1.1. In performance of the required Title I services, the A-E shall:

1.1.1. Utilize Government designs, drawings, specifications and standards including any applicable Air Force Instructions (AFI), Unified Facilities Criteria (UFC), DOD regulations and manuals, and design guide criteria for buildings and other structures as necessary to meet the requirements of the proposed project. Guidance to be followed shall include, but not be limited to, current Air Force Instructions as found at http://www.wbdg.org/, and design guides as specifically called out. Drafting standards shall be as defined by A/E/C CAD Standard Release 6.0 (or current) Manual.

1.1.2. Prepare preliminary studies, sketches, and layout plans and reports including estimates of the cost of the proposed project and of all structures, utilities, and appurtenances thereto. All estimates, bid schedules, plans, and specifications shall reflect separate types of construction as determined by funding classification (typically repair or maintenance of existing vs. new construction) in accordance with current Air Force Civil Engineering guidance.

1.1.3. Obtain necessary permits, licenses, and approvals from all local, state, and federal authorities as are necessary for the performance of the A-E's services. The expenditures covering such fees be included in the negotiated fee proposal to be paid with the award of the contract.

1.1.4. Perform the various work features as described hereinafter. In the event the Government exceeds the time established for design review, the Contractor's subsequent performance time will be extended one day for each day of Government delay. Additional time may be granted provided the contractor submits a request in writing to the Contracting Officer setting forth all pertinent facts.

2. STUDIES AND REPORTS

2.1. Site surveys, geotechnical soil exploration, and reviews of existing site conditions and available Government drawings. Consideration of codes to comply with and various external factors such as loading caused by snow and wind.

2.2. Review of project requirements and development of a written Architectural design program where required. Program to state A-E's understanding of design problem to be solved.

2.3. Drawings and sketches shall be prepared, in an appropriate scale, as required to present the details and results of the study.

2.4. Cost Estimates. Required estimates of cost shall be prepared for each individual component or feature of the project and for the project as a whole. Estimates shall be broken down into items of construction as approved by the Contracting Officer, shall be based on current material and labor costs, and shall be in sufficient detail as will permit analysis of the adequacy of the estimates. Estimates shall be divided into various type of funds as specified and shall have a minimum number of lump sum items.

2.4.1. The preferred cost estimating system is Parametric Cost Engineering System (PACES). If PACES is not used, the attached Basis of Estimate Worksheet must be completed.

2.5. Reports. Reports shall present the following:

2.5.1. Design program as required

2.5.2. Discussion of study and investigation. Requirements needed to meet various codes.

2.5.3. Description of all plans, schemes, or alternatives considered for obtaining the desired end results of the study.

2.5.4. All drawings and sketches required to present and illustrate the details and results of the study.

2.5.5. Required estimates of construction costs, including comparisons between the various schemes considered.

2.5.6. Results, conclusions, and recommendations

3. GENERAL TECHNICAL DEFINITION AND INSTRUCTIONS The following technical definitions and instructions are applicable.

3.1. Utilities.

3.1.1. Definition. The term "utilities" shall be construed to mean all interior and exterior utilities, such as water, gas, sewer, drainage, steam, high-temperature hot water, electricity, telephone and other similar systems.

3.1.2. Work Under This Contract. Work shall include the design (preliminary and/or final as required) of all interior and exterior utilities required to support the project, the design (preliminary and/or final) of any required protection of any existing utilities which will be affected by construction of other work designed under this contract and of any required relocation or modification of any federally owned existing utilities which will be affected.

3.1.3. Limitations.

3.1.3.1. Pipe Lines. Design of utility pipe lines shall include all portions within structures and the principal mains including any necessary extensions of the principal mains to the vicinity of the structure served, except that of central heat distribution systems, the design shall include the interior heating system of the structure to be heated and such connection to the heat distribution system.

3.1.3.2. Electrical Systems. Design of the electrical systems shall include all portions within structures, including service entrance and weather head, or the source of power for each structure involved, as provided in the specific project criteria.

3.1.3.3. Equipment and Appurtenances. Design of all utility systems shall include all equipment, accessories, and appurtenances required for the proper functioning of the system involved.

3.1.3.4. Connections to Existing Utility Systems. The Contracting Officer will designate the points at which connections are to be made to any existing utility system. Where alternate sources are designated for any single utility, the A-E shall make an engineering determination of the most feasible and economical source to be utilized and design the connection thereto.

3.1.4. Field Reconnaissance. The Contracting Officer will furnish all available data pertaining to all utility lines known to exist at and in the immediate vicinity of the project site. The A-E shall verify by field reconnaissance the current location of all such utility lines and of any additional utility lines. In the event the field reconnaissance reveals any conditions differing from the Government-furnished data, the A-E shall advise the Contracting Officer in writing at the earliest practicable date. The Contracting Officer will review, in respect to such report, the designated utility connections for possible re designation thereof.

3.2. Site Improvements.

3.2.1. Definition. The term "site improvements" shall be construed to mean all grading, top-soiling, seeding, sodding, planting, road, walks, access drives, parking areas, hardstands, fencing, and similar features.

3.2.2. Work Under This Contract

3.2.2.1. Work shall include the preliminary design of all site improvements required to develop the site or sites for the intended use thereof. Site improvements shall blend with and properly joint with existing improvements in adjacent areas.

3.3. Design of Additions and Modifications to Existing Facilities.

3.3.1. General. The design of additions and/or modifications to existing facilities shall include all changes to the existing construction, utility systems, and site improvements to provide for the proper connection between existing and new construction and to make the modified or altered facility completely operable for its intended use. Where necessary, existing interior and exterior utility systems and services shall be re-sized as required to provide for loads imposed by the new work. New construction, within limitations of current criteria, shall match existing construction. Contract drawings and specifications prepared hereunder shall provide for all required modifications and extensions to existing construction, utilities and site improvements.

3.3.2. Verification of Existing Site Conditions. The Government will furnish available "as built" or construction drawings pertinent to the facility involved. Such drawings, however, are not warranted to show presently existing conditions at the site.
