will be one (1) year. The contract may be renewed for up to two (2) additional one-year terms based on successful performance, Developer needs, available authority, and any applicable procurement requirements. The annual maximum value and the maximum value of an individual Job Order shall not exceed $3,000,000 unless a different limit is authorized by Developer and permitted by applicable law and governing agreements at the time the Job Order is executed.
• Each Job Order will define the specific scope, schedule, deliverables, technical requirements, price, bond and insurance requirements, permitting obligations, closeout requirements, and any project-specific conditions.
• No construction Work may commence until Developer and the JOC Contractor have agreed in writing on the Job Order scope, schedule, and Job Order Price and Developer has issued a written Notice to Proceed or other written authorization.
• The JOC Contractor shall furnish all labor, supervision, materials, equipment, tools, subcontractors, suppliers, permits, traffic control, safety controls, quality controls, testing coordination, documentation, and closeout deliverables necessary to complete issued Job Orders.
• Incidental design or professional services may be required only when specifically authorized in a Job Order and must be performed by appropriately licensed design professionals when required by law.
Section II - Scope of Work / JOC Requirements
The scope of this JOC is to provide general utility and related construction services for a broad range of Alamar Community utility-related projects. Work may include maintenance, repair, rehabilitation, reconstruction, alteration, minor construction, major construction, and related incidental services necessary to complete individual Job Orders.

• Trenching, excavation, shoring, dewatering, backfill, compaction, utility installation, utility relocation, restoration, testing, tie-ins, commissioning support, and related site restoration.
• Construction, repair, and rehabilitation of water treatment or production facilities, booster pump facilities, piping, process equipment, chemical feed and storage systems, reservoirs, pressure-reducing valve stations, and similar facilities.
• Construction, repair, and rehabilitation of wastewater facilities, lift stations, odor/sulfide control systems, reclaimed water facilities, and related mechanical, electrical, instrumentation, controls, and SCADA elements.
• Asphalt and concrete restoration, including full-depth pavement sections, overlays, patches, curbs, gutters, sidewalks, driveways, and other restoration required by a Job Order.
• Permitting support and compliance with approved traffic control, SWPPP, dust control, haul route, stockpile, ADEQ, City of Avondale, Maricopa County, utility, and other applicable agency requirements.
B. Job Order Process
1. Developer identifies a potential Job Order and provides available scope information, plans, specifications, site information, budgetary constraints, schedule requirements, and applicable project-specific conditions.
2. Developer may request a proposal from one or more JOC Contractors based on qualifications, availability, performance, rotation, expertise, capacity, location, schedule, or other procurement-compliant assignment criteria established by Developer.
3. The JOC Contractor evaluates the scope, attends meetings or site walks if requested, identifies assumptions, exclusions, constraints, permit needs, long-lead items, schedule risks, and proposed subcontractor/supplier participation.
4. The JOC Contractor submits a written Job Order Proposal that includes scope narrative, price proposal, schedule, proposed subcontractors and suppliers, assumptions and exclusions, safety/traffic control approach, required permits, and required bonds/insurance if applicable.
5. Developer reviews, clarifies, and negotiates the Job Order Proposal to confirm a fair and reasonable scope, schedule, and price.

C. JOC Contractor Responsibilities

• Attend Developer and project meetings as required. Repeated non-participation, lack of preparedness, or failure to respond may be grounds for non-renewal, suspension of Job Order assignments, termination of a Job Order, or termination of the Master JOC Contract.
Section III - Pre-Submittal Conference
A Pre-Submittal Conference will be held at the date, time, and location listed in the RFQ schedule. Attendance is encouraged. Unless the RFQ or a written addendum states that attendance is mandatory, nonattendance will not automatically disqualify a Respondent.
