3. Description of Services or Supplies AFMES requests a firm fixed price (FFP) Brand Name Dell Federal Systems, L.P. to procure Forty-four (44) lightweight notebooks (Dell Latitude 5411) through Computer Hardware Enterprise Software and Solutions (CHESS) in accordance with Army Regulation AR 25-1, Army Knowledge Management and Information Technology. This requirement is to supplement the Life Cycle Replacement (LCR) of desktop platforms by the Information Management Division (IMD) at the AFMES. This requirement is due to the COVID-19 pandemic forcing the onsite workforce to become a remote workforce. This requirement was originally projected to be a normal procurement for FY21 however due to the urgent need for telework in accordance with local and federal social distancing guidelines and the limited number of notebooks available through IMD for Toxicology and OAFME, funding was sought by Forensic Toxicology and Medical Examiners to provide laptops for assigned staff approximately six (6) months earlier than projected (FY21). This will enable the organization to quickly provide staff with the necessary equipment for telework and ensure enough units are available for Forensic Toxicology and OAFME desktops. Failure to execute this award would impede the personnel from having the means necessary to fulfill work requirements on a remote basis.
