About this file

This is a Sole-Source Justification (SSJ) document for a federal procurement by the Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the Office of Biometric Identity Management (OBIM).

DHS intends to award a sole-source task order under the Carahsoft Blanket Purchase Agreement (BPA) number 70RTAC26A00000011 to Carahsoft Technology Corp. for JFrog non-production software licenses. The total estimated value of the order is $27,000.00 for a base period of 12 months (September 29, 2026 through September 28, 2027). The requirement is for JFrog non-production software to support integration services, sustainment, and modernization of DHS biometric systems used for identity verification, vetting, screening, law enforcement, immigration, border security, national security, and public safety operations. The justification for sole-source procurement is based on the brand-name specification requirement; JFrog software is proprietary and currently integrated into DHS's IDENT and HART environments, and switching vendors would cause significant risk, cost, and disruption to mission operations. The Carahsoft BPA is the designated strategic sourcing vehicle for Enterprise Licenses under Management Directive 060-01. DHS conducted market research from July through August 2026, but determined the Carahsoft BPA was required for the JFrog procurement. The document includes commitments to increase competition in future acquisitions through assessing technical data rights, revising specifications to promote interoperability, and exploring modularization options. The requirement will be posted on SAM.gov within 14 days after award pursuant to federal acquisition regulations.

Sole-Sources Justification (SSJ) pursuant to For orders or BPAs exceeding the Simplified Acquisition Threshold

LSJ No. FY26-0268 Rev. 2/2022

8. A statement of the actions, if there are any, the agency may take to remove or overcome any barriers that led to the Brand Name before any subsequent acquisition of the supplies or services is made.

DHS is committed to increasing competition for future acquisitions of biometric software and related services. To remove or overcome barriers to competition, DHS will:

1)Assess the feasibility of acquiring additional technical data rights or negotiating for greater access to proprietary interfaces and documentation in future contracts.

2)Evaluate and, where possible, revise technical specifications and requirements to promote interoperability, open standards, and modular system architecture.

3)Explore options for breaking out system components or services that could be competed separately in the future.

4) Incorporate lessons learned from current and prior acquisitions to reduce vendor dependency and encourage broader industry participation.

These actions are intended to ensure that, as the current system reaches end-of-life or as new requirements emerge, DHS will be better positioned to foster a more competitive procurement environment for future needs.

9. Publication Requirements.

DHS intends to post this requirement on the GPE https://www.sam.gov pursuant to RFO FAR RFO subpart FAR 8.401(b), GSAM 538.7104-3(b)(3)(ii)(A), within 14 days after award.
