About this file
This is a Memorandum to File justifying the use of non-competitive procurement for a Federal Acquisition Regulation (FAR) Part 12 Commercial Acquisition under the Simplified Acquisition Threshold.
The MAMC Department of Pathology is procuring Abbott RALS-Web3 middleware software to automate the transfer of patient point-of-care test results from medical analyzer instruments into patient Electronic Health Records. The requirement encompasses interfaces for Nova Biomedical glucose meters, Abbott i-STATs, Nova Biomedical Prime Plus, Siemens Clinitek Status, Haemonetics TEG 6s analyzers, and other analyzing instruments. The software must provide bi-directional administrative oversight on certifications and re-certifications for approximately 1,000 testing personnel, manage reagent expiration dates, conduct quality control testing, and maintain critical results documentation. Additionally, RALS-Web3 must ensure compliance with Defense Health Agency Information Security infrastructure requirements and perform to standards outlined in the Performance Work Statement. The justification for sole-source procurement is based on two criteria: (1) exclusive licensing agreements, as only Abbott is authorized to manufacture, distribute, service, or support Abbott RALS-Web3 software, and (2) restrictive proprietary rights, including limited rights in data, patent rights, copyrights, and secret processes. A Notice of Intent to Sole Source was issued on August 3, 2026, with a closing date of August 7, 2026, allowing potential vendors to submit capability statements meeting minimum requirements. The certifications were signed by Diane Thagard, Lab Supervisor at the Department of Pathology, and Elliott Penetrante, Contracting Officer with HOD-W, DHA Contracting Activity.
